At that meeting, the managers authorized the investigation of the delta removal work and the costs associated with removing the delta. Since then, the City has not received word about whether or not the District intends to proceed with delta removal. Because the project would occur entirely within City property, the City is requesting the ability to review and comment on the plans and proposed timeline if the District intends to remove the delta. There are a number of City facilities that would be impacted by the work. Additionally, there is a wetland adjacent to Lake Susan in the area most likely to be used to access the delta. The winter recreation area will feature snowmaking equipment that will make it possible for the Park District to maintain a 2.5K lighted cross-country ski trail, lighted tubing hill, and instructional downhill ski and snowboard area, regardless of snow conditions. Other winter recreation area amenities will include a small winter lodge with a warming area, concessions, merchandise, cross-country ski and tube rental and restrooms. Q. When will the winter recreation area open? Qo Qo The winter recreation area is being developed in two phases: Phase I Construction is scheduled for completion by late November to early December 2003, barring any unforeseen weather or construction delays. Phase I construction includes the addition of snowmaking to the 2.5K lighted cross-country ski trail with snowmaking capabilities, and a 300-foot lighted tubing area with a 12-15 percent grade and snowmaking capabilities. The tubing hill will not open for tubing until completion of Phase II construction. However, the Park District will blow snow onto the tubing hill so it may be used as a lighted sliding hill until the tubing-hill facilities are completed in Phase II. Phase II construction is scheduled for summer 2005, with a tentative completion date of winter 2005-2006. Phase II construction includes the addition of handlebar-style towropes for the tubing area. In addition, a 300-by- 400-foot-long downhill ski and snowboard run will be made available for lessons. It also will feature snowmaking capabilities and a handlebar-style towrope. Phase II construction also will include construction of a winter lodge featuring a warming area, concessions, merchandise, cross-country ski and tube rental, and restrooms. Why is a winter recreation area necessary? Cross-country skiing is one of the most popular winter pastimes in the Twin Cities area. According to a 1996 Metropolitan Parks and Open Space Commission report, nearly 30 percent of the Twin Cities population has indicated an interest in cross-country skiing. In addition to Hyland Ski & Snowboard Area, which provides morning hours for cross-country skiing, the winter recreation area will make it possible for the Park District to provide the Twin Cities' only reliable cross-country skiing trails, regardless of snow conditions (snowmaking requires temperatures below freezing for an extended period). The success of Hyland Ski & Snowboard Area's limited cross-country skiing hours has demonstrated a need for cross-country skiing facilities with snowmaking capabilities. During an average winter with 70 naturally skiable days, snowmaking potentially could add 40 skiable days and increase trail-grooming potential. The winter recreation area also will provide visitors the opportunity to participate in downhill ski lessons, ski touring, snowboarding and tubing even if it does not snow. Why was the winter recreation area built at Elm Creek Park Reserve? According to the Draft System Analysis of the Regional Recreation Open Space System, the most rapid population growth in Hennepin County during the next 20 years will occur in the northern metro area serviced by Elm Creek Park Reserve. The area including Maple Grove, Plymouth, Brooklyn Park, Champlin, Dayton and Rogers will see a population growth of nearly 27 percent in the next 20 years. In comparison, the forecasted growth for the remaining portions of Suburban Hennepin County is 8 percent and the 20-year growth figure for Minneapolis is 5 percent. The Park District serves the south metro area with the Hyland Ski & Snowboard Area, which provides morning hours for cross-country skiing. -over- Winter Recreation Area - page 2 of 2 Qo Qo How will the recreation area be used in the off-season? In non-winter months, the winter recreation area will be used as a reservation area that can accommodate groups of up to 200 visitors. The area also will be available for park programs and trail use. How much use is the winter recreation area expected to generate? The Park District anticipates 105,000 annual visits to the winter recreation area. Will I have to pay to use the winter recreation area? Beginning this winter, cross-country skiers age 16 and older will be required to purchase a Three Rivers Park District Cross-Country Ski Pass to cross-country ski in Three Rivers Park District. The Three Rivers Park District Cross-Country Ski Pass costs: · $2 Park Patron Daily · $4 Non-Patron Daily · $40 Paton Season Pass The pass will be required at all Park District cross-country skiing facilities, including Hyland Ski & Snowboard Area. Minnesota Cross-Country Ski Passes also are required to ski at Three Rivers Park District. Parking will be free at all designated Park District cross-country ski trailheads from Dec. 1, 2003, through March 31, 2004. Will high school cross-country ski teams have to pay to use the winter recreation area? High school cross-country ski teams will continue to pay for a team permit (currently $200) which allows scheduled use of trails for practices with no other fee. The team permit applies when parks are open with natural snow. When only Elm Creek Park Reserve and Hyland Ski & Snowboard Area are open as a result of manufactured snow, each team member age 16 and older will be charged a $2 fee. Season-pass holders will be admitted at no extra charge. Team members age 16 and older using Park District ski trails outside of scheduled practice time must have a Cross-Country Ski Pass. The field fees were not to be put into effect until spring 2004. After reviewing past practices and procedures, and in consideration of cooperative agreements, Community Education recommended the elimination of field fees (with the exception of the stadium fields) to the School Board at the November 20th meeting.
