South of the future extension of Coulter Boulevard and east of the Stone Creek Drive extension Heritage Development 450 East County Road D St. Paul, MN 55117 Ld PRESENT ZONING: A2, Agricultural Estate ADJACENT ZONING AND LAND USE: N - Future Coulter Boulevard; A2, Agricultural Estate S - Creekside Addition; RSF, Residential Single Family E - Bluff Creek Northeast Branch; A2, Agricultural Estate W - Stone Creek Drive; Timberwood Estates COMPREHENSIVE PARK PLAN: The Comprehensive Park Plan identifies this site as lying with the park service area of the Chanhassen Recreation Center/Bluff Creek Elementary School and on the fringe of the park service area for Stone Creek Park° COMPREHENSIVE TRAIL PLAN: The city's Comprehensive Trail Plan identifies a trail along the northeast branch of Bluff Creek extending from the planned trail in Creekside Addition north to the future Coulter Boulevard underpass. This segment of trail labeled "Trail A" will require a bridge crossing the main branch of Bluff Creek. To best serve the residents of the townhomes at Creekside, this trail should be constructed along the eastern edge of the site. A trail segment labeled "Connector A" will provide access from the cul-de-saco Heritage Development May 16,1996 Page 2 The "Creekside trail," which currently terminates arbitrarily at Stone Creek Drive should be extended north to the intersection of Stone Creek Drive and Street A. A pedestrian crossing can then be established at this intersection to allow safe access to the sidewalk on the east side of Stone Creek Drive. This trail is labeled "Extension B." RECOMMENDATION It is recommended that the Park & Recreation Commission recommend the following conditions of approval regarding parks and trails for the Townhomes at Creekside plat: 1. Collection of full park and trail fees per city ordinance. Construction of trail segment "A" and connector "A" including a pedestrian bridge crossing Bluff Creek and construction of trail extension "B." These improvements to be bid as a unit of the larger public improvement project being sponsored by the applicant. Upon certification by the city of a low bidder for the trail component, said work shall be completed. Upon completion and acceptance of the trail components, the applicant shall be reimbursed for engineering and construction costs associated with the trails utilizing trail acquisition and development funds. lU lU Arboretum Boulevard Lyman CoIJ~ .......
