PRC SUM 2012 03 20 CHANHASSEN PARK AND RECREATION COMMISSION REGULAR MEETING SUMMARY MINUTES MARCH 20, 2012 Chairman Daniel called the meeting to order at 7:30 p.m. MEMBERS PRESENT: Jeff Daniel, Steve Scharfenberg, Tom Kelly, Cole Kelly, Elise Ryan, Peter Aldritt, and Brent Caron STAFF PRESENT: Todd Hoffman, Park and Rec Director; Jerry Ruegemer, Recreation Superintendent; Mitch Johnson, Recreation Supervisor, Jodi Sarles, Rec Center Manager; Susan Bill, Senior Center Coordinator; and Dale Gregory, Park Superintendent PUBLIC PRESENT: Todd Neils 990 Saddlebrook Curve APPROVAL OF AGENDA:Cole Kelly moved, Scharfenberg seconded to approve the agenda as published. All voted in favor and the motion carried unanimously with a vote of 7 to 0. PUBLIC ANNOUNCEMENTS: Chair Daniel asked Todd Hoffman to provide an update on the lawsuit filed by residents and homeowner associations in Chanhassen against DNR Commissioner, Tom Landwehr, the State of Minnesota and the City of Chanhassen for failure to meet their duties as they see the requirements of the DNR to protect the State’s resources. A copy of the lawsuit can be found in the Chanhassen Villager. VISITOR PRESENTATIONS: Todd Neils, with the Chanhassen Athletic Association, asked about the possibility of partnering with the City of Chanhassen to move the backstop at Lake Susan to a more appropriate distance closer to home plate. After commission discussion about the logistics and funding sources for this proposal, it was decided to move forward with getting a price quote to be reviewed at the next Park and Recreation Commission meeting. APPROVAL OF MINUTES: Carron moved, Aldritt seconded to approve the verbatim and summary minutes of the Park and Recreation Commission meeting dated February 28, 2012 as presented. All voted in favor and the motion carried unanimously with a vote of 7 to 0. PRESENTATION OF 2011 PARK AND RECREATION ANNUAL REPORT. Jerry Ruegemer reviewed the highlights of the 2011 Park and Recreation Annual Report. ESTABLISH DISCUSSION TOPICS FOR THE 2012 JOINT MEETING WITH CITY COUNCIL. Todd Hoffman presented a list of discussion topics for the commission to consider. Commissioner Aldritt suggested adding discussion of the Highway 41 trail extension. Commissioner Scharfenberg suggested adding discussion of the skate park repairs. Chair Daniel suggested adding discussion of the Highway 5 pedestrian underpass project. Cole Kelly and Brent Carron volunteered to act as co-chairs for this meeting. Carron moved, Tom Kelly seconded that the Park and Recreation Commission approve the following discussion points for the joint meeting with the City Council: Bandimere Park Park and Recreation Commission Summary – March 20, 2012 expansion, Rice Marsh Lake trail project, Lake Susan backstop, Pioneer Pass Park, Riley Ridge Park, and skate park repairs. All voted in favor and the motion carried unanimously with a vote of 7 to 0. RECREATION PROGRAM REPORTS: 2011/12 ICE RINK EVALUATION. Mitch Johnson provided an evaluation of the 2011/12 ice rink season. Chair Daniel asked how this season compared historically with other years. Tom Kelly asked about keeping the pleasure rinks open at North Lotus and Roundhouse Park for next season. 2012 EASTER EGG CANDY HUNT REPORT. Mitch Johnson provided an update on the upcoming thth 29 annual Easter Egg Candy Hunt being held on Saturday, April 7 at City Center Park. RECREATION CENTER REPORT. Jodi Sarles provided an update on the winter activities at the Rec Center. SENIOR CENTER REPORT. Sue Bill provided an update on the activities and programs at the Senior Center over the winter and what’s planned for spring and summer. PARK AND TRAIL MAINTENANCE. Dale Gregory provided an update on projects accomplished over the winter and what’s planned for spring and summer. Commissioner Ryan asked how the City monitors damage done to trails by builders and homeowners before pointing out spots on trails that need repairs. ADMINISTRATIVE REPORT. Jeff Daniel commented on his retirement from the Park and Recreation Commission before Todd Hoffman and commission members thanked Jeff Daniel for his 6 years of service. COMMISSION MEMBER COMMITTEE REPORT. None. COMMISSION MEMBER PRESENTATIONS. None. ADMINISTRATIVE PACKET. None. Cole Kelly moved, Tom Kelly seconded to adjourn the meeting. All voted in favor and the motion carried unanimously with a vote of 7 to 0.
