REGULAR MEETING
SUMMARY MINUTES
NOVEMBER 27, 2012
Chairman Cole Kelly called the meeting to order at 7:30 p.m.
MEMBERS PRESENT: Steve Scharfenberg, Tom Kelly, Cole Kelly, Elise Ryan, Brent Carron, Peter
Aldritt, and Jim Boettcher
STAFF PRESENT: Todd Hoffman, Park and Rec Director; and Mitch Johnson, Recreation Supervisor
PUBLIC PRESENT:

Taping of the meeting began at this point on the agenda.
VISITOR PRESENTATIONS. Todd Neils stated he had been authorized from the CAA baseball
association to offer paying 25% for the installation of lights at Lake Susan Park. Chairman Cole Kelly
asked for clarification of the financial commitment from the baseball association and CAA.
APPROVAL OF MINUTES: Boettcher moved, Aldritt seconded to approve the verbatim and
summary minutes of the Park and Recreation Commission meeting dated October 23, 2012 as
presented. All voted in favor and the motion carried unanimously with a vote of 7 to 0.
STATUS OF 2012 PARK AND TRAIL ACQUISITION AND DEVELOPMENT CAPITAL
IMPROVEMENT PROJECTS.
Todd Hoffman provided updates on each of the 2012 capital improvement projects across the city.
Commissioner Carron suggested the City look at removing a bush from the north side of the Lake Lucy
and Highway 41 intersection because it may be causing a visual obstruction. Commissioner Ryan asked
about a concern with soil and water runoff onto the Highway 41 trail and underpass from the Highover
neighborhood.
ESTABLISH 2013 PICNIC RESERVATION FEES. Mitch Johnson presented the staff report on this
item recommending that the 2013 picnic fees remain the same as 2012.
Tom Kelly moved, Scharfenberg seconded that the Park and Recreation Commission recommends
that the 2013 group picnic reservation fees remain at the same level as 2012. All voted in favor and
the motion carried unanimously with a vote of 7 to 0.
RECREATION PROGRAM REPORTS:
2012 HALLOWEEN PARTY EVALUATION. Mitch Johnson provided highlights from the 2012
Halloween Party that was held on Saturday, October 27 at the Rec Center. Chairman Cole Kelly asked
about raising the registration fee. Commissioner Ryan suggested eliminating cookies and possibly cider.
CHANJAM '12 EVALUATION. Mitch Johnson explained that this event was cancelled and talked
about evaluating possible changes in the future.
Park and Recreation Commission Summary — November 27, 2012
2013 TREE LIGHTING CEREMONY. Mitch Johnson invited commission members to the 2012 Tree
Lighting Ceremony on Saturday, December 1 at 5:00 p.m.
2012/13 WINTER PROGRAMMING. Mitch Johnson reviewed highlights of programs being offered
during the 2012/13 winter season.
COMMISSION MEMBER COMMITTEE REPORTS. Todd Hoffman explained that the City
Forester, Jill Sinclair and the Environmental Commission were looking for a recommendation of where to
plant trees next Arbor Day. Commissioner Scharfenberg suggested Lake Susan Park. Todd Hoffman
stated he would make a recommendation of Lake Susan Park for 2013 Arbor Day. Commissioner Tom
Kelly asked for clarification of the park dedication fees associated with the proposed apartment complex
development at the Swings property on Highway 5 and Galpin.
ADMINISTRATIVE PACKET. Todd Hoffman pointed out a change in trail markers for snow plowing
and that Kelsey Kes, the Rec Sports Coordinator will be leaving for a full time position at Prior Lake on
December 19`''.
Scharfenberg moved, Carron seconded to adjourn the meeting. All voted in favor and the motion
carried unanimously with a vote of 7 to 0. The Park and Recreation Commission meeting was
adjourned at 8:30 p.m.
