2002/2003 Ice Skating Program
At last month's Park and Recreation Commission meeting, discussion was
held regarding the operation of pleasure and hockey rinks throughout
Chanhassen. The majority of the Park and Recreation Commission indicated
that they would like to see all neighborhood rinks flooded this season, even
though staff recommended that seven sites be eliminated. The commission
felt that neighborhood rinks should be flooded one more year, with the
neighborhoods notified that participation numbers need to increase or the rink
could be eliminated next year.
The city currently uses two methods for tracking participation at the rinks:
· Rinks with Warming Houses: Rink attendants log the number of
skaters on a daily basis.
Rinks without Warming Houses: Park maintenance staff rates the use
of the rinks before they are cleaned and flooded in the morning. They
use categories of "heavy," "light," or "no use." Staff reviews the rinks
on a regular basis and has a good idea of the amount of use. This
system isn't perfect, but it is an effective way to evaluate the ice
surface.
The Park & Recreation Commission felt that a better evaluation process
should be developed. While at the Minnesota Recreation and Parks
Association (MRPA) state convention last week, I discussed this issue with
many other recreation professionals. No other city has developed a different
method for tracking participation than we currently use. In fact, most cities do
not even evaluate participation levels at rinks that do not have warming
houses.
The city could hire a seasonal staff person that could check participation at
tl~ese neighborhood rinks. This person could collect this data 4-6 times per
week. The salary costs for such a person would be $1500-$2000 for the
season.

I will wait for direction from the Park and Recreation Commission on the
future of the neighborhood rinks and the method of collecting participation
numbers at these rinks.

I've noticed that last winter the skating rink that is usually at the Minnewashta Heights Park
was not there. I'm hoping it was because of poor weather conditions and that this year it will be

2002/2003 Ice Rink Season
The City of Chanhassen's outdoor finks will be open from approximately
December 14 through February 16, weather permitting. Flooding will begin the first
or second week in December, depending on the weather. The warming houses will
be open Monday through Friday, 4:00 - 9:00 p.m.; Saturday, 10:00 a.m. to
9:00 p.m.; and Sunday, 1:00 p.m. - 7:00 p.m. Portable trailers will be placed at
North Lotus Park, City Center Park, and Roundhouse Park. A permanent warming
house is located at the Chanhassen Recreation Center.
After last winter's warm weather and poor skating conditions, our department
reassessed our outdoor rink policies and procedures. As you recall, only locations
with warming houses and hockey/pleasure rinks were maintained. The decision was
made to concentrate on these main rinks because traditionally, they have had the
highest number of users.
According to Park Maintenance records from the 2000-2001 season, many of the
neighborhood locations with a pleasure rink did not have a lot of use. Data was
used from the 2000-2001 season because the City did not maintain the
neighborhood locations last year. The report stated that pleasure rinks at
Minnewashta Heights, Pheasant Hills, Carver Beach, Meadow Green, Rice Marsh,
Chanhassen Hills and Sunset Ridge Park did not have a lot of use, and in most
cases, no use.
The City Park Maintenance crews are exerting a lot of energy for a product that isn't
getting much use. Staff is recommending that only the wanning house locations at
the Chanhassen Recreation Center, City Center Park, Roundhouse Park, and North
Lotus be maintained for the upcoming season. Staff also recommends that pleasure
rinks at Minnewashta Heights, Pheasant Hills, Carver Beach, Meadow Green, Rice
Marsh, Sunset Ridge Park, and Chanhassen Hills Park not be maintained for the
upcoming season. Representatives from some of the above mentioned
neighborhood parks will be in attendance at the October 22 Park and Recreation
Commission meeting.

Corey Hoen, Recreation Supervisor, has been busy contacting last year's rink
attendants, and over half of them have already indicated that they would like to
retum for the 2002-2003 season. Corey has also received over 10 applications from
individuals looking for a position, so we are in great shape from a staffing
perspective.

STAFF RECO~NDATION
Staff is recommending that warming house locations be maintained at the
Chanhassen Recreation Center, City Center Park, Roundhouse Park, and North
Lotus Park for the upcoming season. Rinks proposed for these locations would
include two hockey rinks and one pleasure rink at Chanhassen Recreation Center;
one hockey rink and one pleasure rink at City Center Park; one hockey rink and one
pleasure rink at North Lotus Park and one pleasure rink at Roundhouse Park. This
totals eight skating surfaces; all of which are lighted or receive "spillover" lighting
to supportskating after dark. Staff also recommends that pleasure rinks at
Minnewashta Heights, Pheasant Hills, Carver Beach, Meadow Green, Rice Marsh,
Sunset Park, and Chanhassen Hills Park not be maintained. This totals seven rinks
of which one (Chanhassen Hills Park) currently has the ability of supporting after
hours skating.

Dear Chanhassen Park Commission
We have been Chanhassen residents for the past six years, and recently moved
from Greenwood Shores to our current address on Wood Duck Circle. We have
two children, ages four and six, who enjoy Pheasant Hills Park. Tt has wonderful
playground equipment, is well maintained, and is well frequented by the
adjoining neighborhoods with a large compliment of young children, who along
with their parents, enjoy and appreciate its offerings.
We were further delighted .during the buying process to hear that in past winters,
the City of Chanhassen created an ice rink in the field, adjacent to the
playground. ! have since discovered through conversations with neighbors and
Todd Hoffman, Park Director, that Pheasant Hills ]:ce Rink had been eliminated
from the Winter Schedule, based on lack of use.
This was curious to me, based on the young family demographics this
neighborhood, so visibly, displays. Tt forced the question: ]:s it really possible that
with all these children about, don't these young families ice skate? So ]: began
asking my neighbors if they were interested in the return of a neighborhood ]:ce
Rink. The response, though not surprising to me, was overwhelmingly, if not
unanimously, in favor of its return.
]:n fact, in its absence, the adjoining block self maintained ice on a pond so that
ice could be made available for neighborhood children and their parents - that,
in my estimation, demonstrates need. Speaking from the position of somebody
who enjoyed hockey/skating through my college years, the availability of ice
while ]: was growing up was invaluable in countless ways to ~my physical and
emotional development. Based on this obvious need, and the immeasurable
benefit of providing this ]:ce Surface, my entire neighborhood, and ]: respectfully
and enthusiastically ask that you reconsider the elimination of our ]:ce Rink at
Pheasant Hills Park.
