BOX 147 · CHANHASSEN, MINNESOTA 55317 (612) 937-1900 · FAX (612) 937-5739 MEMORANDUM TO: FROM: DATE: Todd Hoffman, Park and Recreation Director Jerry Ruegemer, Recreation Supervisor March 21, 1996 SUB J: Lake Ann Batting Cage Operational Plan The Chanhassen Athletic Association (CAA) was generous enough to coordinate and purchase three new batting cages at Lake Ann Park during the summer of 1995. The 3 batting cages are valued at $15,000. The Lake Ann batting cage operations were reviewed at the June 27, 1995 Park and Recreation Commission meeting and noTM must be updated. The CAA will be assigned a time in blocks. They will be assigned a minimum of 2 of the 3 bays. CAA will staff and supervise the batting bays when they are using them. CAA will also be responsible for scheduling the bays. A volunteer coordinator will be sought by the CAA to schedule the bays and coordinate key pick up and drop off. A training session will be developed by the City to explain the rules of operation for the batting cages. The City still wishes to keep one bay available for adult softball. The bay could be utilized by adUlt Softball 5 daYs per weekl I Would like to offer the service to the adult players at a fee orS1.25 for 20 pitches. If the City does this, an attendant would be necessary to collect the fees. The cost of this attendant is calculated as follows - 15/hrs week x 13 weeks = $195 hrs x $6.00/hr = $1170. The attendant expenditure of$1170, in my opinion, could be regained back through user fees. If there is a shortfall at the end of the summer, revenues collected in budget fund 146 could cover the expenses. The following policies have been developed: Hours of operation 5:30-8:30 p.m. Monday through Friday and Saturdays, 9:00 a.m. to 12:00 noon. Fee: $1.25 for 20 balls assessed only to adult softball and other non-local youth organizations. Todd Hoffman, Park and Recreation Director March 21, 1996 Page 2 The CAA will install the pitching machines. Upon installation, the City will assume maintenance responsibilities for the facility. All manuals should be made available to the City. The CAA will provide and install all signage. The City will schedule the facility. Times shall be assigned in "block" format. "Blocks" of time will be assigned to associations and other user groups based on a policy yet to be established. The CAA will receive priority in this policy. The City will provide keys to all user groups which will allow access to the gates and interior equipment lock-boxes. The City will provide the required locks. Two bays will be outfitted with permanent pitching machines. The third bay will operate with a portable machine until such time when a third permanent machine is installed. I will be working with CAA to coordinate and assist them with getting the batting cages fully operational.
