PRC SUM 2013 02 26 CHANHASSEN PARK AND RECREATION COMMISSION REGULAR MEETING SUMMARY MINUTES FEBRUARY 26, 2013 Chairman Cole Kelly called the meeting to order at 7:30 p.m. MEMBERS PRESENT: Steve Scharfenberg, Cole Kelly, Elise Ryan, Brent Carron, and Jim Boettcher MEMBERS ABSENT: Tom Kelly and Peter Aldritt STAFF PRESENT: Todd Hoffman, Park and Rec Director; Jerry Ruegemer, Recreation Superintendent; and Mitch Johnson, Recreation Supervisor APPROVAL OF AGENDA: Cole Kelly announced that there were two visitor presentations added to the published agenda. PUBLIC ANNOUNCEMENTS: None. VISITOR PRESENTATIONS: Laurie Susla, representing the Lotus Lake Conservation Alliance, asked the Park and Recreation Commission to be effective, boater friendly and fiscally responsible and to stop looking at lakes as something to just be used and something that needs to be protected. On behalf of the LLCA she asked to give a presentation at next month's Park and Rec Commission meeting. Joe Shneider, 1035 Holly Lane commented on the testimony given by Steve Hirsh, Director of Ecological Services and responsible for the aquatic invasive species program, before the House Environmental Finance Committee where he said the DNR will be focusing their AIS inspection program on high use zebra mussels infested lakes. He also provided an update on action taken by the Carver County Board of Commissioners pertaining to AIS inspections in county lakes. Cullen Bahn, Baseball Coach at Chanhassen High School, provided an update and showed photos of activities taking place at the Chanhassen High School baseball stadium complex. APPROVAL OF MINUTES: Scharfenberg moved, Carron seconded to approve the verbatim and summary Minutes of the Park and Recreation Commission meeting dated January 22, 2013 as presented. All voted in favor and the motion carried unanimously with a vote of 5 to 0. 2013/2014 LAKE ANN BEACH LIFEGUARD CONTRACT. Jerry Ruegemer presented the staff report on this item. Ben Bartell, Director of Aquatics for Minnetonka School District, provided background information on the program and explained that the price increase is due to an increase in the amount of lifeguard. Commissioner Carron asked for clarification on how the number of lifeguards on duty is determined. Chair Kelly asked Ben Bartell is explain the increase in training. As a mother of young children, Commissioner Ryan expressed concern with cutting lifeguard hours from 11:00 to 12:30. Commissioner Boettcher asked when during the day the reduction in hours would take place. Chair Kelly asked staff to explain why they did not go with Option F which would reduce one day a week. After discussion among commission members, the following motion was made. Carron moved, Ryan seconded that the Park and Recreation Commission recommends that the City Council approve a two -year contract with Minnetonka Public Schools ISD 276 for Lake Ann Park Beach Lifeguard Services in the amount of $29,187 per year. All voted in favor and the motion carried unanimously with a vote of 5 to 0. Park and Recreation Commission Summary — February 26, 2013 LAKE ANN PARK BATTING CAGE PROPOSAL: CHANHASSEN ATHLETIC ASSOCIATION. Todd Hoffman presented the staff report on this item. Scharfenberg moved, Boettcher seconded that the Park and Recreation Commission recommends that the City Council accept the donation of batting cage improvements for installation and public use at Lake Ann Park. All voted in favor and the motion carried unanimously with a vote of 5 to 0. Chair Kelly asked for commissioner feedback on the request by Laurie Susla to give a video presentation at the next Park and Recreation Commission meeting. After discussion amongst commission members it was decided to bring the AIS item back as new business and not as a visitor presentation. RECREATION PROGRAM REPORTS: FEBRUARY FESTIVAL EVALUATION. Mitch Johnson presented the evaluation of the February Festival and suggested changes for next year. Commissioner Carron asked about public feedback on shutting down the sale of door prize tickets at noon. DADDY/DAUGHTER DATE NIGHT EVALUATION. Mitch Johnson presented the evaluation on the Daddy /Daughter Date Night. Commissioner Carron suggested having a photo booth instead of a photographer. ADMINISTRATIVE UPDATES: RILEY RIDGE PARK CONSTRUCTION. Todd Hoffman provided an update on the RFP's that were sent out to 6 playground representatives and invited commission members to attend a meeting on Thursday, April 4th at the Reflections at Lake Riley model home where the playground design will be chosen. COMMISSION MEMBER COMMITTEE REPORTS. None. COMMISSION MEMBER PRESENTATIONS. None. ADMINISTRATIVE PACKET. None. Carron moved, Scharfenberg seconded to adjourn the meeting. All voted in favor and the motion carried unanimously with a vote of 5 to 0.
