COMPREHENSIVE PARK PLAN: The City's Comprehensive Park Plan includes two neighborhood
parks within the service area for this proposed plat. Curry Farms Park is only a few hundred feet from the
southeast comer of the property. Pheasant Hill Park is situated within the Va mile service area for
neighborhood parks. Gaining access to Curry Farms Park by means of a future trail connection is the
primary topic of discussion for the commission.
COMPREHENSIVE TRAIL PLAN: Construction of city trails will not be a requirement of thi
subdivision. The nearest city trails are located adjacent to Lake Lucy Road and Powers Boulevard.

BACKGROUND
Knob Hill 2aa Addition is an extension of Knob Hill 1st Addition which includes 9 homes. A natural
footpath currently exists from the end of Knob Hill Lane to the Curry Farms Park trail. This footpath
crosses private property and does not provide for legal public access. The fact that it does exist however
represents a current interest in a trail connection at this location.
On Wednesday, February 20th, I met with Mr. David Slottan, the homeowner at 6401 Teton Lane. Mr.
Slottan's lot is lower than the proposed trail connection raising concerns 'about privacy. I am sensitive to
the Slottan's circumstances but the City also has a responsibility to uphold the interests of the existing and
future residents on Knob Hill Lane. Not providing for their public access to park facilities in return for the
betterment of one does not seem fair. Bear in mind that as you review this issue, there is a "missing link"
to the trail connection. The property line of the proposed Knob Hill 2na Addition is approximately 50 feet
short of connecting with the Curry Farms Park trail outlot. The rights to construct the final segment of this
proposed trail connector would need to be acquired from the Stewart property in the future.
RECOMMENDATION
It is recommended that the Park & Recreation Commission recommend that the City Council require the
following conditions of approval regarding parks and trails for Knob Hill 2na Addition:
1. Dedication of a 20 foot trail easement along the easterly boundary of Lot 6, Block 1.
2. Payment of full park and trail dedication fees per city ordinance.
