PRC SUM 2012 06 261 CHANHASSEN PARK AND RECREATION COMMISSION REGULAR MEETING SUMMARY MINUTES JUNE 26, 2012 Commissioner Scharfenberg called the meeting to order at 7:30 p.m. MEMBERS PRESENT: Steve Scharfenberg, Tom Kelly, Elise Ryan, Peter Aldritt, Brent Carron and Jim Boettcher M EMBERS ABSENT: Cole Kelly STAFF PRESENT: Todd Hoffman, Park and Rec Director; Jerry Ruegemer, Recreation Superintendent; Mitch Johnson, Recreation Supervisor; Jodi Sarles, Recreation Center Manager; Susan Bill, Senior Center Coordinator; and Dale Gregory, Park Superintendent. PUBLIC PRESENT: Marnie Wells, Camp Tanadoona CEO, 3300 Tanadoona Drive, Excelsior, MN APPROVAL OF AGENDA: Brent Carron moved, Ryan seconded to approve the agenda as published. All voted in favor and the motion carries unanimously with a vote of 6 -0. PUBLIC ANNOUNCEMENTS: The Park and Recreation Commission welcomed Jim Boettcher, newly appointed Commissioner. VISITOR PRESENTATIONS: Marme Wells, CEO CampFire USA, Camp Tanadoona presented a PowerPoint outlining the operation of Camp Tanadoona. Ms. Wells also answered questions related to her presentation. APPROVAL OF MINUTES: Motion by Ryan, seconded by Kelly to approve the May 22, 2012 minutes as presented. All voted in favor and the motion carried unanimously with a vote of 6 -0. REVIEW SKATE PARK RFP SUBMITTALS AND MAKE RECOMMENDATION TO THE CITY COUNCIL: Todd Hoffman presented the staff report and the merits of both skate park proposals. After commission discussion, Carron moved that the Park and Recreation Commission recommend that the City Council accept the proposal submitted by American Ramp Company as presented. All voted in favor and the motion carried unanimously with a vote of 6 -0. PROPOSED MODIFICATION TO RECREATION PROGRAM AND SERVICE FEES: Jerry Ruegemer presented the staff report that highlighted the various department functions and revenues collected within each department. After discussion regarding implementing a $25 application fee for a Public Gathering Permit, the commission is recommending to exclude non -profit groups from paying the $25 fee. Tom Kelly moved, Boettcher seconded to recommend the following fee increases to the City Council: • Dance for Fun: 5% • Sports Camps: 5% • Lake Ann Adventure Camp: 20% Park and Recreation Commission Summary — June 26, 2012 • Annual Sponsorship Program: 10% • Public Gathering Permits - Add a $25 fee for everyone except non -profit groups • Weekend Tournament Fees - Add $50 /day fee without lights, $100 fee /day with lights • After School Sports - Increase resident rate to $29 and non- resident rate to $33 All voted in favor and motion carried unanimously with a vote of 6 -0. RECREATION PROGRAM REPORTS: • 2012 Fourth of July Celebration: Mitch Johnson provided an update on the upcoming 29 °i Annual 4 "' of July Celebration. • 2012 K1einBank Summer Concert Series: Mitch Johnson provided an update on the summer concert series performances. Live performances are scheduled from June 14- August 2. • Park & Trail Maintenance Report: Dale Gregory provided an update of the various projects his department had been working on this spring and summer. • Senior Center Report: Sue Bill provided an update on activities and prograrns at the Senior Center over the spring. • Recreation Center Report: Jodi Sarles provided an update on the spring activities at the Recreation Center. COMMISSION MEMBER COMMITTEE REPORTS: Updates were given the disc golf course at Bandimere Community Park, Chanhassen Skate Park, and neighborhood playgrounds. COMMISSION MEMBER PRESENTATIONS. None ADMINISTRATIVE PACKET. None Motion by Aldritt, seconded by Carron to adjourn the meeting. The vote was approved unanimously with a vote of 6 -0.
