The 1999 Park and Trail Acquisition and Development Capital Improvement Program included $40,000 for the renovation of the Roundhouse. This past month I mailed the attached request fi)r proposal invitation to four firms. The response was clear: $40,000 would not cover the necessary work associated with a complete renovation of the building. Two of the firms, Locus Architecture, Ltd. and JEA Architects, are interested in preparing a project assessment report. This study would provide the Commission with a general overview of the effort required to restore the structure, in addition to a hard cost estimate. Recommendation: The Roundhouse exists as the namesake of Roundhouse Park. Tearing it down does not seem to be a popular option. REQUEST FOR PROPOSAL INVITATION CITY OF CHANHASSEN PARK AND RECREATION DEPARTMENT PROJECT TITLE: ROUNDHOUSE RENOVATION PROJECT DESCRIPTION: Renovation of the former "Roundhouse" residence, located in Roundhouse Park, into a park shelter building. Anticipated park uses include shelter from inclement weather for summer activities, group picnic reservation focal point, and winter warming house. The two-story structure is supported by a masonry block foundation which is in good condition. City crews have removed the majority of the attached interior furnishing. A new electrical service has been installed in the basement. Major components of the renovation include the removal of the second floor, creation of a new roof, entryway improvements, windows, electrical and exterior painting. To maintain budget, some parts of this project may have to be completed by neighborhood volunteers or city workers. BUDGET: All cost less professional services = $40,000 (forty thousand dollars and no 100tbs) SCOPE OF SERVICES DESIRED: Structural analysis, insure conformance to building codes, preparation of basic plans and abbreviated specifications, public bidding, construction administration. As you remember, we received the announcement from Bruce Chamberlain at HKGI. The project appears interesting and definitely unique. We hope we have the chance to work on it with you. Our fee for the assessment of the structure and resulting report would be $1200.00 and include the following: -a meeting at the site with you or a member of your staff(including a partner of Locus and a structural engineer from Mattson/McDonald) -documentation of the building for the purposes of assessment ~a report defining the current condition and proposed budget to rehab the structure The fee could be reduced by $400.00 should the services of a structural engineer be unnecessary. This study will highlight the scope of what needs to be done, including a general cost estimate, to help determine whether the renovation should be accomplished. If the City should go ahead with the renovation using JEA Architects, a portion of the study cost would be credited back to the City at that time. T S Mr. Todd Hoffman Parks and Recreation Director City of Chanhassen 690 City Center Drive PO Box 147 Chanhassen, MN 55317 RFP for "Roundhouse" Renovation MDA Proposal #993-24 Dear Mr. Hoffman: We received the RFP for the "Roundhouse" Renovation Project from Brauer Associates, one of the Landscape Architecture firms with whom we affiliate on projects. They passed it on since the project involves more "architecture" than "landscape architecture". I also spoke with you about the nature and scope of the project a few weeks ago. Although we are very interested in submitting a proposal for the work, the schedule outlined in the RFP, coupled with our current and backlog project workload, does not allow us to do so. We do not want to over-commit ourselves and not be able to adequately provide services for a new client, such as the City of Chanhassen, or for our current clients. In reviewing the RFP, we are also concerned that the amount of money budgeted for the project seems low. We have recently completed, or are currently working on, similar projects for the Superintendent's Building Restoration at Loring Park in Minneapolis, the historic restro0ms at Lake Harriet, the Burwell l!ousc in M[nnetonka, ai~d the Grimm Farm at Crower Park in Chaska. Our experience on those projects indicates that the $40,000 budget probably is low.. We wish you luck on the project. If the schedule or budget changes appreciably and the RFP is re-issued, please let us know. We would be happy to reconsider submitting under such circumstances. pClr~anr~¢~).
