However, the response to the park's entrance off of Hwy 101 has been nearly the opposite. The park's entrance/exit is located at a point which requires that drivers pay close attention to the traffic movement. This expectation does not always occur, and with the volume of traffic entering the park, too many incidents of inattentive driving have occurred. Staff has responded to this issue by first placing a temporary median in the park's entrance. This median is intended to direct southbound cars entering the park. The median requires drivers to travel past the knoll in the road prior to making a left-hand turn. In doing so, the driver can assess whether or not oncoming traffic is present prior to turning. One shortcoming of this temporary median is that cars have been observed entering the park through the outbound lane or exit. This action puts drivers at risk for a collision. Responding to this behavior, the City asked that WSB & Associates re-design the park's entrance to address these driver behaviors. The attached plan does an excellent job in controlling traffic flow at the entrance to the park. In addition to a permanent median, an outbound "pork chop" median has been added to block southbound traffic from turning too soon. These barriers, combined with additional signage mhd pavement markers, should prove to be a significant improvement for the park and its users. Staff has also been in contact with the Minnesota Department of Transportation to inquire about the possibility of a painted or permanent median with a turn lane. MnDOT's response was that they wanted to see how the city improvements worked prior to considering improvements of their own. Our project plans have been delivered to Ingram Excavating for pricing.
