You have stated your frustration regarding the registration procedure in registering your son, Austin, for the YMCA/Chanhassen Park and Recreation (CPR) Preschool Soccer Program. Since YMCA/C?R have begun offering joint preschool programs, we have had to deal with an occasional "good news/bad news" situation. The good news is that registration for the programs is steady; the bad news is that not all registration requests can be fulfilled. In some cases, this is due to limited indoor/outdoor space and/or limited YMCA/CPR staff. As you are aware, past participants of YMCA/CPR programs are notified of upcoming programs through a direct mailing. I will add your name to that mailing list. Due to the popularity of these programs, I encourage you to call the Chanhassen Recreation Center, at 474-0641, to check on program openings. However, the Chanhassen Park and Recreation Department cannot accept registrations by telephone or "hold" spots for pro,ams. Should you feel it is necessary to immediately enroll in any program, you are welcome to stop by in person at the CRC to register. At that time, you will be informed if you are enrolled in the program, on a waiting list or if the program is full. I will be meeting with Kerry Ronay, YMCA, next week to discuss and plan the YMCA/CPR preschool sport pro,ams for the upcoming school year. Yesterday a message was left on my home machine stating that your preschool soccer program was completely full, there was no chance for being on a waitlist and how did I want to pick up my check. While I (not as much as my 4 year old son, Austin) am completely disappointed that he cannot participate in the program, I am even more disturbed at the process and lack of communication in your area. Specifically: 1. My neighbor told me a few weeks ago she received a flyer on pre-school soccer program in Chanhassen. (Apparently, her child was in a past program so she received the mailing. My thought is: "ifI cannot get into a program how can I receive this early mailing?"). My neighbor at that time gave me a phone number to call about the program. I called and was told a brochure would be out shortly outlining the program and then [ could register. I trusted this advice and waited. 2. I received the brochure on Saturday, August 16 and promptly mailed my payment and form. Then I got the surprising call. Frankly, the program should not even have been listed in the brochure if it was already booked with no chance to offer the service. 3. Tkis same situation happened to me last spring regarding T-ball, so I simply enrolled in the Minnetonka program. Mr. Hoffrnan, would you please help me so that I can avoid this in the future? My thoughts on corrective actions: t. Add me to this special privileged early flyer communication. 2. Train all of your staff answering the phone on the specifics on the programs so they give accurate information. Iftlfis was done, maybe my son would be in the program when I originally made the inquiry. Or possibly, I could have been informed at that time that is was indeed full with a waittist or even alerted to the fact that it fills fast so I may want to come in to register on the spot. 3. Enlist the help of community volunteers so more programs can be offered to accommodate all the interest. Thank you in advance for listening. Redevelopment in * flood zone Next Monday, Sept. 15, the council will hold a public hearing on a Chaska Housing Redevelopment Project in what will become the former flood zone of Chaska. The project is a partnership of the Carver County Housing and Redevel- opment Authority and the city. Togeth- er they will seek federal funds for home remodeling in the downtown area. If successful, the grant would pro- vide housing rehabilitation funds spe- cifically for properties in flood zone A. As part of the application, the city must do two things. First, it must hold a public heating. Second, it must sur- vey affected homeowners regarding needs and to gather other data for the federal government. Shade trees are available at Iow prices This fall, Chaska property owners again will be able to pur- chase shade trees at wholesale prices. The program, sponsored by the City Council and the Pub- lic Works Department, is de- signed to both replace lost trees and to add to the city's tree popu- lation. The trees are 1.5" to 3.5" in di- ameter, and are balled and bagged. They include species of ash, linden and maple. Prices range from $75 to $140. No trees are under warranty since they are at wholesale prices. Orders can be placed from 8 to 4 p.m. during regular business hours at the Chaska City Hall, or by calling 448-2851. Public works crews will deliver the trees .......... or~. curbside, for September 4, 1997 Victoria kicks in for South Lake area hockey facility By Anne Wilbur The Victoria City Council will be contributing $30,000 over the next three years for the construction of a year- round ice arena for the Chanhassen/Chaska/Victoria Hockey Association that will be located in Chaska. The ice arena will be erected next io the Chaska Community Center. The projected cost of the arena is $2.5 million. The Community of Chaska is con- tributing $1.3 million. The Minnesota Amateur Sports Commission is contributing $250,000. The Association is expected to raise $250,000 from member cities and its Association members. School District 112 will cover the remainder. According to current plans the facility could seat 120 spectators, and serve hockey players, figure skaters, and skating lessons. The Hockey Association will pay a fee to the city for ice time on a per use basis. The Victoria City Council approved the contribu- tion unanimously saying this was for the students from Victoria who played hockey. In other news, the council asked staff to research possible placement of a new storm drainage pond being considered for construction on the Church Lake site. Citizens are concerned they will lose their ice rink because the drainage pond would be too deep to support a safe ice rink. Ramstad to host education summit U.S. Rep. Jim Ramstad (R-3rd District) has announced that new National Education Association President Bob Chase will keynote an education summit, "Public Education: Identifying Challenges and Seeking Solutions," from 6:30 p.m. to 9 p.m. on Monday, September 15 at the Lindbergh Center in Minnetonka. A panel of local and state education, business and governements leaders---including Minnesota Department of Children, Families and Learning Commissioner Robert Wedl--will respond to Chase's speech and discuss the future of education, as well as take questions from the audience. Other members of the panel include Peter Bell, executive vice pres- ident of TCF National Bank Minnesota; James Reiner, former CEO and Chairman of Honeywell; Hopkins School Superintendent Michael Kremer; Arlene Bush, chair of the Bloomington School Board and past president of the Minnesota School Boards Association; and Mary Lenhardt, an award-winning social studies teacher at Burnsville High School. The meeting will addres what works, what doesn't work and what changes will need to be made to meet the needs of students and employers in the next century. Working to facilitate a neighborhood volunteer installation is a very satisfying experience for both the Park and Recreation Commission and myself. We hope the same holds true for all of the volunteers. Upon the city's completion of the remaining work, I encourage all volunteers to gather again for a celebration and pictures. Your efforts are something to be proud of and deserve the recognition of the community. As you may be aware, the initial shipment did not contain the digger or rubber surfacing tiles. Instead we received someone else's toy plane and basketball backboard. Representatives of Minnesota/Wisconsin Playground are working on having our missing equipment delivered as soon as possible. In the meantime, a city crew will be installing the border material, pea gravel surfacing and basketball unit. Final grading and seeding will follow shortly thereafter. Early fall is the optimum time to seed and xve hope for good germination and growing conditions. For those wondering, seeded grass in public settings is the best long term choice. In an effort to provide the best service possible to your organization and other commnnity athletic associations, I have outlined below additional information regarding community athletic reservations. Reservations for additional time for CAA during designated community athletic time slots will be accepted from you only. (Paid rentals can be reserved by anyone). Please stress to CAA coaches using the CRC facility, that if a cancellation is necessary, they are to notify the CRC Facility Supervisors. In the event that the CRC closes due to inclement weather, information will be made available on the CRC weather phone line at 962-9001. Special Thanks As many of you already know, Ray Romine resigned his position as Vice President of Competition in July to be able to devote more time to his family. He will remain on the Board of Directors in his position as Gambling Manger. The entire Board of the CCHA would like to take this time to thank Ray for his unbelievable contribution to this Hockey Association. No one has worked harder than Ray to bring this Association to where it is today. In addition to his numerous duties as V,P. of Competition, Gambling Manager and Coach-Player Development Coordinator, Ray and his wife Elizabeth were responsible for securing a gambling license for the CCHA, no small task indeed. Also, Ray single handedly solicited $1,000 from the Chanhassen Lions and helped in a recent painting project/fund raiser for the CCHA. He set up the annual coaches-alumni hockey game that serves as a fund raiser for both the CCHA and the Shriners Children's Hospital, and has coached a number of spring and fall teams to further develop the talents of our youth. Please join us in recognizing Ray's dedication to our Hockey ~,~Association and make sure you thank him next time you see him "ound the arena. Softball Tournament Nets $800 Last weekend, the CCHA coordinated concessions for the Distdct men's softball toumament in Chaska at Lions and Community Park. Your efforts were DEFINITELY appreciated! We covered 62 games on Saturday and ~2 games on Sunday. Our sales included 400 hamburgers and over 300 hot dogs! Hi, my name is Susie Blake your new Concessions Coordinator· I am very excited about the opportunity to coordinate the CCHA concession effort for the next two years. We have been hard at work this summer revisiting our current process, researching other rinks in the area, and putting a strategy in place for the upcoming season. A recap of our progress to date is outlined below. Also thanks to Mite parents Doug and Diane Noll who spent many volunteer hours t,his sum. mer helping cleaning and getting the area ready for the summer session. Susie Blake Concessions Coordinator MY BACKGROUND I am an accountant at Cargill, Incorporated, currently working as a Training Manager on a Reengineering Project. Many of the responsibilities of the Concessions Coordinator mirror the responsibilities on my job - i.e., communication, training, developing procedures, and establishing budget and cost control. My husband, Mike, has been active as a coach at the Mite level for the past two years. We have three children, Kaitlin (8), Patrick (7), and Kerry (2). WHAT IS IN IT FOR YOU?? Concessions profits represent a major portion of the association's fund raising activity each year which helps reduces the cost of hockey for ALL players. Therefore, EVERYONE has a stake in its success. Also, the concept of ice credits outlined below provides an opportunity for those working the concessions area to earn ice credits to further offset their cost of hockey. RESEARCHING OTHER RINKS During June, I contacted the concession coordinators at other District 6 rinks including Burnsville, Edina, Eden Prairie, and Bloomington to find out what was working well for them. The concession coordinator from Bloomington visited our site to offer suggestions based on her experience. I will be in touch with these individuals on a regular basis to exchange ideas. At each arena the common theme was: · Provide a consistent basic product line using the 80/20 rule that means sell product appeals to 80% of our customers. If we cater to the 20%, we will get stuck with extra product and cannot maximize our profits. · Be open on a consistent basis. During the summer months we have been open only as needed, hours during the season are outlined below. Customers need to know they can count on us being available to service them. · Establish Ice Credit program to insure a motivated workforce who has a vested interest in the success of concessions. · Run the concessions area like a business including a strategic plan, policies and procedures, training, and costJprofit analysis. HOURS OF OPERATION The normal hours of operation will be Monday through Friday 5:30 p.m. through 9:00 (close) and Saturday/Sunday 7:00 a.m. until 9:00 p.m. We will also be open for special events as needed. Workers will be scheduled in 4-5 hour shifts. We will not be open if the scheduled ice time during any shift is less than three hours. ICE CREDITS The CCHA Board of Directors approved issuing ice credits to those members working the concession area. Details of this plan will be included in the preregistration packet you will be receiving in the mail next week. Offering an alternative way for parents to fund the cost of hockey will: · Insure we have a workforce that has a vested interest in the success of the concession area's success · Allow us to retain and recruit new members who otherwise could not afford to play · Help reduce the amount of outstanding assessments · Page 2 CCHA Concessions -- Continued EQUIPMENT If you have been to the arena, you may have noticed a few changes. The City of Chaska has done a great job of honoring our requests. In addition most of the new equipment has been provided free of change by our vendors for the opportunity to promote their products. Refrigeration By utilizing beverage coolers provided by Coca-Cola, the small commercial grade refrigerator we are currently using would meet our needs requiring no additional equipment purchase by the City of Chaska. It will also allow us to sell 20 oz bottled pop. · We have obtained a Double Door Series cooler from Coca-Ce!a to store and display 20 oz bottled sodas, Powerade, Evian Water, and juices. This cooler is located in the skate rental area. · We have obtained a Mini-Marketeer cooler from Coca-Cola to store and display 20 oz bottled sodas, Powerade, Evian Water, and juices within the concession stand area. Freezer Unit I am currently working with a vendor to secure a freezer unit. The vendor would provide this equipment. It will be placed where the current residential refrigerators are located. This will provide flexibility to store product on site until needed (i.e., hotdogs, buns, etc) Popcorn Machine The popcorn machine will be relocated to the counter in the back area of the concession stand for the following reasons: Free up counter space for beverage cooler and pizza display. The lower counter top and proximity to the sink area will make it easier for us to clean the equipment on a regular basis prolonging its useful life. We have also asked the City to replace the kettle. Ice Machine There have been a number of requests for this addition. At this time we going to evaluate our concession sales and determine if this is a feasible addition to our concessions area.. Cash Register The cash register 24 button keypad has been programmed to reflect our current menu. Utilizing the key pad versus individual entry will 1) make entry quicker and easier for those working and 2) allow us to track our sales by product. This will aIIow us to find out what "hot" and what is not. Hot Cappuccino Dispenser The City has purchased a cappuccino machine for our use this machine has three faucets allowing us to run hot chocolate and cappuccino. CCHA Business Update -- Fundrasing -- FALL FUND RAISER This years major fund raiser will again be Gold Cards. Each participant from Mites to Bantams will be required to sell five(5), $15 packets or buy out for $50. Each Mini-Mite and Girls participant will be required to sell three (3), $15 packets or buyout for $30. The CCHA will hold your check for two weeks to allow you time to sell your packets, each packet will have two Gold Cards, one Mall of America Card and $75 in coupons. ;f an individuals wish to sell additional packets, The CCHA will reduce their assessment by $8 for each packet sold over the required amount. Additional packets can be acquired at registration or from Jan Glover at 368-3208 or Claire Schnurr at 448-2739. For individuals selling additional packets the final settlement will be collected on Saturday, October 4, 1997, from 9:00 am to 11:00 am at the Chaska Community Center Concession area. TEAM SPONSORS The team sponsorship letters have gone out to potential sponsors. The sponsorship fees are $550 per team for Squirts through Bantams and $350 for Girls, Mites and Mini-Mites. Mr. Minger's original response quoted a cost of $93,981.05. Of the 25 items on the change order, approximately one-half required clarification. On Tuesday, August 19, staff met with Mr. Minger to resolve these items. As a result of that meeting, the change order was tightened up. On Friday, August 29, Mr. Minger submitted an adjusted quote of $84,737.15. Staff is comfortable with this pricing. Part B The items required fl)r the construction of Ct)ulter Boulevard are geotextile reinfurcing fabric and concrete headwalls fl)r draintile outlets. The geotextile reinforcing fabric was required due to poor and wet soils encountered ill the major cut section of the project. The concrete headwalls are needed to provide stable outlets f()r thc edgcdrain at the Bluff Creek crossing. Due to a lack of applicants, it was recommended that the city council table this item for two weeks. Prior to tabling this item, city council members asked that a vanety of questions be responded to. My response and recommendation follows. Prior to engaging the community in a park, open space, and trail referendum, the city council approved the completion of a community-wide survey. A section of that survey polled residents on their perspectives on the city. Respondents graded the mayor and city council well above average. "Empowerment, however, proved to be lower than the suburban norm. Residents were also not as complimentary about the values of city services and the efficiency of city spending." Responding to these perceptions, Mr. Steve Glaser, a campaign consultant retained by the Trust for Public Lands, suggested the concept of a Citizen Oversight Committee. The role of this committee is stated on the city's referendum brochure which was distributed to the public. Q. Will money be spent on parks only? Yes, a Citizens Park Oversight Committee will be formed to ensure the funds are spent in strict accordance with the referendum proposal. No funds will be used for other city services or administrative payroll. An independent public audit and annual report of all bond referendum fund expenditures will be required and publicly reported. Mayor Mancino and Councilman Senn received both draft brochure copy and final copy for review prior to publication. To date, four applications for the four at-large positions have been received (see attached). Anne Graupmann has volunteered to serve as the single Task Force representative on the committee. RECOMMENDATION It is recommended that the city council appoint Tony Misslin, Scott Rogneby, Michael Zumwinkle, Bruce Tripper, and Anne Graupmann to the Park, Open Space, and Trail Citizen Oversight Committee. The city council traditionally interviews committee/commission candidates to narrow the field of applicants. With the absence of more than four qualified candidates, the decision to interview is at the council's discretion. The committee's role will be: 1. To ensure that referendum funds are spent in strict accordance with the referendum proposal and that no funds are used for other city services or administrative payroll. 2. To oversee an independent audit and annual report of all bond referendum fund expenditures and to publish the outcome of this report. Biking tracks have been a topic of conversation among our Park and Recreation Commission members in the past. This Conmfission is a seven member group of local residents who advise the City Council on issues pertaining to parks and recreation, I will submit your inquiry to them on September 23, 1997. Upon printing the Commission's agenda for that evening, I will mail you a copy. I encourage you to attend this meeting to discuss your idea with the Commission. Approximately one year ago, a small group of high school students approached the Commission on a similar issue, an aggressive skate park. Today, plans are being made to construct such a facility at City Center Park. Again, thank you for your letter of inquiry. If you are able, please attend the Park and Recreation Commission meeting on the 23rd of September. The meeting starts at 7:30 p.m. and is held at Chanhassen City Hall in the Council Chambers. And now the point. A few days ago my mother told me about all the new land you had bought on & I thought maybe you could develop part of that land in this way. My idea was to build a BMX Track somewhat like the one in Maple Plane. Encase you don't know what a BMX Track is it's a dirt track with jumps for bicycles that are like Mountain Bikes except they have no gears, one handle break & are shorter. You might have seen kid riding bikes like that. 1. I think this track will benefit kids & adults because... 2. It's closer for both kids & adults. 3. Adults don't have take so much time driving there & back & it would be more convenient so adults don't have to plan out all that time driving. 4. Chanhassen has a lot of kids in it's area & I bet most of those kids own a BMX Bike or know what one is or they have a bike that they could ride on the track. 5. I know that kids & adults both are into BMX racing, jumping & tricks so this track would be a lot of fun for a lot of people. I would appreciate if you would consider my idea & please wright back with your comments or ideas. I'm also sending some track designs I thought of. Thanks again.
