REGULAR MEETING
SUMMARY MINUTES
FEBRUARY 28, 2012
Chairman Daniel called the meeting to order at 7:30 p.m.
MEMBERS PRESENT:
Jeff Daniel, Steve Scharfenberg, Tom Kelly, Cole Kelly, Elise Ryan, Peter
Aldritt, and Brent Caron
STAFF PRESENT:
Todd Hoffman, Park and Rec Director; Jerry Ruegemer, Recreation Superintendent;
and Mitch Johnson, Recreation Supervisor
APPROVAL OF AGENDA: Tom Kelly moved, Cole Kelly seconded to approve the agenda with
the following additions: Rice Marsh Lake trail project, Minnewashta Heights Park stormwater
ponds, and AIS update under Administrative Updates. Under Commission Member Committee
Reports Commissioner Tom Kelly asked to discuss the March meeting date. All voted in favor and
the motion carried unanimously with a vote of 7 to 0.
PUBLIC ANNOUNCEMENTS:
None.
VISITOR PRESENTATIONS:
None.
APPROVAL OF MINUTES:Aldritt moved, Carron seconded to approve the verbatim and
summary minutes of the Park and Recreation Commission meeting dated January 24, 2012 as
presented. All voted in favor and the motion carried unanimously with a vote of 7 to 0.
RECOMMENDATION TO CITY COUNCIL FOR PARK AND RECREATION SERVICE
AWARD WINNER.
Jerry Ruegemer presented the staff report on this item outlining the qualifications of the two candidates,
Kandy Jelle and Terri Kelly.
Scharfenberg moved, Ryan seconded that the Park and Recreation Commission recommend that
the City Council approve Kandy Jelle and Terri Kelly for the Resident Group Park and Recreation
Volunteer Service Award. All voted in favor and the motion carried unanimously with a vote of 7
to 0.
RECREATION PROGRAM REPORTS:
FEBRUARY FESTIVAL EVALUATION.
Mitch Johnson reviewed the evaluation of this event.
Commission members congratulated staff on another great Feb Fest. Commissioner Ryan suggested
bigger signage for ticket sales and mentioned that Councilman Laufenburger suggested bringing John
Stutzman back next year to emcee the event. Chairman Daniel suggested overhead banners like Excelsior
to promote their city events.
DADDY/DAUGHTER DATE NIGHT EVALUATION.
Mitch Johnson reviewed the highlights of this
event.
Park and Recreation Commission Summary – February 28, 2012
ADMINISTRATIVE UPDATES:
Todd Hoffman provided updates on the commission application
process, Rice Marsh Lake trail project, stormwater pond project at Minnewashta Heights Park in
conjunction with the 2012 Street Improvement Project, and the action plan proposed to deal with Aquatic
Invasive Species (AIS).
COMMISSION MEMBER COMMITTEE REPORTS:
DISC GOLF COURSE COMMITTEE.
Tom Kelly presented the design for the 9 hole disc golf course
at Bandimere Park. Commission members discussed and asked questions about the design and layout of
the course. Commissioner Tom Kelly asked that the March Park and Recreation Commission meeting be
changed to March 20, 2012. Todd Hoffman explained that the disc golf open house and regular Park and
Recreation Commission meeting would be held in the Senior Center.
SKATE PARK COMMITTEE REPORT.
Commissioners Scharfenberg, Carron and Todd Hoffman
updated the commission on the progress of their meeting at the skate park to discuss upgrades to the
existing equipment.
ADMINISTRATIVE PACKET.
None.
Scharfenberg moved, Cole Kelly seconded to adjourn the meeting. All voted in favor and the
motion carried unanimously with a vote of 7 to 0. The Park and Recreation Commission meeting
was adjourned.
