GALPIN BOULEVARD PARKLAND MEETING Attendance: Thomas & Darlene Turcotte Tom Bell Cinda Jensen 7240 Galpin Boulevard 7381 Fawn Hill Road 2173 Brinker Street Planned Improvements: Access road, parking lot construction, Phase I playground equipment. Outcomes: Hoisington Koegler Group will prepare plans for the access road and parking lot and bid the work. Neighborhood selected the 5-12 year old age group versus 3-5 year olds for the Phase I playground. Hoisington Koegler Group will prepare a request for proposal package to be mailed to playground representatives. Cinda Jensen believes there would be support for neighborhood installation of the equipment. A variety of park names have been submitted for consideration by the commission. Comments made during the neighborhood meeting were inconclusive, but centered on names which corresponded with adjoining natural or manmade features, i.e. streets, trees, landscapes. Minor modifications to the grading and landscaping plan are being made to address property separation at the park's southern border. Planned Improvements: Phase II Development, playground and initiation of Roundhouse renovation. Outcomes: Investigate: 1. Playground (ages 5-12) is a top priority followed by exterior renovation of Roundhouse. If funds are still available, improve interior of Roundhouse. 2. Additional caution signs at crosswalk. 3. Ability to clear sidewalk along King's Road. 4. Necessity to install fence along the King's Road sidewalk adjacent to the pond. 5. The idea of a half-court basketball pad within the park. 6. Neighborhood installation of the playground. Action Required of the Commission: No additional action by the commission is required at this time. These are file filings I was hoping would be considered during the meeting, ( my lack of Mlowledge of the cost of various projects has biased my opinion): 1. I believe the development of the lake amenities is near the top of priorities. Items such as a satellite (on the lake side of the road) lbr the beach users and fishing dock is close to mandatory. I hope there is sufficient money to get baflu'ooms in file Roundhouse also. :~olher beach item is file installation of a "ban'ier" (low sln'ubs, short fence, etc.) belxYeen the road and file beach. If we have an initial "ban'ier" then it will become a natural habit to go to the cross walk to cross the road. 2. A clean picnic area and picnic tables should be available. I am not sure of your park policy but I personally would like to see a couple of fire rings available. Even a minimal number of tables would help, more can be added when the usage increases. 3. Recommend a fence go up on both the north and south side of the beach, a fence on the north side, west of file road. should be considered sometime in the near fi~ture. 4. I don't have a clue on the cost of playground equipment, but xYe should bare at least some swings flits year, plus what ever more we can afford. 5. I have left out file hockey rip,k, black topping, maybe a ball backstop, because I assume these are veD, expensive and we can get more park interest by getting equipment fllat a higher number of people can use. I definitely want to see at least a sheet of ice and a wamling house available for next winter. Collllllents i I would like to see a sign erected that identifies this as a city park and some basic rules. Rationale for this is-There is a concern about loose dogs, probably because of file way the trail has been abused. People run and walk their dogs along file trail and file dogs are not leashed or under the owner's control. People also let their dogs go up onto lawns which can get a home owner's dog veD' excited--- especially at 6:00 A.M.. Letting their dogs poop (and not picking it up) along and on file trail is also red~ common. I think we should ltv to nip these potential problems right at file start. We offer the following suggestions: 1. Have the name reflect the neighborhood, such as "Meadow Park". Make the park into one suitable for children of all ages and adults, not focus on one specific age group. So we suggest a play area with swings and jungle gym and also areas for older kids and adults, possibly a basketball hoop, tennis court and an open field for frisbee and throwing balls, etc. We have two children, ages two and six. 3. Have enough seating areas and benches with planned shade trees. Have places to park bikes and enough lights so the park can be used after dark. 5. Plan for winter use, such as a small area for skating.
