PRC SUM 2013 04 23 CHANHASSEN PARK AND RECREATION COMMISSION REGULAR MEETING SUMMARY MINUTES APRIL 23, 2013 Chairman Kelly called the meeting to order at 7:30 p.m. MEMBERS PRESENT: Cole Kelly, Steve Scharfenberg, Elise Ryan, Brent Carron, Jim Boettcher, Rich Echternacht, and Luke Thunberg STAFF PRESENT: Todd Hoffman, Park and Rec Director; Jerry Ruegemer, Recreation Superintendent; and Mitch Johnson, Recreation Supervisor PUBLIC PRESENT: Laurie Susla 7008 Dakota Avenue Carron moved, Ryan seconded to nominate Cole Kelly as Chairman of the Park and Recreation Commission for 2013-2014. All voted in favor and the motion carried unanimously with a vote of 7 to 0. Carron moved, Boettcher seconded to nominate Brent Carron as Vice Chairman for the Park and Recreation Commission for 2013-2014. All voted in favor and the motion carried unanimously with a vote of 7 to 0. APPROVAL OF AGENDA: The agenda was approved as published. PUBLIC ANNOUNCEMENTS: Todd Hoffman reminded commissioners of the Arbor Day events th being held on Saturday, May 4 at Lake Susan Park. VISITOR PRESENTATIONS: None. APPROVAL OF MINUTES:Carron moved, Scharfenberg seconded to approve the verbatim and summary minutes of the Park and Recreation Commission meeting dated March 26, 2013 as presented. All voted in favor and the motion carried unanimously with a vote of 7 to 0. CITY COUNCIL APPOINTMENT OF COLE KELLY AND RICK ECHTERNACHT TO THREE YEAR COMMISSION TERMS AND LUKE THUNBERG TO A ONE YEAR COMMISSION TERM. Chairman Kelly congratulated new members Rick Echternacht and Luke Thunberg for their appointments. REVIEW MODIFICATION TO PARK AND RECREATION COMMISSION BY-LAWS ADDING A YOUTH MEMBER(S). Todd Hoffman presented the staff report on this item. Commissioner Ryan asked for background information on this request. Commissioner Scharfenberg asked for clarification of the wording of items 3.1 and 3.3 under Section 3. Commission Composition, Terms and Vacancies. After discussion on rewording of these items, the following motion was made. Park and Recreation Commission Summary - April 23, 2013 Scharfenberg moved, Echternacht seconded that the Park and Recreation Commission approves the modifications to the Bylaws adding one or two youth members to the commission with changes to the following items: 3.1Composition: The commission shall consist of seven (7) to nine (9) voting members. Additionally, the commission may also have one or two youth commissioners who shall also be voting members. Commissioners and youth commissioners shall be appointed by the Council and may be removed by the Council. 3.3 Quorum: Four (4) Park and Recreation Commission commissioners shall constitute a quorum for the transaction of business. Whenever a quorum is not present, no final or official action shall be taken at such meeting. The necessary four (4) commissioners for a quorum does not include youth commissioners. All voted in favor and the motion carried unanimously with a vote of 7 to 0. DISCUSS RESULTS OF JOINT MEETING WITH CITY COUNCIL, ESTABLISH 2013 COMMISSION GOALS. Council members discussed funding sources and time lines for expansion and lighting at Bandimere Park, Bluff Creek Drive trail extension, picnic shelters at neighborhood parks, visiting current parks to see what needs to be updated or repaired, use of a dome in the future, and the possibility of a soccer field at Westwood Church, trail costs associated with the river crossing bridge, and Pioneer Pass Park construction timeline. Commissioner Ryan discussed the email she sent to the City Council regarding her request to form a task force to study AIS, noting she would like to make that a 2013 goal. Todd Hoffman discussed the grant application being submitted for funding in 2015 for the pedestrian trail to the Arboretum. RECREATION PROGRAM REPORTS: 2013 EASTER EGG CANDY HUNT EVALUATION. th Mitch Johnson reported on the 30 Annual Easter Egg Candy Hunt with the suggestion of evaluating starting the event later in the day next year. ADMINISTRATIVE REPORTS. Todd Hoffman reminded commission members that Arbor Day will thth be held on May 4 at Lake Susan Park, Red Birds baseball team’s opening day is May 19, and that the Memorial Day ceremony will be held at noon on Memorial Day. COMMISSION MEMBER COMMITTEE REPORTS. None. COMMISSION MEMBER PRESENTATIONS. None. ADMINISTRATIVE PACKET. None. Carron moved, Boettcher seconded to adjourn the meeting.
