Water Pollution Prevention Plan ( SWPPP) for The Preserve at Bluff Creek 3rd -6th Additions in Chanhassen, Minnesota. The site is located of the southeast inters.. tin of Lyman Boulevard and Audubon Road. The SWPPP is prepared in accordance with the Notional Pollutant Discharge Elimination System (NPOES) regulations as established by the Clean Water Act. This report shall be on the site at all limas during construction. The owner must also keep this SWPPP on file for in... years after submittal of the Notice of Termination. The following ore outlined in this SWPPP: Existing site conditions - Proposed site conditions - Control meo su o .e for storm water pollution prevention during nslrucllon Control measures for storm water pollution prevention after Inspection and maintenance procedures 2 EXISTING SITE CONDITIONS Th e site consist, predominately of Type "B' soils; however. Type "A% "C" and 'D" also exist in smaller areas within the site boundary. Curve numbers were obtained from 'Technical Release 55: Urban Hydrdogy for Small Watersheds.' For existing conditions, umber, ranging between 60 and 81 eare used for variable conditions extending from woodlands to contoured and terraced now raps In good hydrologic condition, respectively. During pre - developed conditions, oil of the storm water entering the site is .eyed taward, Bluff Creek. Therefore Bluff Creek w n used as the design point to determine the rate of runoff from the Project as well o areas to the east. Refer to the droinoge map for its location. s 3 PROPOSED SITE CONDITIONS Far proposed conditions, . broader reach of cu numbers re use to model the site. These curve umbers ranged from 60 for We dlonds to 100 for open water. Most of the site w modeled with o umber of 75 for 1/4 a residential lots with Type "B" ..it.. The remainder of the disturbed portion of the site w ,signed a our,, number of 98 for paved road, and roofs. Curve n umbere r,m,i,,d unchanged for undisturbed areas. Three NURP ponds a.. incorporated into the development. The third NURP pond (P -3) located n the southeast portion of the P roperty is being designed by o separate consulting firm to mm Idol. ar within the site as well o ,off from upland oat and west of the site boundary. The runoff from the ore as upiand r will be conveyed to the site through a subsurface droinoge network located beneath the city collector street. All of the torm water treatment ponds propose to convey healed e ,off to Bluff Creek. Pond P -1 sends runoff to an adjacent und loco led to the north vi concrete pipe. The wetlantl can vat's the treated runoff to the creek. Pond P -2 c vet's rnoff to a , adjacent wetland loco tea to the west through a concrete pipe. In turn, the wetland comes this treated runoff to the creek. Wetland Basin W -A collects storm water from rear yard drainage as well a upland o a further east of the site. In the a ant of o large storm, treated ranoff would be conveyed overland to the Dull,. The following storm water water pollution prevention measures are shown In the plan. ant, shat, be implemented during con.truclion: - Phase grading work to minimize the duration that any disturbed soil Is exposed. - Place wood fiber blanket an all steep slopes (3:1 o steeper) u Place minimum 6 inches of topsoil over areas when grading omplete ,. The following shall be completed during each inspection: Record date and time of inspection Record roinfall records since m ost recent inspection Inspect the site fore c erosion and sedimentation Inspect site far debris. trash and spins - Inspect temporary a s se on and tlimentation control devices - Inspect construction entrances for setliment tracking onto public o eora r ended repairs and modification, to erosion and sediment ..,irate m - Recommend any necessary changes to this SWPPP Record rePoir. and modifications implemented since previous inspections Inspect the adjacent streets and curb and gutter for sediment. litter. and construction debris. The following guidelines will be used to determine if pollution control devices require maintenance, repair, or replacement: - If sediment control de ices such as silt fence are fllied to 1/3 of the height of the fence, the contractor shall remo ve all seaimenl within 24 hours of detection or notification. - If inlet protection devices appear plugged with sediment, o re filled to 2/3 capacity. or have standing water aro lhem, lhe contactor shall ne ve the sediment and clean or replace the filter within 24 hour, of detection o f notification. If the gravel construction on trances are filled with sediment the contractor shall either replace the entrance or Odd additional grovel within 24 hours of detection o r noliticotion. If sediment from the site is observed o adjacent streets of other properties, the contractor shall remove the sediment within 24 hour. of detection o notification. If sediment from the site is observed o adjacent streets or other properties, the inspector shall identify the Source and discharge location of the sediment and instruct in c ontractor to implement addit ionol erosion locolions to prevent future and Seal—t controls at those discharges. If building materials, chemicals, or general refuse is being used. stored. disposed of, o otherwise m raged nappropriately. the no-a r shall correct such defects w;thin 24 hour. of d.l.eeon notification. If a sediment, or debris are also ... d of the flared end section ou tfolls. the inspector shall determine the s c and discharge locations of such materials. If thedi.charge has occurred on the property the contractor shall remove the sediments and debris within 24 hour, of notification and rect the so of such materials as directed by the inspector. r 1! sediment from the site is observed to be discharged from the site, the MPCA will be notified the some day.
