DISCUSSION Annually, the city replaces custom fit turnout gear that has exceeded average life expectancy and /or does not meet safety standards. Turnout gear is also issued to new firefighters upon completion of their probationary period. The gear is designed to minimize firefighter exposure to the products of combustion (heat, smoke and chemical hazards). It is used on a regular basis (sometimes daily) and has to be reliable to safely maintain appropriate service levels. DISCUSSION /JUSTIFICATION The fire department is proposing to leverage the Hennepin County Fire Chiefs Association Joint Powers Agreement (JPA) and corresponding pre- negotiated pricing for both turnout gear and maintenance and repair services to reduce costs and ensure safety standards are consistently adjudicated on a regularly scheduled basis. (JPA membership documents executed fall of 2011). The fire department is proposing to replace all turnout gear on a 5 year cycle. This will ensure that the inventory does not age beyond acceptable safety standards. At this time we are proposing to replace the current inventory purchased before 2010 (35 sets). We will also "pre -pay" an additional 18 sets to accommodate new hires over the next 5 years. Total CIP purchase for Turnout Gear at this time is 53 sets at $1,680 = $89,040. An additional $30,000 will be required for the ongoing maintenance and repair. (Pricing for the ongoing costs has been pre- negotiated by the JPA.) Staff is requesting that instead of purchasing the gear over a 5 year period as spelled out in CIP item EQ -010, that the money be advanced so all 53 sets can be purchased at this time. Funding for turnout gear of the new firefighters to staff station 3 in 2013 will be funded out of the station 3 equipment fund. Justification Turnout gear lasts approximately 5 -7 years on average.
