Notice of this public hearing has been mailed to all property owners within-500 feet. LEVEL OF CITY DISCRETION IN DECISION-MAKING: The City's discretion in approving or denying a site plan is limited to whether or not the proposed project complies with Zoning Ordinance requirements. Lot 7, Block 1, Chanhassen Lakes Business Park 7th Addition February 20, 2001 Page 2 PROPOSAL/SUMMARY The applicant is requesting site plan approval for the construction of a 26,040 square foot office warehouse building. The site is located on Lot 7, Block 1, Chanhassen Lakes Business Park 7th Addition and has an area of 1.84 acres. It is zoned IOP, Industrial Office Park, and is bordered by Upland Circle to the west and industrial sites to the south, north and east. Access to the site is gained via two shared driveways off of Upland Circle. The overall site plan is very simple and well conceived. The building is designed in a "U" shape. There are two loading docks associated with this building, located inside the "U" and completely screened fi'om views. The applicant is proposing to utilize a combination of brick and pre- colored rock face block as the main materials on the building. Windows m'e concentrated along the westerly half of the building while the easterly half consists of rock face block walls, medallions and accent ribbons wrap around all four sides of the building. The building is 24 feet high. The west elevation is stepped out and utilizes brick and block, which provides the needed architectural relief. The east elevation is of concern. This wall is 120 feet wide 'and 24 feet high. It is fiat and will be visible from Lake Drive West. The only relief provided is tl'n'ough color. Staff is recommending the applicant consider projecting the columns on the building as a design feature. Parking will be located along the west side of the building. The applicant is showing proof of parking on the site. The ordinance requires 48 stalls. The applicant is proposing to pave 28 spaces to meet their current needs. Proof of parking is permitted by ordinance and the city has the authority to require installation of the remaining parking spaces should the need present itself. The applicant is providing a mix of trees and snubs to screen the parking lot and breakup the large span of walls, however, the plan is deficient and needs to be revised to meet ordinance requirements. A parking lot light plan has been submitted. The plan incorporates the light style, height, and photo-metrics. A detailed sign plan which includes the lighting method has to be submitted. The site plan fails to show the trash enclosure location. Rooftop equipment and mechanical equipment are shown on the plans. All equipment will be screened fi'om views. In summary, with the incorporation of staff recommendations the proposed site plan application would meet ordinance requirements, and staff is recommending approval with conditions outlined in the staff report. Chanhassen Lakes Business Park 7th Addition February 20. 2001 Page 3 BACKGROUND On April 12. 1999. the City Council approved a Resolution Declaring No Need for an Environmental Impact Statement for the Chanhassen Lakes Business Park 7th Addition Project, Subdivision 99-1 preliminary plat to replat Outlot D into 10 lots, Chanhassen Lakes Business Park 7th Addition. and wetland alteration permit to fill 1.23 acres, provide 1.62 acres of in kind mitigation and 1.89 public value credits, as shown on the plans dated received January 26, 1999, subject to conditions. The final plat was approved by the City Council on May 24. 1999. GENERAL SITE PLAN/ARCHITECTURE The proposed ottice/warehouse building, with an area of 26.040 square feet. will be situated parallel to and northeast of Lake Drive West and Upland Circle. The site is bordered by Lake Drive West to the south, Upland Circle to the west. and industrial sites to the north and east. The site located south of Lake Drive West is zoned PUD-R and is occupied by a park. Access to the building is proposed from Upland Circle. Parking is proposed around the building. The building is designed in a "U" shape. Tlnere are two loading docks associated with this building, located inside the "U" and completely screened fi'om views. The applicant is proposing to utilize a combination of brick and pre-colored rock face block as the main materials on the building. \Vindows are concentrated along the westerly half of the building while the easterly half consists of rock face block walls. Medallions and accent ribbons wrap around all four sides of the building. Staff met with tine applicant on several occasions to provide direction and refine the design. The plans have gone through several revisions. We believe that we are moving in the right direction and we need to acMnowledge their effort in cooperating with staff on this project. The building is 24 feet higtn. The ,,vest elevation is stepped out and utilizes brick and block, which provides the needed architectural relief. Tine east elevation is of concern. This wall is 120 feet wide and 24 feet high. It is flat and ,,,,.'ill be visible from Lake Drive West. The only relief provided is through color and some landscaping. Some of these trees are represented in a 20_+ diameter. We acknowledge that this might be the actual size at maturity, however, they will not solve the immediate lack of detail. Staff discussed the option of adding windows, hoxvever, this is the warehouse area and will not work with tine interior layout of the building. We are recommending the. applicant consider projecting the columns on the building as an added design feature and increase landscaping. The site plan fails to show the trash enclosure location. The ordinance requires dumpsters to be screened by a wing-v,'all and doors with siding and trim to match the building. Current state statutes require that recycling space be provided for all new buildings. The area of the recycling space must be dedicated at the rate specified in Minnesota State Building Code (MSBC) 1300.4700 Subp. 5. The applicant should demonstrate the required area will be provided in P.O.S. Inc. Lot 7, Block 1, Chanhassen Lakes Business Park 7th Addition February 20, 2001 Page 4 addition to the space required for other solid waste collection space. Recycling space and other solid waste collection space should be contained within the same enclosure. Rooftop equipment and mechanical equipment are shown on the plans. All equipment will be screened fi'om views. The building is located 10 feet from the north, 40 feet from the east, 97 feet from the west and 67 feet from the south property line. SITE PLAN FINDINGS I11 evaluating a site plan and building plan, the city shall consider the development's compliance with the tbllowing: (1) (2) (3) (4) (5) Consistency with the elements and objectives of the city's development guides, including the comprehensive plan, official road mapping, and other plans that may be adopted; Consistency with this division; Preservation of the site in its natural state to the extent practicable by minimizing tree and soil removal and designing grade changes to be in keeping with the general appearance of the neighboring developed or developing areas; Creation of a harmonious relationship of building and open space with natural site features and with existing and future buildings having a visual relationship to the development; Creation of functional and harmonious design for structures and site features, with special attention to the following: a. An internal sense of order for the buildings and use on the site and provision of a desirable environment for occupants, visitors and general community; b. The amount and location of open space and landscaping; Materials, textures, colors and details of construction as an expression of the design concept and the compatibility of the same with adjacent and neighboring structures and uses; and P.O.S. Vehicular and pedestrian circulation, including walkways, interior drives and parking in temps of location and number of access points to the public streets, width of interior drives and access points, general interior circulation, separation of pedestrian and vehicular traffic and arrangement and amount of parking. (6) Protection of adjacent and neighboring prope~xies through reasonable provision for surface water drainage, sound and sight buffers, preservation of views, light and air and those aspects of design not adequately covered by other regulations which may have substantial effects on neighboring land uses. Finding: The proposed development is consistent with the city's comprehensive plan, the zoning ordinance, and the site plan review requirements. The site design is compatible with the sun'ounding development. It is functional and harmonious with the approved development for this area. Some revisions are required and are outlined in the conditions of approval. WETLANDS/SURFACE WATER MANAGEMENT PLAN (SWMP) Upon review of the grading, drainage and erosion control plan. utility plan and detail sheet prepared by $choell and Madson, Inc. dated January 2001 received January 19,2001. it is concluded that there are no outstanding issues. There are no wetlands on this site and all necessary storm water quality and quantity fees were paid to the City at time of final plat recording. GRADING/DRAINAGE/EROSION CONTROL 'I he site was previously rough graded with the Chanhassen Lakes Business Park 7th Addition project. The proposed building floor elevation of 945.0, while one foot higher than the previously approved grading plan for the development, should work with the surrounding topography. Staff is recommending that the concrete stoop on the no~th side of the building be removed from the public drainage and utility easelnent. It is the City's policy not to allow permanent structures within the public easements. The proposed drainage plan is consistent with the approved drainage plan for the development. Storm water from the south side of the building will drain to a proposed storm sewer on the COlnmon lot line between Lots 7 and 8. The drainage from the building roof and western parking lot is proposed to be conveyed via storm sewer to an existing storm line in Upland Circle. A 20- foot wide private utility and maintenance easement shall be recorded over the storm line that drains from Lot 6 across Lot 7. Likewise. a 20-foot wide private utility and maintenance P.O.S. Inc. Lot 7, Block 1, Chanhassen Lakes Business Park 7th Addition February 20, 2001 Page 6 easement shall be recorded over the storm line that drains from Lot 7 across Lot 8. These easelnents shall be recorded prior to building permit issuance. Proposed erosion control consists of silt fence along the easterly side of the site. Additional silt fence should be added along the north property line where filling is proposed. A rock construction entrance must also be added to the northwesterly access off of Upland Circle. UTILITIES Municipal sewer and water is available to the site from Upland Circle. A sewer and water service is proposed to be extended from the existing service stubs. A 20-foot wide private utility easement must be recorded over the proposed water line along the southerly property line. Installation of the private utilities for the site will require permits and inspections through the City's Building Department. The location and number of fire hydrants should be reviewed and approved by the City's Fire Marshal. STREETS AND PARKING LOT The lot has two existing drive entrances off of Upland Circle. The southern most entrance is proposed to be moved approximately 23 feet to the south. Each of the shared access drives must be enclosed in a private easement. The applicant should be advised that the maximum allowable driveway entrance width is 36 feet. As such, the site plan must be revised to meet this requirement. The city's parking ordinance requires 4.5 parking stalls per 1,000 square feet of office (25 stalls) and one stall per 1,000 square feet of gross floor area up to ten thousand square feet and 1 additional space for each additional two thousand square feet of warehouse area (16 stalls) and one space for each employee on the major shift of a manufacturing area (7 stalls). The total parking spaces required by ordinance is 48. The applicant is providing 48 spaces of which 20 spaces are shown as proof of parking. LANDSCAPING Minimum requirements for landscaping include 2,289 sq. ft. of landscaped area around the parking lot, 9 trees for the parking lot, and buffer yard plantings along neighboring property lines. The applicant's proposed as compared to the requirements for landscape area and parking lot trees is shown in the following table. P.O.S. Inc. Lot 7. Block 1. Staff recolnmends that the applicant revise the landscape plan to meet minimum requirements. LIGHTING Lighting locations have been illustrated on the plans. Only shielded fixtures are allowed as required by ordinance. SIGNAGE The applicant is showing one wall mounted sign on the west elevation of the building. The sign has an area of approximately 10 square feet. The ordinance allows one wall mounted sign per business per street frontage. The total display area shall not exceed 15% of the total area of the building wall upon which the signs are lnounted. No sign may exceed 90 square feet. Staff is recommending the following criteria be adopted: All businesses shall share one monument sign per lot. Monmnent signage shall be subject to the monument standards in the sign ordinance. 2. Wall signs are permitted on no more that 2 street frontages. 3. All signs require a separate permit. . The signage will have consistency throughout the development and add an architectural accent to the building. P.O.S. Inc. Consistency in signage shall relate to color, size, materials, and heights. o No illuminated signs within the development may be viewed from the residential section south of the site. 7. Back-lit individual letter signs are permitted. . Only the name and logo of the business occupying the unit will be permitted on the sign. The applicant must obtain a sign permit prior to erecting the signs on site. One stop sign must be posted on the driveway at the exit point of the site. A detailed sign plan incorporating the method of lighting, acceptable to staff should be provided prior to requesting a building permit. RECOMMENDATION "The Planning Commission recommends approval of site plan 2001-1 for a 26,040 square foot office warehouse building to be located on Lot 7, Block 1. Chanhassen Lakes Business Park 7th Addition, as shown on the plans dated received January 19, 2001, subject to the following conditions: 1. Revise the plans to remove the concrete stoop fi'om the public drainage and utility easement. A 20-fbot wide private utility and maintenance easement is required over each of the storm sewer lines and the proposed water line from Lot 8. 3. Add silt fence along the northerly property line and add a rock construction entrance to the northerly driveway. 4. The maximum slope for any handicapped parking or drop-off spot is 2%. Revise the handicapped parking spot on the west side of the building to comply. 5. Each of the access drives must be enclosed in a private easement. Also, include a concrete driveway apron on the no~1herly access drive. 6. The developer shall apply for and obtain a permit from the Watershed District. 7. The applicant shall report to the City Engineer the location of any drain tiles found during construction and shall relocate or abandon the drain tile as directed by the City Engineer. 8. Revise the site plan to comply with the maximum drive entrance width of 36 feet. The driveways should con'espond with those shown on the grading plan. 9. The applicant shall provide detailed stom~ sewer sizing calculations for a 1 O-year, 24- hour storm event prior to building permit approval. 10. Add a storm sewer schedule to the utility plan. P.O.S. Prior to building permit issuance, all plans must be signed by a professional civil engineer registered in the State of Minnesota. 13. The existing water stub to the lot is 8" in size. As such, an 8" x 6" reducer is required. 14. A 20-foot wide private utility easement shall be recorded for the water line which extends into Lot 7. 15. Revise the grading plan as follows: a. Show the location of the existing driveway off of Upland Circle for Lot 4, Block 1, Chanhassen Lakes Business Park 7th Addition. b. Show the location of the existing street lights on the east-side of Upland Circle. 16. Full park and trail dedication fees shall be paid in accordance with ordinance requirements. 17. One ground low profile business sign is permitted per lot. The area of the sign may not exceed 80 square feet and a height of 8 feet. Also, one wall mounted sign per business shall be permitted per street frontage. The total display area shall not exceed 15% of the total area of the building ~vall upon which the signs are mounted. The east portion of the north ,,,,,all must be of one-.hour fire-resistive construction as it is closer than 20 feet to the property line. c. The building plans must be prepared and signed by design professionals licensed in the State of Minnesota. d. The owner and or their representative shall meet with the Inspections Division as soon as possible to discuss plan review and permit procedures. 19. Fire Marshal conditions: a. PIV (Post Indicator Valve) will be required on the fire service water line coming into the building. Contact Cha~hassen Fire Marshal for exact location. b. A 1 O-foot space must be lnaintained around fire hydrants i.e., street lamps, trees, shrubs, bushes, Xcel Energy, US West, Cable TV and transformer boxes. This is to ensure that fire hydrants can be quickly located and safely operated by firefighters. Pursuant to Chanhassen City Ordinance #9-1. c. Fire lane signs and yellow curbing will be required. Contact Cha~zhassen Fire Marshal Ibr exact curbs to be painted and exact location of fire lane signs. The proposed building floor elevation of 945.0, while one foot higher than the previously approved grading plan for the development, should work with the surrounding topography. Staff is recommending that the concrete stoop on the north side of the building be removed from the public drainage and utility easement. It is the City's policy not to allow pen-nanent structures within the public easements. The proposed drainage plan is consistent with the approved drainage plan for the development. Storm water from the south side of the building will drain to a proposed storm sewer on the common lot line between Lots 7 and 8. The drainage from the building roof and western parking lot is proposed to be conveyed via storm sewer to an existing storm line in Upland Circle. A 20-foot ,,vide private utility and maintenance easement shall be recorded over the storm line that drains from Lot 6 across Lot 7. Likewise, a 20-foot wide private utility and maintenance easement shall be recorded over the storm line that drains from Lot 7 across Lot 8. These easements shall be recorded prior to building permit issuance. Proposed erosion control consists of silt fence along the easterly side of the site. Additional silt fence should be added along the north property line where filling is proposed. A rock construction entrance must also be added to the northwesterly access off of Upland Circle. UTILITIES Municipal sewer and water is available to the site from Upland Circle. A sewer and water service is proposed to be extended from the existing service stubs. A Sharmin A1-Jaff February 13,2001 Page 2 20-foot wide private utility easement must be recorded over the proposed water line along the southerly property line. Installation of the private utilities for the site will require permits and inspections through the City's Building Department. The location and number of fire hydrants should be reviewed and approved by the City's Fire Marshal. STREETS The lot has two existing drive entrances off of Upland Circle. The southern most entrance is proposed to be moved approximately 23 feet to the south. Each of the shared access drives must be enclosed in a private easement. The applicant should be advised that the maximum allowable driveway entrance width is 36 feet. As such, the site plan must be revised to meet this requirement. RECOMMENDED CONDITIONS OF APPROVAL 1. Revise the plans to remove the concrete stoop from the public drainage and utility easement. 2. A 20-foot wide private utility and maintenance easement is required over each of the storm se;ver lines and the proposed water line from Lot 8. 3. Add silt fence along the northerly property line and add a rock construction entrance to the northerly driveway. , The maximum slope for any handicapped parking or drop-off spot is 2%. Revise the handicapped parking spot on the west side of the building to comply. 5. Each of the access drives must be enclosed in a private easement. Also, include a concrete driveway apron on the northerly access drive. 6. The developer shall apply for and obtain a permit from the Watershed District. . The applicant shall report to the City Engineer the location of any drain tiles found during construction and shall relocate or abandon the drain tile as directed by the City Engineer. o Revise the site plan to comply with the maximum drive entrance width of 36 feet. The driveways should correspond with those shown on the grading plan. 9. The inspection report shall note whether the system is ready for main flush and drawing of water sample for the bug test. 4) Water main flushing shall be witnessed by the utility superintendent. a) Watermain flushing may be scheduled by contacting the utility superintendent at 474-2086. A 24 hour notice is required. b) The utility superintendent shall obtain a water sample for a bacteria test after the main flush and deliver to a testing company. The contractor shall be responsible for testing costs. Allow two weeks for testing results to be returned to the City. c) Upon receiving approval of the water sample test, the utility superintendent shall submit a copy to each plumbing inspector and turn water on to the tested and approved sections of the piping. 5) An additional supervised flush and flow' test will be required and witnessed by the Fire Marshal for sen, ices supplying fire suppression systems. The flush and flow test shall be performed in accordance with 1991 edition of NFPA 13, Sec. 8-2.1. Immediately after installing or relocating a fire hydrant, it must be securely covered by the contractor with a plastic bag to indicate it is "out of service". The plastic bag may only be removed for testing of the fire hydrant by city employees. 2. Upon approval of all testing (hydro, bacteria, flush and conductivity) and city acceptance, the Chamhassen Utility Department will open the gate valve, remove the plastic bag and flush the hydrant. **PLEASE NOTE: The Utility Department requires a 48 hour advance notice to schedule turning on or off water lines and performing tests. 3. Planning Case: 2001-1 Site Plan : I have reviewed the plans for the abOve building dated: January 19, 2001 and received by the Planning Department on January 19, 2001. Following are my comments, which should be included as conditions of approval. 1. The building is required to have an automatic fire extinguishing system. 2. The east portion of the north wall must be of one-hour fire-resistive construction as it is closer than 20 feet to the property line. 3. The building plans must be prepared and signed by design professionals licensed in the State of Minnesota. 4. The owner and or their representative shall meet with the Inspections Division as soon as possible to discuss plan review and permit procedures.
