Administrative Report
I am sure you can tell by the past few agendas that the rate of new subdivisions
within the city has slowed. This occurrence should remind us to be thankful for
the development dollars received to date, and to save for future projects. The
Park and Trail Dedication Fund balance currently stands at S1,200,000.
Other news, in no particular order, includes:
Community Park Projects Put to Bed: The contractor has been paid all
but a $6,500 retainer. Spring will see both City Center and Bandimere
Parks full of activity. I remain concerned about the vehicle access to
Bandimere Park.
Asphalt Maintenance: You may have noticed that a variety of trails,
parking lots, and tennis courts have been resurfaced these past couple of
weeks. This work ensures that our original investments are preserved.
Skate Park: The Skate Park has seen consistent activity, with 30-50 users
per weekday and 60-100 on weekends. The hehnet rule compliance has
been approximately 90%. I have received some foul language fi'om users
when approaching them about the rules.
CiD' Center Park Hockey Boards: The first set of hockey boards will be
constructed after November 1st. The city council elected to move the
construction of the second set of boards up to 2001 in the Five Year
Capital Plan.
South LRT Trail: The pedestrian trail connection on Pioneer Trail has
been completed and is now paved. The city council has also approved the
south LRT route as a snowmobile trail for the 1999/2000 snow season.
The local snowmobile club has been put on notice that time is running out
on in-town snowmobile trails.

Minnesota Recreation & Park Association Annual Conference:
Tracy, and I will be attending the state's annual park conference in
Mankato on November 3-5.

Botcher will review with the city council our annual operating budget at a
work session on November l, 1999. I will be present to represent the
budget.
