Responding Finance to commission direction, staff will provide a recommended 5 -Year CIP for your Phone: 952.2271140 consideration at the August 27 meeting. Fax: 952.2271110 Commissioners are asked to review the current set of projects in the CIP in Park & Recreation addition to considering any other potential projects. Fax: 952.2271404 The Park and Trail Acquisition and Development CIP program accounts for all Planning & major park and trail acquisitions and improvements. The park dedication fund is Natural Resources Phone: 952.2271130 used to finance most of these activities. Park dedication funds are collected Fax: 952.2271110 through the development of residential, commercial and industrial property. The premise for these fees is that development of vacant properties results in Public Works increased needs for public park and trail amenities. In order to fulfill or meet 7901 Park Place these new demands for services, park dedication fees are collected and used to Phone: 952.2271300 acquire parkland, build parks and trails, purchase playgrounds, construct picnic Fax: 952.2271310 shelters, build ball fields, plant trees, etc. Senior Center General tax levy dollars are also used for some projects, primarily those that Phone: 952.2271125 Fax: 952.2271110 involve the replacement or refurbishment of old or outdated improvements. Over the past ten years, receipts have averaged $827,000 per year. In 2009, staff estimated that receipts would total $100,000; actual receipts came in at $83,536. In 2011, $742,779 in park fees were collected and in 2012, $296,833 was received. Estimated park fee revenues have been set at a conservative $200,000 per year through 2018. The current Park Dedication Fund balance is $1,622,000, down $620,000 from this time last year. RECOMMENDATION It is recommended that the Park and Recreation Commission initiate a discussion concerning the 2014 -2018 Park and Trail Acquisition and Development Capital Improvement Program (CIP) and begin the process of assigning priority rankings to specific projects. In addition, it is recommended that annual expenses in the park dedication fund CIP average $300,000 or less per year over the next five years. ATTACHMENTS 1. These improvements include turn lanes, shoulder, drainage and trail improvements. The project would widen the intersection so left turn lanes can be constructed and curb and gutter on TH 101 would be constructed where necessary. A 10' wide bituminous trail would be constructed on the west side of TH 101 from Pleasant View Road to Town Line Drive. A trail would also be constructed on the north side of Pleasant View Road to connect to an existing trail crossing. Pedestrian signage enhancement improvements are also planned for the intersection to improve safety crossing TH 101. A traffic signal is not warranted at this intersection based on a MnDOT analysis. Justification To improve safety, access and mobility in the project area. The improvements are proposed to improve safety, mobility and to plan for future growth in the region. The project is consistent with the 2007 101 corridor scoping study. Federal and state funds are proposed to be used to pay for most of the improvements. The City will need to pay for extension of watermain consistent with the 2030 comprehensive plan, some storm sewer improvements, a portion of the corridor landscaping and sanitary sewer extension stub. Justification I To improve safety and mobility on TH 101. This funding allocation is the City's match for a transportation enhancement grant. Justification The Highway 212 improvement project included a pedestrian trail along the first 2,000 feet of Bluff Creek Drive. The resulting trail "gap" represents a missing link in the City's trail system. Bluff Creek Drive is a difficult stretch of road to negotiate as a pedestrian in the absence of a trail.
