recommendation to the City Council concerning the 5 -Year Park and Trail
Engineering Acquisition and Development Capital Improvement Program (CIP). The

Commissioners are asked to review the current set of projects in the CIP in
Park & Recreation addition to considering any other potential projects. This initial review is

The Park and Trail Acquisition and Development CIP program accounts for all
Planning & major park and trail acquisitions and improvements. The park dedication fund is

premise for these fees is that development of vacant properties results in

Senior Center General tax levy dollars are also used for some projects, primarily those that

example, in 2004 and 2005, $500,000 worth of new playgrounds were installed,

Annual park dedication fee receipts are well off from their historical high of
$2,286,277 in 2006. Over the past ten years, receipts have averaged $827,000
per year. In 2009, staff estimated that receipts would total $100,000; actual
receipts came in at $83,536. In 2011, $742,779 in park fees were collected and
in 2012, $296,833 was received. Estimated park fee revenues have been set at a
conservative $200,000 per year through 2018. The current Park Dedication
Fund balance is $1,622,000, down $620,000 from this time last year.
RECOMMENDATION
It is recommended that the Park and Recreation Commission initiate a
discussion concerning the 2014 -2018 Park and Trail Acquisition and
Development Capital Improvement Program (CIP) and begin the process of
assigning priority rankings to specific projects. In addition, it is recommended
that annual expenses in the park dedication fund CIP average $300,000 or less
per year over the next five years.

Justification
Completing a pedestrian /bicycle trail route to the Arboretum has been a long range goal for the City. The Arboretum will continue the trail from

The City has applied for state funds to make improvements to the intersection of TH 101 and Pleasant View Road. These improvements include
turn lanes, shoulder, drainage and trail improvements. The project would widen the intersection so left turn lanes can be constructed and curb and
gutter on TH 101 would be constructed where necessary. A 10' wide bituminous trail would be constructed on the west side of TH 101 from
Pleasant View Road to Town Line Drive. A trail would also be constructed on the north side of Pleasant View Road to connect to an existing trail
crossing. Pedestrian signage enhancement improvements are also planned for the intersection to improve safety crossing TH 101. A traffic signal
is not warranted at this intersection based on a MnDOT analysis.

To improve safety, access and mobility in the project area.

This project is proposed to make improvements on TH 101 from Lyman Blvd to Pioneer Trail. The improvements are proposed to improve safety,
mobility and to plan for future growth in the region. The project is consistent with the 2007 101 corridor scoping study. Federal and state funds
are proposed to be used to pay for most of the improvements. The City will need to pay for extension of watermain consistent with the 2030
comprehensive plan, some storm sewer improvements, a portion of the corridor landscaping and sanitary sewer extension stub.

To improve safety and mobility on TH 101. The project also plans for growth of the community south of Lyman Blvd.

City Center Park and our summer concert series are popular attractions. The construction of the fabric band shell will add color and a sense of
architecture to the stage area. The shade provided for performances will create a more comfortable setting on hot and sunny days.
