This funding allocation is the City's match for a transportation enhancement grant. Justification Completing a pedestrian /bicycle trail route to the Arboretum has been a long range goal for the City. The Arboretum will continue the trail from their entrance into the property. These improvements include turn lanes, shoulder, drainage and trail improvements. The project would widen the intersection so left turn lanes can be constructed and curb and gutter on TH 101 would be constructed where necessary. A 10' wide bituminous trail would be constructed on the west side of TH 101 from Pleasant View Road to Town Line Drive. A trail would also be constructed on the north side of Pleasant View Road to connect to an existing trail crossing. Pedestrian signage enhancement improvements are also planned for the intersection to improve safety crossing TH 101. A traffic signal is not warranted at this intersection based on a MnDOT analysis. Justification To improve safety, access and mobility in the project area. The improvements are proposed to improve safety, mobility and to plan for future growth in the region. The project is consistent with the 2007 101 corridor scoping study. Federal and state funds are proposed to be used to pay for most of the improvements. The City will need to pay for extension of watermain consistent with the 2030 comprehensive plan, some storm sewer improvements, a portion of the corridor landscaping and sanitary sewer extension stub. Justification To improve safety and mobility on TH 101. Justification The Highway 212 improvement project included a pedestrian trail along the first 2,000 feet of Bluff Creek Drive. The resulting trail "gap" represents a missing link in the City's trail system. Bluff Creek Drive is a difficult stretch of road to negotiate as a pedestrian in the absence of a trail.
