PROPOSAL/SUMMARY
The applicant is requesting site plan approval for a 44,692 sq. fi. two story temperature controlled
storage building and a 40 foot setback variance to permit the construction of the new building at the
established 30 foot setback on property currently being used for self storage mini-warehouses. The
proposed building will create an entrance to the business park along Park Drive. The proposed
redevelopment will also remodel the existing office/residence consistent with the storage building.
As part of the project, an existing storage building and part of another storage building will be
removed. The new structure will be built at the same setback as the building being removed. A
vehicle drive-thru is proposed in the center of the building with a west to east orientation.
The proposed building is 30 feet tall to the top of the parapet which is 5 feet 4 inches above the
roof. The northeast comer of the building is stepped back from the street with five foot
increments. The building will be faced with a base of dark beige rock face block for the first four
to ten feet of the building. The primary building material is exterior insulating finishing system
(EIFS) with the field color of medium tan with accent bands of smooth white. A cornice of
smooth white EIFS runs completely around the building. Accent bands are separated from the
field color by a reveal two inches wide and one inch deep. Burgundy medallions are located at
the upper intersections of the smooth white bands. The north and east elevations are capped by
decorative arches with burgundy standing seam roofing. A band of windows are proposed in the
northeast and northwest comers of the building
Rooftop mechanical equipment will be completely screened behind the parapet wall. A 6 foot 3
inch wood fence will be installed in the gap between the new building and the remainder of the
building being partially demolished. This fence will screen the rollup doors in the western face
of the building.
Staff believes that the proposed development will enhance the appearance of the self storage
facility and is recommending approval of the site plan and setback variance subject to the
conditions of the staff report.
BACKGROUND
On November 14, 1988, the Chanhassen City Council approved the plat of Rome Park Addition
replatting Lots 1, 2 and 3, Block 2, Chanhassen Lakes Business Park into three lots.
On September 9, 1986, the Chanhassen City Council approved Site Plan #85-7 for a 64,391
square foot mini-storage facility, Metro Lakes West Mini Storage, on Lots 1 & 2, Block 2,
Chanhassen Lakes Business Park.

On October 7, 1985, the Chanhassen City Council approved a site plan for a 15,000 square foot
manufacturing facility for Lane Envelope on Lot 1, Block 2, Chanhassen Lakes Business Park.
This facility was never built.
In 1979, the Chanhassen City Council granted final plat approval for Chanhassen Lake Business
Park.
GENERAL SITE PLAN/ARCHITECTURE
The proposed development is located within the Highway 5 Corridor district. Development in
the corridor must be designed with greater sensitivity to the environment and of generally higher
quality than might have occurred in the absence of specific standards. The purpose of the district
is to promote high-quality architectural and site design through improvement development
standards within the corridor. These standards govern site planning, placement of building
masses, use of materials, and the like enable the city to enhance what otherwise might result in
low quality strip development.
GRADING
The easterly portion of the site is proposed to be re-graded for drive aisle improvements and
proposed building. The existing building on the site is proposed to be razed. Erosion control
fence is proposed along Park Drive and south of the existing office. Staff recommends a rock
construction entrance be included on the detail plans and be maintained until the parking lot and
drive aisles have been paved with bituminous. A retaining wall with fence is also proposed in
the northwest comer of the building adjacent to Highway 5. Retaining walls over four feet in
height require a building permit. Site grading along Park Drive may impact the existing street
lights in the boulevard. The applicant shall be responsible for relocation of street lights and/or
street light wiring associated with the proposed improvements. Street light wiring must be
placed within conduit. The applicant shall provide an escrow with the City to guarantee curb
replacement and boulevard restoration in the amount of $4,000. The escrow shall be in the form
of a letter of credit or cash escrow.
The applicant should be aware they may need a watershed district permit for the amount of
grading proposed. The watershed district requires a permit for any earthwork activity in excess
of one acre of disturbed area.
DRAINAGE
The plans propose on extending existing stormwater facilities around the east side of the building
to convey runoff from new and existing drive aisles. This work will require separate building
permits through the City's Building Division.

PARKING LOT CIRCULATION
The plans propose to expand the existing driveway access to Park Drive and create a new
driveway from the proposed drive-through building. This new driveway entrance will be
restricted to an exit only out to Park Drive. Staff recommends that the applicant provide
appropriate traffic signage accordingly. The plans should be revised to reflect the proposed
signage for staff review and approval at time of building permit application.
In the year 2000-2001 MnDOT will be reconstructing Trunk Highway 5. In conjunction with this
work the intersection of Trunk Highway 5 and Park Drive will be redesigned to limit traffic
turning movements. Park Drive will be restricted to a right-in/right-out only onto Trunk
Highway 5. The proposed site improvements do not appear to be in conflict with future Trunk
Highway 5 improvements.
UTILITIES
In conjunction with the new driveway entrance, the existing fire hydrant is proposed to be
relocated. This work may or may not require turning off the watermain in Park Drive. The
applicant should be aware the City requires a minimum of 48 hours notice to request the City to
turn on or off water service to the site. The relocation of the existing hydrants requires a permit
and inspections from the City's Utility and/or Building Departments.
LANDSCAPING
The applicant will provide additional landscaping to supplement the existing landscaping on site.
Additional non-impervious surface is being provided as part of the development.
LIGHTING/SIGNAGE
The applicant is not proposing general parking lot lighting poles. Ground mounted wall wash
lights are proposed on the north and east building elevations. Ground mounted wall wash lights
are prohibited by the requirements of the Highway Corridor district and must be deleted. Wall
mounted down lights are proposed on the south and west building elevation. The wall mounted
lights must be shielded from direct off site view.
The applicant is proposing an eight foot high monument sign in the northeast comer of the site.
The monument will have a rock face block base and an EIFS accent band. The monument sign is
shown on the site plan within the site triangle and must be relocated. The sign Will be internally
illuminated with a 50 square foot sign display area, ordinance permits up to 64 square feet of sign

display area. Potential wall signage areas are located in the central bands in the areas under the
arched roof. Separate sign permits are required for each sign.
MISCELLANEOUS
The utility plans were not reviewed at this time. Staff recommends that the building owner and
or their representative meet with the Inspections Division as soon as possible to discuss plan
review and permit procedures.
SITE PLAN FINDINGS
In evaluating a site plan and building plan, the city shall consider the development's compliance
with the following:
Consistency with the elements and objectives of the city's development guides,
including the comprehensive plan, official road mapping, and other plans that may
be adopted;
(2) Consistency with this division;
(3)
Preservation of the site in its natural state to the extent practicable by minimizing
tree and soil removal and designing grade changes to be in keeping with the
general appearance of the neighboring developed or developing or developing
areas;
(4)
Creation of a harmonious relationship of building and open space with natural site
features and with existing and future buildings having a visual relationship to the
development;
(5)
Creation of functional and harmonious design for structures and site features, with
special attention to the following:

An internal sense of order for the buildings and use on the site and
provision of a desirable environment for occupants, visitors and general
community;
b. The amount and location of open space and landscaping;

Materials, textures, colors and details of construction as an expression of
the design concept and the compatibility of the same with adjacent and
neighboring structures and uses; and

Vehicular and pedestrian circulation, including walkways, interior drives
and parking in terms of location and number of access points to the public
streets, width of interior drives and access points, general interior
circulation, separation of pedestrian and vehicular traffic and arrangement
and amount of parking.

Protection of adjacent and neighboring properties through reasonable provision
for surface water drainage, sound and sight buffers, preservation of views, light
and air and those aspects of design not adequately covered by other regulations
which may have substantial effects on neighboring land uses.
Finding: Subject to the revisions contained in the staff report, the proposed site plan is
consistent with all plans and specifications and design standards of the zoning code and
site plan standards established for the city.
RECOMMENDATION
Staff recommends that the Planning Commission adopt the following motion:
"The Planning Commission recommends approval of Site Plan #99-12, for a 44,692 sq. fi. two
story temperature controlled storage building and a 40 foot setback variance from the Highway
Corridor District building setback to permit the construction of the new building at the established
30 foot setback, as shown on plans prepared by Cluts, O'Brien, Strother Architects, dated May 14,
1999, subject to the following conditions:
The applicant shall be responsible for relocation of existing street lights and street wiring.
All street light wiring shall be installed with conduit.
The applicant shall escrow with the City $4,000 to guarantee curb replacement and
boulevard restoration. Contact the City Engineering Department prior to pouring
industrial driveway aprons for inspection. A minimum of 24-hour notice is required.

The plans shall be revised to expand the driveway radii in the existing driveway to Park
Road to 20-foot radiuses versus the 15 as proposed. In addition, traffic control signage
shall be added for the new driveway access.
4. Retaining walls in excess of four feet in height will require a building permit.
A rock construction entrance shall be shown on the plans and maintained until the
parking lot and drive aisles are paved with bituminous.

Relocation of the fire hydrant requires a permit and inspection from the City's Utility
and/or Building Department. A 48-hour advance notice is required by the City to turn
on/off water service. Contact the City Utility Department to schedule water turn off/on.
The applicant shall enter into a site plan agreement with the City and provide the
necessary security to guarantee erosion control, site restoration and landscaping.
Separate sign permits are required for each sign.
Ground mounted wall wash lighting shall be deleted.
A permit must be obtained to demolish the existing storage building.
The building is required to be accessible and must be provided with an elevator.
The west and south walls of the building are required to be one-hour fire-resistive
construction because of their proximity to assumed property lines at thirteen and sixteen
feet away respectively.
A one-hour fire-resistive occupancy separation will be required between the S3 parking
area and the S 1 storage area."

NOTICE: You are invited to attend a public hearing about a proposal in your area. The
applicant, Minnesota Mini-Storage for Site Plan Approval for a 44,692 sq. ft. two-story
temperature controlled storage building and a 40 foot setback variance to permit the
construction of the new building at the established 30 foot setback on 3.84 acres located
at the southwest corner of TH 5 and Park Drive, on property zoned lOP.
What Happens at the Meeting: The purpose of this public hearing is to inform you about the
developer's request and to obtain input from the neighborhood about this project. During the
meeting, the Commission Chair will lead the public hearing through the following steps:
1. Staff will give an overview of the proposed project.
2. The Developer will present plans on the project.
3. Comments are received from the public.
4. Public hearing is closed and the Commission discusses project. The commission will then
make a recommendation to the City Council.
Questions and Comments: If you want to see the plans before the meeting, please stop by City
Hall during office hours, 8:00 a.m. to 4:30 p.m., Monday through Friday. If you wish to talk to
