Most 2013 projects are funded from the park dedication fund. Building Inspections One project, the Rice Marsh Lake trail loop extension, is being funded from the Phone: 952.2271180 Revolving Assessment fund at a $200,000 level. Fax: 952.2271190 Engineering You will note that following an extremely active year of projects in 2012, the Phone: 952.2271160 next twelve months are less active in total projects. These include the Hwy 41 trail and underpass, the Hwy 41 trail Finance extension and pedestrian crossing, the Highover stairway connector, and the Phone: 952.2271140 Bandimere Park expansion project including some work on the disc golf course. In addition, the benches sold as a part of the "Memorial 2310 Coulter Boulevard Bench Program" are purchased from this fund. Public Works 7901 Park Place TH 101 /Pleasant View Road Intersection & Trail Improvements - $95,000 Phone: 952.2271300 Fax: 952.2271310 The city has applied for state funds to make improvements to the intersection of TH 101 and Pleasant View Road. These improvements include turn lanes and Senior Center shoulder, drainage and trail improvements. The project would widen the Phone: 952.2271125 intersection so left turn lanes can be constructed and curb and gutter on TH 101 Fax: 952.2271110 would be constructed where necessary. Chanhassen is a Community for Life - Providing for Today and Planning for Tomorrow Park & Recreation Commission 2013 Park & Trail Capital Improvement Program January 22, 2013 Page 2 Pioneer Pass Neighborhood Park Development — Phase I - $350,000 Initial construction of an 8.7 -acre park located at 9630 Bluff Creek Drive that will feature a 150 ft. x 300 ft. play field, a 180 ft. ball field, two playgrounds, a 50 ft. x 85 ft. basketball court, picnic shelter, walking trail and parking area. Riley Ridge Park Neighborhood Park Development — Phase I - $200,000 Initial construction of a 19 -acre park located at 8959 Reflections Road that will feature a playground, 50 ft. x 50 ft. basketball court, walking trail, picnic shelter, small sledding hill, natural surface trail with overlook and parking area. TH 101 Improvements — Lyman Boulevard to Pioneer Trail - $25,000 This project will make improvements to TH 101 from Lyman Blvd to Pioneer Trail. The improvements will improve safety, mobility and plan for future growth in the region. The project is consistent with the 2007 TH 101 Corridor Scoping Study. Federal and state funds are proposed to be used to pay for the majority of the project. The city will need to pay for extension of watermain, some storm sewer improvements, a sanitary sewer extension stub, and a portion of landscaping along the corridor. The total project cost is estimated at $11,950,000. The current park fund balance is $2,256,000. It is anticipated that between $100,000 and $200,000 in new park dedication dollars will be generated in 2013. The six projects being financed from the park fund in 2013 total $695,000. 2013 PARK AND TRAIL PROJECT BEING FINANCED FROM THE REVOLVING ASSESSMENT FUND Rice Marsh Lake Trail Loop Extension - $200,000 This project will complete the Chanhassen portion of the Rice Marsh Lake Trail Loop from its current terminus in the Mission Hills Neighborhood to the Eden Prairie border. Eden Prairie has also initiated planning to complete their final missing segment of the trail. Once complete, the trail loop will be 3 miles in total length and offer spectacular views of Rice Marsh Lake and the surrounding areas. With a $200,000 budget, much of the work required to construct this trail will be completed by city crews. While proper preventative maintenance extends the life of the street and is cost effective, a street will eventually deteriorate to a point that further maintenance is no longer cost effective. Rehabilitation projects extend the life of the street. In cases with utility or poor sub grade needs to be replaced or where streets have deteriorated to a point where rehabilitation will no longer be practical reconstruction of the street is necessary. A feasibility study is written to consider the merits of the project and scope of work.
