The City of Chanhassen is coordinating a 2012 Voluntary Watercraft Inspection Program at the Administration three public water access locations owned and operated by the city (Lake Ann, Lake Phone: 952.2271100 Susan and Lotus Lake). The inspection process is not long and is typically carried out as the watercraft owner prepares to Recreation Center launch a boat or other vessel. Hours will be distributed based on access usage, with the majority of inspection hours being used during peak times. It should be noted that the number of inspection hours will depend on DNR grant funding. Estimated City Cost: Not to exceed $10,000. Best Management Practices for Water Access The goal is to educate the public about the presence of Aquatic Invasive Species (AIS) in our environment. To do this, the city needs to study the three city -owned boat accesses for compliance with the DNR's "Best Management Practices for Water Accesses." Estimated City Cost: Up to $20,000 (see Attachment #1 for details). Grants and Collaborate with Other Project Partners The city will take the lead in applying for grant funds through the DNR to help offset the watercraft inspection costs and work with other project partners such as Riley Purgatory Bluff Creek Watershed, Minnehaha Watershed, Carver County, and our Lake Associations /Alliances. Estimated Cost: Staff time to complete applications and manage the grant application if awarded (see Attachment #2 for details). Staff also will work with the DNR to ensure some Carver County Sheriff's deputies are trained in AIS enforcement. Public Awareness and Education on AIS The city will provide information to the public about AIS, and provide a Zink to the DNR website for information regarding DNR contacts, news, programs and other information. The city will also use its own media sources, newsletter, public access Channel 8 and electronic sign to provide public awareness and education on AIS. The city will organize a community event /rally to draw local and regional attention to AIS education and the city's commitment to the prevention of AIS. Estimated City Cost: Staff time to prepare public awareness educational material. End of Season Report Staff will prepare an end of season report outlining the findings of the Action Steps for the 2012 Aquatic Invasive Species Program. This report will be presented to the city council for their consideration during the 2013 budget discussions. I have additional concern about the talk of moving to a central location for these inspections making my use and others enjoyment of the area lakes more difficult. I do agree that AIS is a problem but Government intervention through inspection and making access to area lakes difficult isn't the only solution. I believe in personal responsibility for ones actions and its impact on others around you and the environment. I believe our tax dollars can be better spent on education and research as to addressing the problem rather than catering to Lake Homeowner associations who don't want people who don't live on the lake to use it in the first place. I am an avid kayaker and don't believe my kayak needs inspecting let alone the need to drive to some remote location for an inspection. I view your actions as an intrusion on my personal freedom and another case of Government's over reaching into areas without a well thought out plan addressing all aspects of the issue. I strongly oppose the use of Tax Payer dollars to fund this program! I would appreciate your response as to why were we are using tax dollars for inspections as a solution to this problem rather than education.
