Over the past 6 months, the consulting team has been working with City of Chanhassen staff and representatives of Carver County and Mn /DOT to identify a preferred alternative for the design and to begin preparation of the necessary environmental documentation (EA/EAW). TH 101 is currently a two -lane undivided roadway with a number of safety deficiencies including steep grades, sharp curves, and inadequate sight distances resulting in blind intersections. TH 101 is proposed to be reconstructed to a four - lane divided design with pedestrianibicycle trails along both sides of the roadway. The primary goals of the project are as follows: Improve safety for people along the existing TH 101 corridor • Add turn lanes to provide safe turning movements at intersections. • Improve sight distance by reducing sharp curves and steep grades near intersections. Improve capacity and connectivity for people and goods along the TH 101 corridor • Accommodate regional and local transportation needs of anticipated population and employment growth in the TH 101 corridor by increasing traffic capacity. Provide transportation solutions that minimize environmental impacts • Avoid /minimize /mitigate impacts on environmental, social, and cultural resources. • Minimize need for new right -of -way takings from business and residential properties. Chanhassen is a Community for Life - Providing for Today and Planning for Tomorrow Todd Gerhardt Update on TH 101 Improvements (Lyman Boulevard to Pioneer Trail) March 28, 2011 Page 2 Public involvement activities have been initiated for the project, including the following: • Distribution of Newsletter #1 to inform area residents about the project in November, 2010. • A public open house meeting was held on December 2, 2010. The current project schedule includes the following key milestone dates: • Distribution of Newsletter #2 April, 2011 • Open house meeting #2 May, 2011 • Complete EA/EAW for Distribution and Comments June, 2011 • EA/EAW Public Hearing July, 2011 • Submit Preliminary Roadway Design for Mn/DOT Review July, 2011 The intent is to have all preliminary design and EA/EAW reviews and approvals completed by December, 2011 to allow the project to proceed to final design in 2012. Project construction is currently planned for 2013. The project construction is proposed to be financed primarily through Federal Transportation Funding secured through the 2009 regional solicitation process. These funds become available starting in 2013. The required matching funds are planned to be funded by Mn /DOT. The City share of the construction will consist of trunk utility improvements for future developments and hook ups. DISCUSSION A number of preliminary design and environmental review tasks have been completed to date including: • Preliminary Soil Exploration and Geotechnical Analysis • Traffic Forecasting • Traffic Impact and Crash Analysis • Development of a Preliminary Roadway Layout and Profile (See Attached) • Storm Drainage Analysis • Watermain and Sanitary Sewer Analysis Staff and the consulting team will review the status of these various tasks with the Council at the work session. We are requesting input from the Council on the project before proceeding with further design and public involvement activities. Carver County staff, the County Board, and representatives of Mn/DOT have been invited to join us for this discussion. November 2010 The Trunk Highway (TH) 101 project includes the reconstruction of TH 101 between CSAH 18 (Lyman Boulevard) and CSAH 14 (Pioneer Trail). TH 101 is proposed to be reconstructed to a four -lane divided design with pedestrian /bicycle trails along the roadway. This segment of roadway is within the City of Chanhassen. Wh is this project necessary? In 2007, the City of Chanhassen partnered with Carver County and MnDOT to complete a corridor scoping and environmental screening study of the TH 101 corridor from Lyman Boulevard to the Scott County line. The study identified the segment of TH 101 from Pioneer Trail to Lyman Boulevard as the highest priority for improvement. Improvements to this segment of TH 101 are necessary to address existing safety deficiencies and to provide for the present and future traffic needs of the area. City of Chanhassen, Carver County, and MnDOT staff along with the project consultants will host an open house to introduce the project and answer your questions. We are interested in hearing your issues, concerns, and suggestions regarding the TH 101 project. This segment of TH 101 is currently a two -lane undivided roadway with a number of safety concerns including steep grades, sharp curves, no turn lanes, and inadequate sight distances that result in blind intersections. Anticipated growth and development in the area will place further demands on TH 101. Corridor crash and severity rates on TH 101 are three times greater than those experienced on other similar two -lane roadways in the metro area. The partnering agencies have been successful in securing funding to allow improvements to the segment of TH 101 between Lyman Boulevard and Pioneer Trail to move forward to the next step in the project development process. This step includes the preliminary design of the improvements and the completion of the required environmental documentation. This work will continue through early 2012. Project construction is currently planned for 2013.
