economics consulting firm. Before starting my company in 2007,1 held several senior level positions in
the insurance industry; notably with United Health Group and CIGNA Corporation (see attached bio).

Reasons for seeking this position:
I have lived in Chanhassen for six years and Shorewood for 17 years before that. During that time, I
have witnessed considerable growth and development in both neighboring communities; most of it
carefully planned and well done. I want to contribute to that legacy; ensuring that my children and
grandchildren will continue to enjoy the integrity of resources and opportunity that our city offers.
Specific Qualifications for the position:
As an economist with 30 years of practical business experience and as a successful business owner, I
know how to manage projects, plan strategically and get things done. I also have practical experience in
community service. I was a member of the Shorewood Park Commission for five years during 1994-
1999. 1 know how to work with other commissioners am well versed in Robert's Rules of Order and
understand the commission process.
I also have board experience; having served as a board director for the Minnesota Association of Health
Underwriters from 2006 -2008. 1 also chaired that organization's Legislative Committee in 2005.
More recently, I was appointed as a GOP delegate to the state convention in 2010.

Bill Colopoulos is a healthcare economist and benefits consultant who has been providing high quality
consultative health benefit services since 1981. Formally trained and experienced
in healthcare economics, underwriting, communications, and benefits
administration, Bill has an extensive background in all aspects of health and
welfare benefits plans. He has also managed several large pooled health insurance
programs and is an expert in designing and managing financial guidelines
designed to leverage economies of scale; improve and maintain the financial
integrity of his clients' benefit programs. 'V
Bill's career includes client management work for major insurance companies.
He has served as a National Account Director for CIGNA Corporation, Marketing
Manager of Disability Reinsurance for ReliaStar and Director of Pharmacy Management for United Health
Group. He is currently the President of Next Generation Benefits Solutions, LLC., a healthcare economic
think -tank and benefits consulting firm that Bill founded in 2007.
Bill is a noted authority in many different aspects of health benefits, including medical, pharmacy and
disability. He has written numerous published articles on topics of interest in those areas. He has also
written economic analysis on healthcare reform and provides insights and advice on matters pertaining to
healthcare to our legislators. He also provides continuing education classes in healthcare economics
certified by the State of Minnesota's Department of Commerce as an approved CE instructor. Bill's
continuing education curriculum currently includes two courses of popular interest on healthcare reform,
universal healthcare systems of other nations and the economic principles affecting healthcare service costs
in the United States.
Currently, Bill specializes in helping health and welfare plan sponsors audit and manage their benefit plans.
His work has focused on exploring patient- focused cost control strategies to facilitate the education, design
and implementation of wellness incentive -based health plans. Recently, he has advised his clients on the
impact of healthcare reform and how to measure employer and employee health care affordability.
Bill's health insurance industry experience provides his clients with an enormous advantage in designing —
and negotiating - the best fit in product, program and service value. He has developed new; proven
educational tools that help employees select their best choice of health plans. Bill is also able to helps
clients assess performance of their benefit advisors and administrative service providers. In his past
experiences, Bill has helped employers, risk managers and employees explore their best options for funding
their healthcare benefits program.
Bill's academic background is health care economist. He is an expert on health care consumerism, health
care pricing and practical healthcare reform measures. He has developed new; proven educational tools
that help employees select their best choice of health plans. Bill is currently working on leading edge ideas
for healthcare reform; helping legislators and their constituents work towards making healthcare more
affordable and accessible.
Bill received a B.A. in Economics from Connecticut College in 1981. He has also conducted graduate
studies in economics at the University of Pennsylvania and is a member of the American Economic
Association, National Association of Health Underwriters and the Society of Human Resources Managers.
Bill lives with his wife Sue in Chanhassen. They have two adult sons and two granddaughters.
