Notice of this public hearing has been mailed to all property owners within-500 feet. LEVEL OF CITY DISCRETION IN DECISION-MAKING: The City's discretion in approving or denying a site plan is limited to whether or not the proposed project complies with Zoning Ordinance requirements. If it meets these standards, the City must then approve the site plan. This is a quasi-judicial decision. Park Eden Trace Corporation Lot 8, Block 1, Chanhassen Lakes Business Park 7th Addition February 20, 2001 Page 2 PROPOSAL/SUMMARY The applicant is requesting site plan approval for the construction of a 28,821 square foot office warehouse building. The site is located on Lot 8, Block 1, Chanhassen Lakes Business Park 7th Addition and has an area of 2.27 acres. It is zoned lOP, Industrial Office Park, and is bordered by Lake Drive West to the south, Upland Circle to the xvest and industrial sites to the north and east. Access to the site is gained via a shared driveway off of Upland Circle. The building is designed in a "U" shape. There are four loading docks associated with this building, located inside the "U" and completely screened from views. The applicant is proposing to utilize pre-colored rock face block as the main material on the building. Windows, medallions and accent ribbons wrap around all four sides of the building. The exterior walls are stepped out in some areas and recessed in others. Prefinished metal canopies accent the recessed entrances into the building. Sill block is situated under the windows, around the entrances and along each ' jog in the exterior walls. The design of the building is attractive and provides variation in form through stepped back elevations. The oVerall design provides variation and detail on the facade of the building. Parking will be located around the building. The parking lot is situated approximately 10 feet above the elevation of Lake Drive West. Staff typically requires a berm to screen the parking lot, however, in this situation, landscaping is the only option. The applicant is providing a mix of trees and shrubs to screen the parking lot. Parking lot and buffer landscaping exceeds ordinance requirements. A parking lot light plan is required. The plan should incorporate the light style, height, and photo-metrics. Also, a detailed sign plan which includes the lighting method has to be submitted. The site plan fails to show the trash enclosure location. The applicant explained that trash will be stored inside the building. Rooftop equipment and mechanical equipment are not shown on the plans. All equipment must be screened fi'om views. In sunm~ary, with the incorporation of staff recommendations the proposed site plan application would meet ordinance requirements, and staff is recommending approval with conditions outlined in the staff repo~[. ChmCnassen Lakes Business Park 7th Addition February 20. 2001 Page 3 BACKGROUND On April 12. 1999. the City Council approved a Resolution Declaring No Need for an Environmental Impact Statement for the Chanhassen Lakes Business Park 7th Addition Project, Subdivision 99-1 preliminary plat to replat Outlot D into 10 lots. Chanhassen Lakes Business Park 7th Addition. and wetland alteration permit to fill 1.23 acres, provide t .62 acres of in kind mitigation and 1.89 public value credits, as shown on the plans dated received January 26.1999. subject to conditions. The final plat was approved by the City Council on May 24. 1999. GENERAL SITE PLAN/ARCHITECTURE The proposed office/warehouse building, with an area of 28,821 square feet, will be situated parallel to and no~xheast of Lake Drive West and Upland Circle. The site is bordered by Lake Drive West to the south. Upland Circle to the west, and industrial sites to the north and east. The site located south of Lake Drive West is zoned PUD-R and is occupied by a park. Access to the building is proposed fi'om Upland Circle. Parking is proposed around the building. Materials used on the "U" shaped building, are pre-colored rock face block on all four elevations. Entrances into the building are adorned by a canopy. Decorative pre-colored rockface block bands, windows, medallions and sill block are integrated into the walls on all four elevations. The south, east. and west elevations are stepped out, combined with the different colors and materials, give the building the desired visual appeal. There are four loading docks associated with this building, located inside the "U" and completely screened froln views. The site plan fails to show the trash enclosure location. The ordinance requires dumpsters to be screened by a wing-wall and doors with siding and trim to match the building. The applicant has explained that trash will be stored inside the building. CmTent state statutes require that recycling space be provided for all nev¢ buildings. The area of the recycling space must be dedicated at the rate specified in Minnesota State Building Code (MSBC) 1300.4700 Subp. 5. The applicant should demonstrate the required area will be provided in addition to the space required for other solid waste collection space. Recycling space and other solid waste collection space should be contained within the same enclosure. Rooftop equipment and mechanical equipment are not shown on the plans. All equipment must be screened from views. The building is located 28 feet from the north, 60 feet from the east, 100 feet from the west and 80 feet fi'om the south property line. Eden Trace Corporation Lot 8, Block 1, Chanhassen Lakes Business Park 7th Addition February 20, 2001 Page 4 SITE PLAN FINDINGS In evaluating a site plan and building plan, the city shall consider the. development's compliance with the following: (1) Consistency with the elements and objectives of the city's development guides, including the comprehensive plan, official road mapping, and other plans that may be adopted; (2) Consistency with this division; (3) Preservation of the site in its natural state to the extent practicable by minimizing tree and soil removal and designing grade changes to be in keeping with the general appearance of the neighboring developed or developing areas; (4) Creation of a harmonious relationship of building and open space with natural site features and with existing and future buildings having a visual relationship to the development; (5) Creation of functional and harmonious design for structures and site features, with special attention to the following: An internal sense of order for the buildings and use on the site and provision of a desirable environment for occupants, visitors and general community; b. The amount and location of open space and landscaping; Co Materials, textures, colors and details of construction as an expression of the design concept and the compatibility of the same with adjacent and neighboring structures and uses; and do Vehicular and pedestrian circulation, including walkways, interior drives and parking in terrns of location and number of access points to the public streets, width of interior drives and access points, general interior circulation, separation of pedestrian and vehicular traffic and arrangement and amount of parking. Finding: The proposed development is consistent with the city's comprehensive plan, the zoning ordinance, and the site plan review requirements. The site design is compatible with the surrounding development. It is functional and harmonious with the approved development for this area. Minor revisions are required and are outlined in the conditions of approval. WETLANDS/SURFACE WATER MANAGEMENT PLAN (SWMP) Upon review of the grading, drainage and erosion control plan, utility plan and detail sheet prepared by Schoell and Madson, Inc. dated January 2001 received January 19, 2001, it is concluded that there are no outstanding issues. There are no wetlands on this site and all necessary storm water quality and quantity fees were paid to the City at time of final plat recording. GRADING/DRAINAGE/EROSION CONTROL The site was previously rough graded with the Chm~assen Lakes Business Park 7th Addition project. The final approved grading plan for Chanhassen Lakes Business Park 7th Addition shows an office/warehouse-type building on Lot 8 with a proposed floor elevation of 944. The current plans show a building with a proposed floor elevation of 945. The plans also show the building and parking area much closer to the easterly property line than was previously shown on a concept plan which was submitted with the final plat. In order to construct the project this way, the applicant is proposing a retaining wall along the eastern property line. The walt is shown approximately seven feet off of the property line. This would place the wall within the City's 10- foot drainage and utility easement. It is the City's policy not to allow permanent structures, such as retaining walls, within the public easements. As such, staff is recommending that the applicant revise the plans to remove the retaining wall fi'om the City's easement. The proposed drainage plan is consistent with the approved drainage plan for the development. The parking lot and building drainage is proposed to be conveyed ,,,ia storm sewer to the existing Lake Drive West storm sewer at the southeasterly corner of the lot. The proposed storm sewer along the north property line, which drains to the south, shall have a 20-foot wide private utility and maintenance easement recorded over it. This is due to the fact that the line can'ies drainage fi'om more than one lot (Lots 7 and 8). Proposed erosion control consists of silt fence along the east, south, and west sides of the site. A rock construction entrance is also shown off of Upland Circle. A sewer and water service is proposed to be extended from the existing service stubs. Installation of the private utilities for the site will require permits and inspections through the City's Building Department. The location and number of fire hydrants should be reviewed and approved by the City's Fire Marshal. STREETS AND PARKING LOT The site is proposed to be accessed from Upland Circle, between Lots 7 and 8, by shifting the existing access to the south approximately 23 feet. The shared access drive must be enclosed in a private easement. The applicant should be advised that the maximum allowable driveway entrance width is 36 feet. As such, the site plan must be revised to meet this requirement. The minimum drive aisle width in an office/industrial district, which is pe~wnitted by ordinance, is 26 feet. The Plans show 24 foot widths along the east and south sides of the building. These drive aisles shall be revised to meet ordinance requirements. The city's parking ordinance requires 4.5 parking stalls per 1,000 square feet of office. (52 stalls) and one stall per 1,000 square feet of warehouse area (18 stalls). The total parking spaces required by ordinance is 70. The applicant is providing 79 spaces. LANDSCAPING Minimum requirements for landscaping include 5,730 sq. ft. of landscaped area around the parking lot, 23 trees for the parking lot, and buffer yard plantings along Lake Drive, as well as neighboring property lines. The applicant's proposed as compared to the requirements for landscape area and parking lot trees is shown in the following table. LIGHTING Lighting locations have not been illustrated on the plans. Only shielded fixtures are allowed as required by ordinance. A detailed lighting plan shall be submitted. SIGNAGE The applicant has not submitted a signage plan. One ground low profile business sign is perlnitted per lot. The area of the sign may not exceed 80 square feet and a height of 8 feet. Also. one wall mounted sign per business shall be permitted per street fl'ontage. The total display area shall not exceed 15% of the total area of the building wall upon which the signs are mounted. No sign may exceed 90 square feet. Staff is recommending the following criteria be adopted: All businesses shall share one monument sign per lot. Monument signage shall be subject to the monument standards in the sign ordinance. 2. Wall signs are permitted on no more that 2 street frontages. 3. All signs require a separate permit. . The signage vv'ill have consistency throughout the development and add an architectural accent to the building. 5. Consistency in signage shall relate to color, size, materials, and heights. . No illuminated signs within the development may be viewed from the residential section south of the site. 7. Back-lit individual letter signs are permitted. The developer shall apply for and obtain a permit fi'om the Watershed District. . The applicant shall report to the City Engineer the location of any drain tiles found during construction and shall relocate o1' abandon the drain tile as directed by the City Engineer. . Revise the site plan to comply with the ~naximum drive aisle width of 36 feet. The drive aisle shall correspond with the one shown on the grading plan. . The applicant shall provide detailed storm sewer sizing calculations fora l O-year, 24-hour storm event prior to building permit approval. 9. Add a storm sewer schedule to the utility plan. 10. On the detail sheet, add City Detail Plate Nos. 2202 and 3101. 11. Prior to building permit issuance, all plans must be signed by a professional civil engineer registered in the state of Minnesota. 12. On the site plan, include the name of the street (Upland Circle) that the lot is accessed from. Also, include Upland Circle and Lake Drive West on the location map. 13. A 20-foot wide private utility easement shall be recorded for the water line, which extends into Lot 7. 14. Revise the grading plan as follows: a. Show the location of the existing driveway off of Upland Circle for Lot 4, Block 1, Chanhassen Lakes Business Park 7th Addition. b. The final approved grading plan for Chanhassen Lakes Business Park 7th Addition shoxvs an office/warehouse-type building on Lot 8 with a proposed floor elevation of 944. The current plans show a building with a proposed floor elevation of 945. The plans also show the building and parking area rnuch closer to the easterly property line than was previously approved. In order to construct the project this way, the applicant is proposing a retaining wall along the eastern property line. The wall is shown approximately seven feet off of the property line. This would place the wall within the City's 1 O-foot drainage and utility easement. It is the City's policy not to allow permanent structures, such as retaining walls, within the public easements. As such, staff is recommending that the applicant revise the plans to remove the retaining wall fi'om the City's easement. The proposed drainage plan is consistent with the approved drainage plan for the development. The parking lot and building drainage is proposed to be conveyed via storm sewer to the existing Lake Drive West storn~ sewer at the southeasterly comer of the lot. The proposed storm sewer along the north property line, which drains to the south, shall have a 20-foot wide private utility and maintenance easement recorded over it. This is due to the fact that the line carries drainage from more than one lot (Lots 7 and 8). Proposed erosion control consists of silt fence along the east, south, and west sides of the site. A rock construction entrance is also shown off of Upland Circle. UTILITIES Municipal sewer and water is available to the site from Upland Circle. A sewer and water service is proposed to be extended from the existing service stubs. STREETS The site is proposed to be accessed from Upland Circle, between Lots 7 and 8, by shifting the existing access to the south approximately 23 feet. The shared access drive must be built to a 9-ton design requirement and enclosed in a 40-foot wide private easement per city ordinance. The applicant should be advised that the maximum allowable driveway entrance width is 36 feet. As such, the site plan must be revised to meet this requirement. RECOMMENDATION CONDITIONS OF APPROVAL 1. Revise the plans to remove the proposed retaining wall from the public drainage and utility easement. , The proposed storm sewer along the north property line, which drains to the south, shall have a 20-foot wide private utility and maintenance easement recorded over it. 3. Provide a profile viexv of the public storm sewer line. 4. The maximum slope for any handicapped parking or drop-Off spot is 2%. Revise the handicapped parking spots on the east and west side of the building to comply. 5. The shared access drive must be built to a 9-ton design requirement and enclosed in a 40-foot wide private easement per city ordinance. 6. The developer shall apply for and obtain a permit from the Watershed District. , The applicant shall report to the City Engineer the location of any drain tiles found during construction and shall relocate or abandon the drain tile as directed by the City Engineer. o Revise the site plan to comply with the maximum drive aisle width of 36 feet. The drive aisle should correspond with the one shown on the grading plan. 9. The applicant shall provide detailed storm sewer sizing calculations for a 1 O-year, 24-hour storm event prior to building permit approval. 10. Add a storm sewer schedule to the utility plan.
