Stone Creek Park Trail and Bridge Project,
Second Neighborhood Meeting
On Tuesday, March 24, 1998, the Commission held the first neighborhood
meeting on this project. On that evening, several residents residing in The Oaks
voiced their objection to the project. This prompted the commission to table
discussion of the issue until your April meeting. Direction given to staff on the
evening of March 24 was to send notification of the second neighborhood meeting
and prepare a complete report on the project.
On April 1, 1998, a letter notifying residents of the second neighborhood rneeting
was mailed. A copy is attached at the back of this report. Since that time, four
letters of support have been received. All of the letters are from residents residing
in The Oaks development. The letters are attached to this report and carry a
common theme. The trail and bridge were planned improvements prior to
The Oaks development being platted. Residents made buying decisions
based upon this knowledge.
A bituminous trail connection from Benwood Circle to the park was installed
prior to the first new home being constructed in The Oaks. This trail lies within a
20 food wide outlot which was acquired when the Minger Addition was platted.
The sole purpose of this outlot was to allow for this trail connection to occur. A
copy of the plat showing the location of the trail outlot is attached.
A report completed by Paul Page, Park Planning Consultant, describing the
project in detail is attached. Mr. Page's report includes a site description, the
proposed improvements and project budget. The concept of an 8 foot wide
bituminous trail and full span pre-engineered bridge has been abandoned in favor
of a more modest proposal. The improvements described in Paul's report include
a 4'-5' wide crushed limestone trail and an 18' long and 5' wide wooden bridge.
The total estimated construction cost is $17,850.00.
Also attached is a memorandum from Scott Harr, Public Safety Director, in
response to a citizen flyer.

Recommendation:
It is staff's recommendation that the Commission authorize construction of the
Stone Creek Park Trail and Bridge connection to Benwood Circle as detailed in a
report from Hoisington Koegler Group dated April 17, 1998.

Re: Review of issues related to an extension of trail and installation of bridge at Stone Creek Park.
Site Description: The park is 8 acres with approximately 5 of that being wooded. A west branch of Bluff
Creek meanders through the wooded portion of the park, with steep banks along most of the creek. The
creek is approximately 6' to 10' wide as it passes through the park. The remaining open land within the
park is adjacent to Stone Creek Lane East and is developed with a play structure, a hillside slide, and a half
basketball court. There is also a sliding hill adjacent to the basketball court with a large open lawn area
below.
Adjacent land use is entirely single family residential, with relatively new neighborhoods to the north and
south of the park.
Peredominant plant species include White Oak, Sugar Maple, White Ash, Sumac, Buckthom, and Black
Locust. Tree sizes are on average less than 8" in caliper, with some trees along the creek being
significantly larger, in the 20" to 30" caliper range.
There is an existing asphalt trail that begins at the comer of Stone Creek Lane East near the park and
extends easterly to Timberwood Drive. There is also an existing asphalt trail stub from Benwood Circle
extending southerly between two residences at the end of the cul de sac into Stone Creek Park.
Proposed Improvements: The improvements proposed include a walking/hiking trail, a set of timber
stairs, and a small wooden bridge to cross BluffCreek.

bridge to serve as a connection between the neighborhoods of Stone Creek and The Oaks. The trail will
provide opportunity for residents of the area to gain access to the unique qualities within Stone Creek Park,
as well as to connect people north of the park with the recreational resources at the south end of the park.
The alignment shown takes advantage of an existing foot trail along the southern portion within the woods,
and connects to the existing trail stub at the north.
The trail is proposed to be constructed of crushed limestone, and be approximately 4'-5' wide. The overall
length of the trail proposed is 1160'. The trail would be aligned to minimize disturbance to existing
vegetation. Anticipated disturbance to the park for the improvements is relatively minor. Construction will
be contained within the confines of the trail. Excess soil required to be removed for the trail construction
(approximately 50 cubic yards) will be relocated to a portion of the open lower lawn area, and reseeded. A
series of steps are required at each side of the bridge to allow access down the creek bank. The steps are to
be constructed with timber risers and gravel treads. Equipment for construction will be restricted within the
woods to a bobcat, to minimize potential unnecessary damage to the vegetation. Total anticipated tree

removal required for the alignment shown is approximately 18 trees of less than 3" caliper each, and 6
trees of approximately 6" caliper.
The bridge as proposed is approximately 18' long and 5' wide. The deck of the bridge is 2 x 6 cedar with
4 x 4 posts and a simple wooden railing. The three beams are to be 4" x 10" rough sawn cedar, with pins
driven into the abutments for anchoring. The abutments are proposed to be compacted gravel, so no
concrete will be required for the bridge construction. Granite field stone is proposed along both sides of the
bridge to eliminate potential erosion at the bridge abutments. Two small sections of the trail will require
approximately 24" high retaining walls, which are proposed to also be granite field stone (see Exhibit B).
Erosion from the trail construction should be minimal due to the relatively flat grade proposed for the trail.
Where the trail meets the creek bank, a set of timber steps is proposed to transition down to the bridge
crossing (see Exhibit C).
The estimated construction cost for the proposed improvements is as follows:

Dear Sir:
We are writing m response to the letter we received from Mr. Hoffman concerning the Stone Creek Park
trail and bridge. We were surprised to discover that there is opposition to the trail connecting the park to
The Oaks neighborhood since plans for fids trail and indeed the actual beginning of the trail have been
apparent to everyone before buying property in tlfis area. In fact, we saw the connection to the park as well
as the path itself as great selling points when we bought our Oaks neighborhood home. We feel that we
have already voted for the trail by voting yes on the referendum last fall, and we would like to reiterate our
strong support for the park system as planned including the path.
We have three children who already enjoy playing in tile park and look forward to being able to access it
without traveling along Galpin's busy roadway. We will attend the meeting on the 28th of April to lend our
support to file completion of this project.

We are writing in support of continuing plans to create the Stone Creek bridge and trail loop that connects
"The Oaks" with "Stone Creek Park".
We will have lived in The Oaks for three years in August. When we decided to purchase our home in The
Oaks we had been given all the information about the Stone Creek bridge and trail at that time fi.om our
real estate agent, and I might add she was using the trail as a selling point since we have two young
children that will benefit fi.om having access to the park.
The Stone Creek trail loop was also a big part of the reason we voted YES for the Park, Trails and Open
Space Referendum.
Please proceed as planned with implementing the Stone Creek trail loop and bridge. We feel it will be a
great addition to The Oaks.

O~ections to the Stone Creek Trail: Our Response:
The wooded trail location offers a haven for illegal
activity. Public safety officers won't be able to see the
trail or bridge from their cars.
The trail will mostly be used by our own neighbors
and would attract adults - thereby reducing
destructive, unsafe, and illegal activity. Stone Creek
is not a "destination" park (there is no off-street
parking). Ifa car is parked on the street near a trail-
head, it should be a "flag" to neighbors or public
safety officers to check out the situation. Neighbors
should call if they suspect illegal activity.
Plus, after dusk the mosquitos will carry away anyone.
There might be vandalism to the park and homes.
There might not. Currendy our neighborhood has
no vandalism problem, so there is no reason to
expect more in the park or to our homes.
Children may fall from the bridge or trail into the
creek bed.
Our children are already exploring the woods and
creek area. We'd rather have them on a clear paved
trail with a sturdy bridge, than an uneven path and
makeshift bridge or crossing on unsafe ice.
Heavy construction equipment will destroy a
portion of the pristine beauty.
Yes, some destruction of park land would be neces-
sary. However, more trees and habitat were
destroyed by building our homes. Plus, the park is
public land for all to enjoy - not a private view for
landowners along the border.
The trail will threaten wildlife.
Animal movement will not be disrupted. Wildlife
can easily cross the trail. Humans are already explor-
ing the woods and animals have adapted. A paved
trail would guide people and discourage further
trampling of vegetation.
Litter will affect the water quality of the creek.
The alternate route to the park (Galpin Blvd.) also
crosses the creek, so the litter potential is the same.
We'd suggest locating trash cans at trail heads, away
from the bridge or creek.
The Stone Creek trail is not critical to the commu-
nity trail system. A connection already exists
between the Stone Creek and The Oaks neighbor-
hoods.
Trail or no trail, kids will take a shortcut through
the woods to get to the Stone Creek play area. They
won't take the alternate Galpin Blvd. trail that is at
least 1/2 mile longer and travels along a road used
by 18-wheel trucks.
Our money would be better spent improving the
park equipment. ~
Improving the park equipment will make kids want
to go there all the more. So let's build a safe and easy
way to get there. Our neighborhood needs access first.
We want safe access to our neighborhood park. Please proceed with the Stone Creek trail as originally planned

Dear Resident:
On Tuesday, March 24, 1998, the Park & Recreation Commission held a
neighborhood meeting to discuss the Stone Creek Park trail and bridge. A park
plan depicting the approximate location of the bridge and trail is attached.
Construction of this amenity was approved by the Chanhassen voters as part of the
1997 Park, Open Space, and Trail Referendum. The neighborhood meeting
hosted by the commission was called to ensure that area residents had the
opportunity to participate in the planning process associated with this project.
On the evening of the 24th, the commission heard from several residents residing
in "The Oaks" neighborhood who are opposed to the connection trail. As no one
spoke in favor of the project, the commission tabled discussion on this item. A
second hearing on this project will be held on Tuesday, April 28, 1998. Park &
Recreation Commission meetings are held in the City Council Chambers and start
at 7:30 p.m. A staff report presenting background information relative to this

Attached please find a faxed copy of a flyer that has apparently been distributed by
opponents of the trail. As we discussed, I am very displeased that comments I made
during a brief discussion with Mr. Craig Evans were both taken out of context and/or
misstated altogether. While I have not been able to contact Mr. Evans, I advised
another person on their committee that 1 am upset with this flyer.
First, I have absolutely no opposition to the trail. Trails benefit communities.
Second, trails are not inherently dangerous. I have no objection to trails because of
safety concerns.
Mr. Evans asked me to take a position that trails were unsafe and should therefore
not be constructed. I told him I disagreed. I did tell him that visibility is a safety
issue anywhere, but also commented on the benefits of trails being quiet and away
from the hustle and bustle of daily life. I went on for some time with him explaining
that one of the specific uses of our federally funded police position was to obtain
more patrolling in the parks and trails about which we felt very positive. I told him
there are no crime statistics that support the position that trails should not be
constructed because they are dangerous. As far as his quoting me saying "safety
should be a bigger concern than public access" -- ! never said that. Furthermore, I
resent the comment that "it has been observed by public safety officials that the
Parks Commission has not contacted the Safety Commission as often as they should
for input regarding the design and placement of trails and paths." In fact, we deal
frequently, if not daily, with Parks staff on safety issues. Never has the Public
Safety Commission, nor myself, felt the Parks Commission has not requested
sufficient input.
I hope I have clearly stated that I have no opposition to the trail; that 1 see no
unusual safety concerns with the trail; and, very much do not appreciate this gronp
using quotes out of context in the way that they have, and particularly without
cousulting with me before doing so.
