SUBJ: Approve Change Order No. 1 to the Trunk Highway 101 North Leg
Project No. 88 -22B
To date, the majority of the work associated with the Think Highway 101 North Leg Realignment Project
No. 88 -22B has been completed. The remaining work to be completed includes sidewalk, landscape sod
and tree installation along with the placement of the bituminous wearing course. Despite the difficult
construction season we had last year the project was left in very good shape prior to the winter shutdown.
As I am sure you recall, this project experienced some delays during planning process due to coordination
with the Soo Line Railroad, MnDOT, and then finally (at the eleventh hour) a change of ownership to the
Twin Cities and Western Railroad. Nevertheless, this contract had to be let prior to December 31, 1992
' or risk the loss of the primary funding source (TIF) for this project as was dedicated through special
legislation. This contract was let prior to the deadline; however, _MnDOT was still in the process of
conducting final review of the plans. , Given this situation, staff fully expected to receive some minor
change requests from MnDOT associated with their approval process which would likely incur some
additional work items to the project. This anticipation became reality as 85% of the dollars associated
with this change order was a direct result of changes and modifications made by MnDOT through the
permit approval process, i.e. additional ponding and signal work items. In essence, had MnDOT approval
been acquired prior to bidding the project, these additional work items would have been included in the
plans and still paid for accordingly. It should also be noted that since the project is nearly substantially
completed, it is not anticipated that any further change orders of significant dollar amounts will be
necessary.
It is therefore recommended that Change Order No: 1 to the Trunk Highway 101 North Leg Realignment
Project No. 88 -22B in the amount of $97,869.24 be approved yielding a revised contract amount of
$1,586,318.28.

The additions, revisions and corrections contained herein shall be made to the contract documents - f6i the

Description of Changes:
' A. The Contractor has performed additional earthwork as necessary to construct a stormwater pond
north of West 78th Street west of the Chanhassen Office Complex. The additional pond grading
was required as a result of plan changes required by Mn /DOT as a part of their review of the
' project.
The additional pond grading work has resulted in an increase in the contract quantity for
Common Channel Excavation as follows:

preemption (EVP) equipment for the new West 78th Street and TH 101 signal system as requested
by City staff.
The installation of the EVP system has resulted in the creation of a new lump sum pay item for

C. Modifications have been made to the design for the new signal at the TH 101 and West 78th Street
intersection as required by Mn /DOT as a part of their review of the project. These design
modifications have resulted in additional costs for wiring, conduit, handhole and mast arm
changes.
The modifications to the signal system have resulted in the creation of a new lump sum pay item '
for the additional work as follows:

D. The Contractor has installed additional conduit, wire and handholes as necessary for the
interconnection of the West 78th Street and TH 101 signal system with the new railroad crossing
signals in the area. The additional work was required to coordinate the roadway intersection
signal system with the final design for the railroad signal systems.
The additional railroad signal system interconnection work has resulted in the creation of an new
pay item for the work as follows:

F. The Contractor utilized additional traffic control devices as directed by the Engineer to minimize
traffic confusion resulting from the switch from Stage 1 to Stage 2 of the project. The traffic
control devices included the installation of additional advance warning devices and the temporary
use of a portable changeable message sign.
