COMPREHENSIVE PARK PLAN:
The Comprehensive Park Plan identifies this site as lying with the park service area of the Chanhassen
Recreation Center/Bluff Creek Elementary School and on the fringe of the park service area for Stone
Creek Park.
COMPREHENSIVE TRAIL PLAN:
The city's Comprehensive Trail Plan identifies a trail along the northeast branch of Bluff Creek
extending from the planned trail in Creekside Addition north to the future Coulter Boulevard underpass.
This segment of trail labeled "Trail A" will require a bridge crossing the main branch of Bluff Creek.
To best serve the residents of the townhomes at Creekside, this trail should be constructed along the
eastern edge of the site. A trail segment labeled "Connector A" will provide access from the cul-de-sac.

The "Creekside trail," which currently terminates arbitrarily at Stone Creek Drive should be extended
north to the intersection of Stone Creek Drive and Street A. A pedestrian crossing can then be
established at this intersection to allow safe access to the sidewalk on the east side of Stone Creek Drive.
This trail is labeled "Extension B."
RECOMMENDATION
It is recommended that the Park & Recreation Commission recommend the following conditions of
approval regarding parks and trails for the Townhomes at Creekside plat:
1. Land within the 50 ft. creek setback will be dedicated public property.
Heritage Development will construct Trail "A" and Connector "A" within this 50 ft. setback.
Heritage will be compensated for the construction and engineering costs associated with these
trails. Heritage will also be granted park fee credit for the linear area required for these trails
based on a calculation of length times 20 ft. in width. The proposed plat, at 25 multi-family
units, generates a land dedication requirement of two-thirds of an acre.

Heritage Development will also construct Trail Extension "B" within the right-of-way of Stone
Creek Drive. Heritage Development will be compensated for the construction and engineering
costs associated with this trail. The staking of these trails are to be approved by the Park &
Recreation Director and City Engineer prior to construction. These improvements are to be bid
as a unit of the larger public improvement projects being sponsored by the applicant as a part of
this site work. Upon certification by the city of a low bidder for the trail components, said work
shall be completed. Upon completion and acceptance of trail components, the applicant shall be
reimbursed for engineering and construction costs associated with the trails utilizing trail
acquisition and development funds.
