PC SUM 2012 04 17 CHANHASSEN PLANNING COMMISSION REGULAR MEETING SUMMARY MINUTES APRIL 17, 2012 Chairman Aller called the meeting to order at 7:05 p.m. MEMBERS PRESENT: Andrew Aller, Mark Undestad, Kathleen Thomas, Lisa Hokkanen, and Bill Colopoulos MEMBERS ABSENT: Kim Tennyson and Kelsey Nelson STAFF PRESENT: Kate Aanenson, Community Development Director; Bob Generous, Senior Planner; and Terry Jeffery, Water Resources Coordinator PUBLIC PRESENT: Jeff & Ann Sanville 442 Mission Hills Way East OATH OF OFFICE: Lisa Hokkanen read the Oath of Office. PUBLIC HEARING: RESIDENTIAL PLANNED UNIT DEVELOPMENT (PUD-R) AMENDMENTS: REQUEST TO AMEND THE FOLLOWING RESIDENTIAL PLANNED UNIT DEVELOPMENTS: ARBORETUM VILLAGE, HIGHLANDS AT BLUFF CREEK, LIBERTY ON BLUFF CREEK, AND MISSION HILLS. APPLICANT: CITY OF CHANHASSEN, PLANNING CASE 2012-04. Bob Generous and Kate Aanenson presented the staff report on PUD amendments to Arboretum Village, Highlands at Bluff Creek, Liberty on Bluff Creek and Mission Hills individually. Commissioner Colopoulos asked for clarification of the required square footage for dwellings under Section 20-655, Water Requirements and Setback. Chairman Aller opened the public hearing for each development. No one spoke at any of the public hearings and all public hearings were closed. After comments by commissioners the following motions were made. Colopoulos moved, Hokkanen seconded that the Planning Commission approve the Planned Unit Development-Residential zoning ordinance amendments (rezonings) for Arboretum Village, Highlands at Bluff Creek, and Liberty on Bluff Creek and adoption of the attached Findings of Fact. All voted in favor and the motion carried unanimously with a vote of 5 to 0. Thomas moved, Undestad seconded to table the Planned Unit Development-Residential zoning ordinance amendment for Mission Hills. All voted in favor and the motion carried unanimously with a vote of 5 to 0. APPROVAL OF MINUTES: Commissioner Thomas noted the summary minutes of the Planning Commission meeting dated April 3, 2012 amended to change Allers to Aller on page 5. Chanhassen Planning Commission – April 17, 2012 CITY COUNCIL ACTION UPDATE. None. st Kate Aanenson informed the commission that the May 1 Planning Commission meeting was cancelled because of no items and invited commissioners to attend an open house at Camp st Tanadoona on April 21 from 1:00 to 4:00. Thomas moved, Undestad seconded to adjourn the meeting. All voted in favor and the motion carried unanimously with a vote of 5 to 0. The Planning Commission meeting was adjourned at 7:35 p.m. Submitted by Kate Aanenson Community Development Director Prepared by Nann Opheim 2 Chanhassen Planning Commission – April 17, 2012 OPEN DISCUSSION: STORMWATER CODE AMENDMENT DISCUSSION. Terry Jeffery, Water Resources Coordinator, made a PowerPoint presentation on this item. Under Minnesota Statute, the City must update the Second Generation Surface Water Management Plan (SWMP). The stormwater amendments will include changes to the City’s Comprehensive Plan of which the Surface Water Management Plan is an addendum, and City Code Chapters 18 (Subdivision), 19 (Water, Sewers and Sewage Disposal) and 20 (Zoning). The authority for such regulations is found in Minnesota Statutes 103B, Minnesota Rules Chapter 8410 and the Metropolitan Land Planning Act. The areas of potential changes were outlined:  Volume Reduction and Abstraction Required Amount/Accepted Practices o Exemptions/Limitations o Credits o  Water Quality Standards  Design Standards  Hard Cover  Other Plan Elements  Logistical changes to Chapters 18 and 20 (It was noted that the code references the 1994 SWMP.) The schedule for review of the amendments was shown: DATE ACTIVITY April-June, 2012 Draft language; meet with WMOs; workshops with CC and PC July 23, 2012 Council authorization of distribution Agency distribution of draft amendments for 60 day comment Aug 1, 2012 period Oct 1, 2012 Agency comment period ends Oct 2, 2012 Public hearing at planning commission Oct 22, 2012 Council authorization of amendments Finally, the Planning Commission was requested to direct staff to continue with the proposed amendments. The Planning Commission as a body directed staff to proceed with the required Comprehensive Plan and City Code amendments to update the SWMP and bring them back for public hearing.
