Recommendation to Establish Memorial Program Committee
On March 28 the Park and Recreation Commission discussed the establishment of
a memorial program. The.City Council will recall that last year the city received a
request to construct a memorial at Lake Ann Park. without a policy or program
in place, it was difficult to manage this request. A small samp!ing of what other
communities are doing in this area was conducted. The idea of a memorial tree
arboretum came out on top as the most appealing. A copy of the report to the
Park and Recreation Commission, which includes information about Maple
Grove's program, is attached.
One potential site for a tree arboretum could be the old Redi-Mix site near the
pedestrian bridge. A planting plan would be prepared from which individuals
would select their memorial tree. Payment would cover the cost of the tree and
initial planting. Ongoihg maintenance costs would need to be budgeted as a part
of the general fund. Identification-for the memorial would be displayed on a large
plaque located at City Hall.
The commission concluded their discussion by agreeing that the establishment of
a small committee to iron out the details of this proposal is' the best approach.
Commissioner Karlovich moved to recommend that the City Council, in
cooperation with the Environmental Commission and the Park and Recreation
Commission, establish a Chanhassen Memorial Tree Arboretum Program. The
specifics of said program to be established by a committee of six--two from each
council/commission with staff support from the Environmental Resources
Coordinator, Park and Recreation Director, and City Manager's office.
Commissioner Franks seconded the motion, all voted in favor, and the motion
can'ied. The commission selected Jan Lash and Fred Berg as their designated
appointees.

MARCH 28, 2000
The meeting was called to order at 7:30 p.m.
ROLL CALL: Members present: Chairman Lash, Commissioners Franks, Howe, Manders,
Moes & Karlovich. Member absent: Commissioner Berg. Staffpresent: Todd Hoffman, Park
& Recreation Director.
APPROVAL OF AGENDA: Park & Recreation Director Hoffman added a discussion
regarding advertising signs at Bandimere Park to Administrative Presentations to the agenda.
The agenda was approved as amended.
PUBLIC ANNOUNCEMENTS: None
VISITOR PRESENTATIONS: Tim Hughes, 1780 Lake Lucy Lane spoke to the commission
concerning his desire to see the Skate Park expanded. He also presented the commission with a
packet of information concerning a second vendor for Skate Park equipment.
Frank Scott, Administrator of CAA, made a presentation on his proposal to provide advertising
signage at Bandimere Community Park. He brought the commission up to date on the events
that occurred at the previous night's City Council meeting concerning this topic. He had
considered rescinding his offer to coordinate the advertising sign program, but had made a
decision to move forward ifa decision could be made in a timely manner. The commission
responded by electing to hold a special meeting on Tuesday, April 4, with a recommendation
being forwarded to the City Council on Monday, April 10, 2000.
APPROVAL OF MINUTES: Con'missioner Howe moved that the minutes be approved as
presented. Commissioner Karlovich seconded. Ail voted in favor and the motion carried.
RECOMMENDATION TO AMEND 2000 CAPITAL IMPROVEMENT PLAN, CITY
CENTER PARK: Commissioners agreed with the findings that the Skate Park is a very popular
destination for area youth and has been well xvorth the investment. The commission is in favor
of purchasing additional equipment for the Skate Park and, as such, Commissioner Howe moved
that the City Council amend the 2000-2004 Five Year Capital Improvement Plan, deleting
$30,000 from Year 2000 for the construction of a second set of hockey boards at City Center
Park. Further, that the City Council utilize this $30,000 allocation to purchase the second phase
of the Chanhassen Skate Park, designating the park's current location as a permanent and year-
round facility. Motion seconded by Moes and all voted in favor and the motion carried.
MEMORIAL PROGRAM: The commission discussed the merits of a Memorial Program
sponsored by the city. Items discussed included the suggested tree arboretum, a rose garden, and
an option to select fi'om a designated list of park improvements such as benches, playground
equipment, grills, etc. The commission concluded their discussion by agreeing that the ·
establishment of a small committee to iron out the details of this proposal is the best approach.

STAFF REPORTS: Staff presented reports on recreation programs including: a) February

Supporting Programs. The Recreation Center and Senior Center reports were given. The Park &
Trail Maintenance report was received. Administrative Presentations were made including: a) a
report on tile upcorning Park & Recreation Commission interviews scheduled for April 3rd, and
b) a discussion concerning the development ora policy for the advertising signs at Bandimere
Park.
Commission members Howe & Franks gave a report on the Dave ttuffinan Memorial 5K Run
scheduled for September 16. 2000.
No Commissioner Presentations were made.
The Adminislrative Packet was received.
A motion was made by Commissioner ltowe and seconded by Commissioner Moes to adjourn
the meeting. All voted in favor and the motion carried.

Memorial Program
From time to time, the City receives inquiries fi'om residents about memorials. In
the past, these inquiries have been handled on an individual basis. No memorial
policy currently exists to manage these requests. To date, the installation of park
benches and trees have been the most popular requests.
The establishn'mr~t of a memorial pro.am can epa'ich our community in a number
ofv,,ays. I ann recommending that the Park and Recreation Commission team up
with the City Council and Environmental Commission to establish a memorial
tree arboretum. Potential sites for the arboretum include the land east of the
pedestrian bridge (old Ready Mix/taco shop), and Lake Susan Park. A copy of
Maple Grove's program information is attached.
RECOMMENDATION,
It is recommended thai the Park and Recreation Comrnission recommend the City
Council, in cooperation with the Environmental Commission and the Park and
Recreation Commission, establish a Chanhassen Memorial Tree Arboretum

TREE SPONSORSHIP INFORMATION
The Maple Grove Arboretum is a joint venture of the Arbor 'Committ~el
Parks and Recreation Board, City and citizens of Maple Grove. The ~
Arboretum was started in 1985 and is located across from City Hall at 93rd
Avenue and Fernbrook Lane.
This collection of trees provides a well-planned, well-maintained natural
resource that furnishes educational opportunities, promotes the aesthetic
value of Maple Grove and enhances community pride. It enables
individuals, organizations and businesses to have the opportunity to "Give
in a Growing Way" for now and years to come.
The Arboretum is being planted with various tree species through
donations by the community. You are invited to join us and financially
support the Tree Sponsorship Program. Sponsorships may be in memory
of a friend or loved one, in honor of a retirement, anniversary, birthday,
marriage, opening' of a business or other special

1. Funds may be given to' the A~bor Committee to purchase one or more trees for the Arboretum by a family,
individual, business, school, church civic organization, Scouting or fraternal group.'
Trees maybe dedicated for various occasions, for example; in memory ora friend or loved one, in honor of'
a retirement, anniversary or in celebration ora business opening~'
You or your group can become a Full Sponsor byeontributing'$250 -$400 for a tree. This sponsorship
includes the selection ora tree from the plan an individual certificate and tree marker.
'You or your group can become an Honor Roll Member be contributing $i0 - $249. These donations then
accumulate to purchase additional trees. Each member will receive a certificate of appreciation and the
member's name will be listed on an Honor Roll published once a year.
Contributions are ~'a~c deductible. Trees planted will be cared for and become thc property of the Maple
Grove Parks and Recreation Board.
!LANTING GUIDELINES
Trees generally will be 2 inches in diameter, depending on variety and availability. A spring or fall planting
will be scheduled for all sponsored trees.
For Full Sponsor trees, an informational marker will be provided listing botanical data on the specific tree,
and information regarding sponsor and recipient.
Trees in the Arboretum will be located per the landscape planting plan. Varieties available are of locally
hardy trees.
Requests for variations of the landscape planting plan must be approved by the Arbor Committee and
Superintendent of Parks.
