As part of the Planned Unit Development (PUD) for Villages on the Ponds, this site was envisioned for up to a 11,750 square foot office/retail building. The PUD requires that the development demonstrate a higher quality of architectural standards and site design. The intent is to create a pedestrian friendly, "traditional" village character consistent with the European heritage of the upper midwest including the north-midwestem architectural vocabulary, village like human scale and flavor, and variety in design and facade treatment. The PUD requires that the developer and future site users shall incorporate street/plaza furniture, planting boxes, public art, bicycle racks, drinking fountains, etc. within the development and on individual site plans. The area west of the building is being developed as a patio. The overall Villages on the Ponds hardscape plan designates two benches to be located along the sidewalk adjacent to Lake Drive. However, since the applicant is proposing a mini-plaza east of the building with planter boxes and a patio with tables, and planter boxes west of the building under an open wood trellis, benches along Lake Drive will not be required. The trash enclosure is located inside the building within the work bay located on the north side of the structure. The building is one and one-half stories. The primary building material is an autumn wheat stucco (Sto Finish System) which is raised in areas for added detail. Modular medium red face brick will be used to create a traditional building base as well as highlighting the comers of the building. A wheat colored stone trim will encase windows. Extensive window openings have been provided along the street frontages to make the pedestrian experience more enjoyable. Window frames will be an almond colored extruded aluminum. Metal trim and wood backers and trellises will be a teal color. Roofing material will be a cinnamon frost colored asphalt shingle. Roof type is gabled end with multiple shifts in valley orientation. The building is accented with two towers located in the northwest and southeast comers of the building. The southeast tower will contain two clock faces, on the east and south elevations. The north and west elevations will be highlighted by circular windows. The towers are crested with pennant standards. Window accents include flattened arches with keystones located at the top of the arch. Windows are further accented with cross window elements. The applicant is proposing installation of fencing around the wetlands. Staff believes that the fencing along the sidewalk between Lake Drive and Pond Promenade can be eliminated and the The Peddler Cyclery June 2,1999 Page 3 slope to the pond re-graded. The fencing on the north and west sides of the building should be a decorative type fence rather than chain link. A low three - four foot tall wrought iron fence would be both decorative and functional and match other fencing that is in place in the Villages on the Ponds. The proposed site plan has incorporated many of the design features recommended within the Villages on the Ponds design standard. The proposed development will be a welcomed addition to the Villages as well as the community as a whole. Staff is recommending approval of the site plan for the Peddler Cyclery subject to the conditions of the staff report. BACKGROUND On May 11, 1998, the City Council approved Site Plan 98-5 for a 7,443 square foot Houlihan's Restaurant. On May 11, 1999, the City Council approved the final plat for Lot 1, Block 1, Villages on the Ponds 3rd Addition subdividing Outlot D and part of Outlot E, Villages on the Ponds. On November 24, 1997, the City Council approved Site Plan #97-11 for a 5,300 square foot building (building 3) on Lot 1, Block 1, Villages on the Ponds 2nd Addition, for Famous Dave's. On September 23, 1997, the city granted approval for a 14,849 square foot retail building on Lot 2, Block 1, Villages on the Ponds 2nd Addition, (Building 4). Building 4 is a one story, 14,849 square foot, multi-tenant, retail building. On September 23, 1997, the city granted Final Plat approval for Outlot C into Lots 1 and 2, Block I, and Outlot A, Villages on the Ponds 2nd Addition. On August 11, 1997, the City Council approved the proposed 30,000 square foot office building (building 17) on Outlot K, Village on the Ponds (#97-9 SPR), plans prepared by Milo Architecture Group, dated 6/13/97. On December 16, 1996, the City Council approved Site Plan 96-13 for a 45,505 square foot Americlnn Motel and Suites facility. On September 23, 1996, the City Council approved PUD 95-2, Villages on the Ponds, including a Comprehensive Land Use Plan amendment from Office/industrial, Institutional, Residential Medium Density, Residential Low Density to Mixed Use-Commercial, High Density Residential, Institutional and Office; Preliminary planned unit development for up to 291,000 sq. ft. of commercial/office buildings, 100,000 sq. ft. of institutional buildings, and 322 dwelling units; The Peddler Cyclery June 2, 1999 Page 4 Rezoning from IOP and RSF to PUD, Planned Unit Development (final reading); and final plat dated "Received September 19, 1996" for two lots and ten outlots and public right-of-way. On September 9, 1996, the City Council approved Site Plan 96-11 for a 96,288 square foot school church facility for St. Hubert Catholic Community. On August 12, 1996, the City Council granted preliminary approval of PUD #92-1 including a Comprehensive Land Use Plan amendment from Office/industrial, Institutional, Residential Medium Density, Residential Low Density to Mixed Use-Commercial, High Density Residential, Institutional and Office; Preliminary planned unit development for up to 291,000 sq. ft. of commercial/office buildings, 100,000 sq. ft. of institutional buildings, and 322 dwelling units; Rezoning from lOP and RSF to PUD, Planned Unit Development (first reading); Preliminary plat for 13 lots and 3 outlots and public right-of-way; Wetland Alteration Permit to fill and excavate wetlands on site; Vacation of right-of-way and easements; Environmental Assessment Worksheet (EAW) findings of Negative Declaration of the need for additional environmental investigation; and Indirect Source Permit Review for the Villages on the Ponds project. GENERAL SITE PLAN/ARCHITECTURE The proposed development must comply with the Villages on the Ponds Design Standards, Sector II (see attached Exhibit) for the PUD. The purpose of this zone is to create a mixed use PUD consisting of commercial, institutional, office, and residential uses. The use of the PUD zone is to allow for more flexible design standards while creating a higher quality and more sensitive proposal. All utilities are required to be placed underground. Each lot proposed for development shall proceed through site plan review based on the development standards outlined in the design standards. The design criteria cover all aspects of the development including lighting consistency, signage requirements, uses, building materials, design and architectural detailing, site coverage, and building square footages. LANDSCAPING Minimum requirements for landscaping include 952 sq. ft. of landscaped area around the parking lot and 4 trees for the parking lot. The applicant's proposal, as compared to the requirements for landscape area and parking lot trees, is shown in the following table. However, in regards to the plantings of American linden near the building, staff has three concerns. First is irrigation. The trees in front of the building will be planted with only 16 square feet of exposed soil, less than the amount of exposure in a typical parking lot island, Rainfall alone will not be able to sustain the trees and staff recommends irrigation be installed with attention to proper drainage of the planting holes. Second, the planting holes are proposed to be covered with loose brick pavers which may not protect the trees from compacted soil. These trees are in high foot traffic areas and only a grate raised above the soil will eliminate the resulting compaction from pedestrians. Staff recommends the pavers either be placed on a grate system which is raised above the soil or be replaced by a tree grate. Third, the applicant's building incorporates a clock tower and one of the trees, an American linden, will be planted almost directly in front of the clock. At maturity, this type of tree can reach up to 70 feet. While this height most likely will never be reached due to the stressful conditions, it should be considered. A smaller ornamental species that wouldn't block the clock may be more appropriate in that site. GRADING The site has been rough graded with the initial development of Villages on the Ponds. Additional grading is proposed for sidewalks, the patio area and building pad. Grading will occur adjacent to the stormwater pond north of the site and the wetland west of the site. The wetland is classified as a utilized wetland which has zero setback requirements. Grading for the patio area will require construction of a 3 to 3.5-foot high retaining wall on the west side of the building to avoid filling closer to the wetland. A shorter retaining wall is proposed along the north side of the building. A fence is also proposed around the perimeter of the retaining walls. Staff is concerned that the fencing would not be compatible with the intent of the Villages on the Ponds theme. Staff encourages the applicant to consider using decorative fencing material similar to what the Houlihan's site has used which is a wrought iron that blends very well with the building and site characteristics. A retaining wall is also proposed along a proposed sidewalk which is also along the drive aisles north of the building. Staff has reviewed the site and feels comfortable that the slopes of the pond could be re-graded to eliminate the need for a retaining wall and fence. The grading plans should be revised to show proposed grades and elimination of the retaining wall and fence north of the building. Staff is unclear as to who is responsible for construction of the sidewalks along Lake Drive and the north/south street. This should be clarified on the plans. DRAINAGE The site plan appears to be in general conformance with the overall comprehensive drainage plan which was prepared and constructed for the Villages on the Ponds project. An additional storm sewer system/catch basin is proposed to drain the drive aisles to the building. This storm sewer The Peddler Cyclery June 2, 1999 Page 6 line would be privately installed, maintained and owned upon completion. The applicant will be required to obtain the necessary permits for the installation of storm sewer from the City's Building Department. Stormwater runoff from the remaining site will be collected via existing catch basins which will convey the runoff to downstream regional stormwater ponds that have been installed with the Villages on the Ponds project. At the time of final platting for this site, the developer shall be required to pay storm water fees pursuant to city ordinance. UTILITIES Municipal sewer and water is available to the site. The utilities were installed in Lake Drive as a part of the Villages on the Ponds project. In conjunction with the site development, an existing hydrant on Lake Drive is proposed to be relocated outside of the future patio area of the building. Staff encourages the applicant to redesign the patio area to leave the hydrant in place. The grade at the proposed hydrant location is much lower and staff is concerned about frost protection for the fire hydrant. However, the applicant could also adjust the grade around the proposed hydrant to provide the necessary frost protection around the hydrant as well. Should the applicant still require relocation of the existing hydrant, appropriate permits will be required from the City's Building Department. In addition, it may be necessary to temporarily shut off the water in Lake Drive to accommodate relocation of the hydrant. The City requires a 48-hour notice for the City to turn off the water for this work. All water tum-ons and mm-offs must be coordinated through the City. EROSION CONTROL The grading and drainage plan needs to be revised to incorporate erosion control measures around the site. Type I silt fence shall be required around the grading limits except the access point along the north/south street. Construction access to the site shall be limited to the north/south street and not Lake Drive. STREETS The site will be accessed via the north/south street which is located north of Lake Drive. The applicant is proposing a driveway entrance to provide access to a service garage which will eliminate approximately four to five parking stalls. The remaining parking lot improvements have been completed with the exception of the final lift of asphalt and parking lot striping. The plans show a 6-foot wide concrete sidewalk along the north/south street and a 5-foot wide bituminous trail around the north and west sides of the building out to Lake Drive West. There is an existing bituminous trail/sidewalk along the south side of the building that will need to be The Peddler Cyclery June 2, 1999 Page 7 removed and replaced with a 6-foot wide concrete walk in accordance with the Villages on the Ponds hardscape plan. Again, the plans need to clarify who is responsible, the developer of Villages on the Ponds or the applicant. The plans also propose on relocating a street sign and street light in conjunction with the building. The street sign designates the right turn lane on westbound Lake Drive. The sign could be relocated to the east approximately 40 feet. The street light could be moved westerly approximately 40 feet near the proposed hydrant relocation. LIGHTING/SIGNAGE Except for decorative wall lighting, the applicant is not proposing any lighting with the project. However, the PUD requires that decorative, pedestrian scale lighting be provided along all sidewalks. Spacing of these lights should be similar to those along main street. Therefore, three lights must be installed along the sidewalk from Lake Drive to Pond Promenade. The lighting fixtures shall be designed to provide a 90 degree lighting cut-off. The applicant is proposing signage over the main entrance on the east and the west elevation. However, the PUD standards permit signage on the east and south elevations. Provided that signage is only proposed on two elevations, the applicant may choose which two elevations will have signage. All signs shall require a separate sign permit. PARKS AND RECREATION The applicant should be aware that, pursuant to city ordinance, at the time of building permit application, two-thirds of the park and trail fees will be due. The other one-third of park and trail fees are due at the time of final platting for the lot. MISCELLANEOUS The site is currently in a outlot status and will need final platted prior to issuance of the building permit. In conjunction with the final platting, the development contract/PUD agreement for Villages on the Ponds will also need to be amended to include this phase. The final plat documents need to be submitted to the City a minimum of three weeks prior to a City Council meeting. Two accessible parking spaces are required for the thirty-four spaces that are being provided and they must be located near the main entrance. The floor plan was not reviewed for code related items. The utility plan was not reviewed at this time. Staff recommends that the building owner and or their representative meet with the Inspections Division as early as possible to discuss plan review procedures and permit requirements. The Peddler Cyclery June 2,1999 Page 8 SITE PLAN FINDINGS In evaluating a site plan and building plan, the city shall consider the development's compliance with the following: (1) Consistency with the elements and objectives of the city's development guides, including the comprehensive plan, official road mapping, and other plans that may be adopted; (2) Consistency with this division; (3) Preservation of the site in its natural state to the extent practicable by minimizing tree and soil removal and designing grade chang,es to be in keeping with the general appearance of the neighboring developed or developing or developing areas; (4) Creation of a harmonious relationship of building and open space with natural site features and with existing and future buildings having a visual relationship to the development; (5) Creation of functional and harmonious design for structures and site features, with special attention to the following: ao An internal sense of order for the buildings and use on the site and provision of a desirable environment for occupants, visitors and general community; b. The amount and location of open space and landscaping; Co Materials, textures, colors and details of construction as an expression of the design concept and the compatibility of the same with adjacent and neighboring structures and uses; and do Vehicular and pedestrian circulation, including walkways, interior drives and parking in terms of location and number of access points to the public streets, width of interior drives and access points, general interior circulation, separation of pedestrian and vehicular traffic and arrangement and amount of parking. (6) Protection of adjacent and neighboring properties through reasonable provision for surface water drainage, sound and sight buffers, preservation of views, light The Peddler Cyclery June 2, 1999 Page 9 and air and those aspects of design not adequately covered by other regulations which may have substantial effects on neighboring land uses. Finding: The proposed site plan is consistent with all plans and specifications and development design standards for the Village on the Ponds Planned Unit Development. Staff believes the use of the property for a bicycle shop is complementary to the other uses that will be built within the Villages on the Ponds as well as the community at large. RECOMMENDATION Staff recommends that the Planning Commission adopt the following motion: "The Planning Commission recommends approval of Site Plan #99-10, plans prepared by Lampert Architects dated 4/30/99, for an 11,095 square foot 1 ½ story retail, showroom and office building, The Peddler Cyclery, subject to the following conditions: 1. The applicant shall enter into a site plan agreement with the City and provide the necessary security to guarantee erosion control, site restoration and landscaping. 2. Site plan approval is contingent upon the site receiving final plat approval and recording of the subdivision. 3. The development must comply with the Development Design Standards for Villages on the Ponds. 4. The developer shall provide bicycle racks. 5. Provided that signage is only proposed on two building elevations, the applicant may choose which two elevations will have signage. All signs shall require a separate sign permit. o Three decorative, pedestrian scale lights must be installed along the sidewalk from Lake Drive to Pond Promenade. The lighting fixtures shall be designed to provide a 90 degree lighting cut-off. o Fencing adjacent to the storm water pond and wetlands shall be decorative and compatible with fencing provided elsewhere in the Villages on the Ponds. The applicant shall work with staff to provide options for decorative fencing around the retaining walls. 8. Install and indicate on plans the location of the PIV (post indicator valve). Contact Chanhassen Fire Marshal for exact location. 10. A 10 foot clear space must be maintained around fire hydrants, i.e., street lamps, trees, shrubs, bushes, NSP, US West Cable TV and transformer boxes to ensure that fire hydrants can be quickly located and safely operated by firefighters. Pursuant to Chanhassen City Ordinance 9-1. 11. Comply with Chanhassen Fire Department Policy regarding fire department notes to be included on all site plans. Pursuant to Chanhassen Fire Department Policy #04-1991. Copy enclosed. 12. Comply with Chanhassen Fire Department Policy regarding premise identification. The applicant shall pay park and trail fees at the time of building permit application pursuant to city ordinance. 14. All landscaping in planting holes near the building shall be irrigated. 15. All trees in planting holes near the building shall be protected by tree grates. 16. The grading plan shall be revised as follows: Denote a 6-foot wide concrete sidewalk on the plans along the north/south street and eliminate the retaining wall fence and re-grade the pond slopes. Provide sufficient cover around relocated hydrant with a minimum of 7.5 foot bury depth. Revise elevation of storm sewer outlet to 940.0 (normal water elevation). Provide erosion control measures to encompass the north, west and south sides of the site and protect existing storm sewer inlets. Construction access shall be from the east side of the property and not Lake Drive. Show existing catch basin in the northeast comer of Lake Drive and north/south street. Provide valley gutter through proposed drive aisle access onto north/south street. Leave openings in curb for drainage through proposed median to maintain drainage along the north/south street. The Peddler Cyclery June 2, 1999 Page 11 Clarify responsibility for removal of existing bituminous sidewalk/trail along Lake Drive and installation of 6-foot wide concrete walk in accordance with Villages on the Ponds hardscape plan. Show location of relocated street light and street sign. 17. All disturbed areas as a result of construction activity shall be immediately restored with seed and disc-mulched or wood fiber blanket or sod within two weeks completion in accordance with the City Best Management Practice Handbook. 18. The applicant will be responsible for obtaining the necessary permits for relocation of the hydrant and installation of storm sewer from the City's Building Department. The Peddler Cyclery - its designed integration into "Villages on the Ponds" traditional village character. The site plan of the proposed Peddler Cyclery is designed to reinforce the street front public realm. The walkways, with its planters, tree plantings and seating is conducive to pedestrian activity. In addition, bicycling, a prominent form of pedestrian transportation in many European villages, will have a significant destination in the Peddler Cyclery. The Peddler Cyclery has many design features that will bring additional layers of texture to the "Village's" streetscape success. The flat storefront elevations are articulated with brick and stucco products constructed with current building systems that recall traditional design. For example, the windows will have cast concrete trim with keystones located on the top of flattened arches. In addition, the facades will be embellished with a raised stucco/insulation system, personalized signage, roof over-hangs with wood arched brackets located at corners, an ivy covered trellis and decorative wall light fixtures. The corner towers of the Peddler Cyclery serve an urban design purpose in the sense that they are both gateways to the "Village" as well as focal points for pedestrian promenading. The traditional clock tower mass calls attention to a major storefront bicycle display at the corner of Lake Drive. The tower masses will be articulated with brick quoins, an eyelid roof eave detail and traditional downcast decorative lighting. In order to comply with the Chanhassen Fire Department/Fire Prevention Division, ! have the following fire code or city ordinance/policy requirements. This site plan was based on the available information submitted at this time. If additional plans or changes are submitted, the appropriate code or policy items will be addressed. I. Install and indicate on plans the location of the PIV (post indicator valve). Contact Chanhassen Fire Marshal for exact location. A 10 foot clear space must be maintained around fire hydrants, i.e., street lamps, trees, shrubs, bushes, NSP, US West Cable TV and transformer boxes to ensure that fire hydrants can be quickly located and safely operated by firefighters. A final inspection by the Fire Marshal before a Certificate of Occupancy is issued. Fire Department access roads shall be provided on site during all phases of construction. The construction of these temporary roads will conform with the Chanhassen Fire Department requirements for temporary access roads at construction sites. Details are available. Onsite fire hydrants shall be provided and in operating condition during all phases of construction. The use of liquefied petroleum gas shall be in conformance with NFPA Standard 58 and the Minnesota Uniform Fire Code. A list of these requirements is available. (See policy #33-1993) All fh'e detection and fire suppression systems shall be monitored by an approved UL central station with a UL 72 Certificate issued on these systems before final occupancy is issued. High-piled combustible storage shall comply with the requirements o___f Article #81 of the Minnesota Uniform Fire Code. High-piled combustible storage is combustible materials on closely packed piles more than 15' in height or combustible materials on pallets or in racks more than 12' in height. Actually, it is a perfect use that further underlines thc p&lestrian and bicycle traffic oriented character of the Village. 2. Site Planning: 2.1 Developm.eat S~e and Density: Conforms to tho approved P.U.D. 2.20v.eratl Site Design: Conforms to the site design direction established by the P.U.D. for this arcs. Reexamine thc position of thc building's South wail edge in relationship to the building setback and RAV along LakeDrive. The intent was to position the building with zero setbacks in order to form a continuous, traditional street face. But the resulting distance, as we measure it on the site plan, is only 6 feet to the Lake Drive's curb line. How is that going to accommodate th~ sidewalk and the streetscope along the northern edge of thc Lake Drive? Can the building be pushed further to the North to allow more space between the driveway and the building? 2.2 Acoessibilitv: Car traffic and parking appear to be in conformance with the P.U.D. Also, there is a good access along the East, both for pedestrians as w, ll as bicycles. Yet, as mentioned above, ?.U.D. requires a strong pedestrian circulation to be encouraged along both sides of the Lake Drive, starting from the Hwy. 101 all tim way to Interstate 5 at the northeastern end of the Village. The site plan is not clear about the sidewalk and the s~eetseape along Lake Drive in the vicin/ty of proposed building. AI:LCHITECTUR]~ - I'q. Buildino Design 3.1 Size, Height .and Bulk: Substantially conforms to P.U.D. and is acceptable. 3.2 Desi~ Character and Flavor: The overall building design including its clock tower, has a traditional cttaracter reflecting fa/niliar, plea,ant forms. Roof forms, ar¢t~itectural articulations and openings treatment, combined with selected materials, will provide for a good blend with the Village architecture. The architecture is well articulated on all four sides; there is really no "rear side" on this building. An outside patio with wood trellis facing Hwy. 101 is a welcome element that, along with large window areas all around ~e building, helps in building the Village's dynamic, street activities oriented image. 3.3 Materials and Colors: Materials are appropriate, of reasonable quality, and blend well together. The brick, stucco and asphalt shingle sloped roofs, are a good match to the motel building just north of this facility, and other Village buildings as well. Colored elevatio~t~ needs still to be provided to A.R.C. for review and apprqvat consideration. 3.4 S_/Ko. gg~: We welcome very tasteful, low profile, and moderate signage program as shown on the buitding elevations. The building, with its towers, will by itself provide strong identity and exposure for the bicycle shop. Hence, the moderate signage proposed is quite adequate and meets the P.U.D. intent. Further detailed .~pec~cx regarding the proposed signage (material. lighting. color) needs to be still forwarded to A.R.C. for review and approval. 4. Summary/Recommendation: Aside from the above suggestions and other city's own compliance ~review comments made to the design team and the developer of the subject property, we recommend the approval for the submitted design. This retail/office development will be an excellent addition to the uses and architecture within'the Village. NOte: Please provide colored elevations and signage specifications for A.R.C.
