P, ouv. dilousc Pavilion Renovation On February 27. 2001. tile Park & Recreation Commission received a directive fi'om the City Council to review the Roundhot~se prqject for financing and renovation options. In response to this. the commission instructed staff-to investigate seven options ibr renovating thc Roundhouse. Thc results of investigation l. Do Nothing Estimated Cc, si: This option puts thc pro. jeer op. hold fo~ 8 ft. high chain link fence would be erected around the building mitigate lead-in paint hazards and vandalism. Positives: Low cost, strnctt|rc remains intact. Negatives: Structure remains a liability, unsightly, serves no purpose. and only postpones project. 2. Demolish the Roundhouse Estimated Cost: $10.000 The City park crew would be called upon to demolish the structure, haul tile remains to a landfill, and backfill the void left fi'om the basement. Positives: Low cost, clears park of a structure that is currently unsightly. Negatives: Structure is gone; backfill void would be prone to settlement. 3. Complete Minimum Improvements Estimated Cost: $30,000 The fiat roof the Roundhouse has failed. It is structurally unsound with a pronounced sag in the center. The temporary roof tarp has been made to drain by placing a series of pallets and tires underneath it. The exterior of the building is painted with lead-in paint, which is in need of encapsulation. A bare bones approach to preserving this structure would Park & Recreation Commission March 16, 2001 Page 2 include the following elements: interior demolition and clean up, roof framing, roofing, and exterior painting. The existing window and door openings would simply be boarded over and painted. Positives: Preserves the Roundhouse, improves its appearance, stops degradation. Negatives: Windows are simply boarded up, exterior is painted--not clear coated, no functional use. Demolish and Replace with New "Post and Slab" Park Shelter Estimated Cost: $50,000 The City park crew would be called upon to demolish the structure, haul the remains away to a landfill, and backfill the void left from the basement. Demolition would be followed by the construction of a new "post and slab" park shelter, similar to those constructed at Meadow Green and North Lotus Lake Parks. Siting of the new shelter would either be west of the existing Roundhouse, or on the site of the Roundhouse. Situating the new shelter in the same spot as the Roundhouse would require special backfilling measures to prevent settlement. Positives: The cost is still less than the bid to renovate; liability of the Roundhouse is gone; new structure is built. Negatives: Roundhouse structure is gone, no utilization as a winter warming house. Enlist a Neighborhood Volunteer Brigade Estimated Cost: $50,000 or less One or more residents willing to manage the project would need to come forward at the neighborhood meeting. This manager would then enlist other neighborhood residents to participate in the project. Their varied talents and trades, in combination with some sub-contractor work, would be organized to produce a renovated Roundhouse. To comply with state bidding laws, the manager could invest up to $50,000 in cash in the project. Positives: High level of neighborhood control over outcome, feeling of neighborhood ownership, structure is saved and renovated into a usable summer and winter shelter. Negatives: City "control" over final product is minimized. Park & Recreation Commission March 16, 2001 Page 3 Work with a Local Contractor Estimated Cost: $50,000 At the time the Roundhouse pro~ject was initiated, state bidding laws required any public project over $25.000 be competitively bid. To accomplish this, a set of construction plans and specifications was required. The city hired Locus Architecture to prepare these documents. Subsequently, the architect hired an engineer to study the structural integrity of the building. The outcome of this process a thick and relatively complicated set of plans and specifications fi'ightened off local contractors. Ah. the beauty of public bidding laws that are intended to save money! Since that tilne, the upper limit for investing in city' projects without a public bid has been raised to $50,000. This new law' allows the city to solicit quotations up to $50,000 fi'om local contractors for fixing up the Roundhouse. In an effbrt to stretch this budget amount, neighborhood volunteers could pertbrm some or all of the demolition work prior to the contractor coming on board. Positives: Reasonable cost. neighborhood involvement in the pro. ject. Roundhouse structure would remain, could be used for a summer and winter park shelter, and improved appearance. Negatives: The "finish" of the final product would be compromised due to budget constraints, the possibility that the money may run out prior to completion, aud considerable neighborhood and city labor required. 7. Enlist the Assistance of a Local College or Trade School To date, nay inquires in this area have resulted in r!o leads. The packet is about to go out, and I don't have time to prepare a response to include in the packet to this issue. However, I want to give you my thoughts. (As part of my review it was indicated that my opinion on more issues was desired by some Council members, so I am trying do that in an appropriate fashion.) First, the original budget for the project was $80,000. We have bid this project twice, and have yet to get close to $80,000. That being said, you would have to amend your capital budget to make this go as recommended by the P/R Commission. Secondly, and maybe to me the bigger issue, is this really worth spending $125,000 on? Nowhere in the packet provided do I see a reason WHY we should save this structure and spend $125,000 on it. Maybe I'm missing something, but if we need a warming house (which assumes the continued provision of ice at this location) or other public space there are other ways to do it more economically. I don't know what other value it adds to the greater community. It is located in a physically remote portion of our community, and the utility of this structure is debatable. In the greater scope, if you were to spend $125,000 in a neighborhood park, is this how you would spend the money and is this where you would spend it? Do you want to save the money for a future investment(s) in a park(s)? Certainly, if the Council desires to do this project staff will make it happen. However, I want to make sure you all are aware of my concerns, questions, and position. Respectfully, I do not agree with the recommendation of the P/R Commission. The 8 acre site.is located at the northwest intersection of Minnewashta Pkwy.. & Kings Rd. The "~'ound house" On the property will be. renovated as a warming house/ 'park bui.lding. The land for this park was.acquired from Harstad Companies' az a condition of approval for their Oaks at Minnewashta development. Harstad dedicated 1.8 acres of land and th~ city purchased the remaining 6.2 acres at a cost of $186,000. The money· used to finance this purchase was 'collected from park dedication fees. These fees .are paid on new residential, commercial, and industrial 'construction.' STONE CREEK PARK NEIGHBORHOOD' INSTALLS PARK Members of the Stone Creek Park Neighborhood took it upon themselves to coordinate the installation of playground equipment at Stone Creek Park. Ten to fifl:een neighbors' conducted a series of meetings to inter~iew playground vendors and select a design. The group increased their bu~,ing ~'power by volunteering-to install the equipment. The neighborhood completed their project on August 5-7. Representatives of Flanagan Sales and the Chanhassen Park & Recreation Dept.'assisted with the coordination 'of this project.. Select the equipment. Make the recommendations back to the commission in May. Manders: Yeah that. Roeser: That'd be staff doing that, right? Berg: Got a second? Howe: Second. Manders moved, Howe seconded that the Park and Recreation Commission direct staffto prepare bids for Galpin Boulevard Park. All voted in favor and the motion carried. ROUNDHOUSE PARK, REVIEW PARK MASTER PLANS AND DEVELOPMENT SCHEDULE. Todd Hoffman presented the staff report on this item. Paul: ...qualified and most eager to work on this Roundhouse is Tim Mackowain...park related construction... Hoffman: We've also noted that Shel Hannafin, that she has some architectural experience and we'd certainly involve her in that process. Berg: Anything else Paul? Paul: No. We touched on the focus of... Roeser: So you want to get it looking good first, right? Paul: Yeah. Berg: Is there anyone in the audience that would like to make any, do you have any. Come up to the microphone please and. Tom Lano: Tom Lano of 6991 Country Oaks Road and I'm a resident right behind it. I was at that meeting with Todd and I think it was a great meeting that we had. A lot of concerns and a lot of people came to it. Myself, personally I've been watching this park for the last 6 months of living there and Todd mentioned about the snow removal of the sidewalk. That was one of my comments simply because there's a lot of people that walk and use this park. I get up at 5:00 in the morning and I see people walking diligently around this one mile track from the parkway and back. And what I notice is a lot of people do is, they're walking out on Kings Road. Country Oaks...from here all the way down. It's pretty dark I noticed, more and more, and people wear reflective things and when it's not plowed they're walking out on the road. My feeling is, and I Park & Rec Commission Meeting - March 24, 1998 don't know Todd you did talk with the lighting inside for a night light or something like that but i'd like to see lighting on that road to, for safety. Pretty important. And knowing that you're going to be starting to do a lot of finish off on sodding...underground to make sure that that gets finished off too. Not only that, the lighting in the parking lot there, I noticed come in and they'll drive in and it's pretty dark, especially in the winter time when you're going to do the skating thing. It gets dark early real quick. There's no lighting at all and I think with an 8 acre park and a lot of money put into it, you should have this thing lit up for safety purpose because 5 and 12 year old people are coming in and important on the safety issue there. Roeser: The rink is going to be lit isn't it? Paul: It would be, yes. Berg: Where are we in terms of power access in terms of lights along Kings Road there or along the driveway or in the parking lot7 Are we talking a major expense? Hoffman: We can work on the lighting in the parking lot. There'd be no problem with lighting. On Kings Road, that was addressed as a part of the upgrade of the road and omitted by the engineers and City Council. I don't kmow what the reasons on either side were but the road is newly upgraded and lighting was not considered as a part of that upgrade so. ?ll research that and respond to Mr. Lano. Howe: How is to start plowing the sidewalk? We don't have any equipment to do a 5 foot sidewalk? Hoffman: We have to transport. Howe: A Bobcat or something. Hoffl-nan: Yeah, I'm not sure...Bobcat onto that sidewalk. Dale and I, Dale Grego~, our Park Foreman, Park Superintendent, talked last year and it's a difficult stretch. Probably there and the original installation, if we were going to plow that, it should have gone to a trail or an 8 foot concrete sidewalk. Let me explore the possibilities. Even a Bobcat is going to be too wide. Manders: Wouldn't we, I mean aren't there other sidewalk situations like that in the city? How do we address those? Hoffman: Not very many. We don't plow sidewalks in residential areas. Trails for the most part. You'll see in Eden Prairie, Edina and other cities that do plow their sidewalks, they buy an implement specific to it. In the early winter or the late winter or early spring, you get the uneven ground underneath that sidewalk and you start driving a Bobcat on there and pretty soon you've broke. Heavy equipment is not ideal for it. We'll investigate that. It makes good sense to include it as a part of the... Berg: Commissioner comments or questions. Mike, do you want to start7 5 Park & Rec Commission Meeting - March 24, 1998 Howe: No, it looks good· If the residents are behind it, I think that's wonderful. Manders: I had a couple things. Talking about that trail linkage around there· Can you go over that again. I guess I'm just, the linkage, how does the trail...established there and how does that link into whatever else? Hoffman: ...this area was deleted and a lot of discussion about the crossing. Where would the formal crossing take place and we concluded that it needed to take place... We know if there's going to be dual activities, it's going to be picnic, play area, beach. So if you're having an activity here and you want to get to the beach... When you get in the field it becomes quite apparent.., and this trail here did not make sense ....trail out here and a T connection and then they can walk down and... Manders: Is there any fencing or anything else to do that? Hoffman: We talked about a split rail fence through here... We had this as really the trail focal point because it is also a crossing. The trail is on the east side of the parkway at this location. It crosses over and then goes north. So anybody coming from the south will just have a direct linkage straight on to the... If they're coming from the north, they'll come down here and again have to make that choice. Are they going to cross...bikes, strollers, wagons involved...obviously they're most likely going to make a choice to go down here to the controlled crossing... Manders: How do you get down to the beach? Is it back up towards the middle there as opposed to down by Kings Road? Hoffman: The beach? Manders: Yeah. Hoffman: Manders: Right here. So the access to it is right about there? Hoffman: A really complete access has very little space between the road...allows access to the roundhouse building for warming house and other activities... And then here is another internal trail which people find very attractive. The plan is on the outside of this trail to allow that vegetation...natural and to continue that around the corner around the private property... Inside the trail we'll mow that area. It also allows access to that open space. Manders: Are there any other linkages to the neighborhood? Hoffman: We looked at one offofthe north here. It was never included... Howe: What type of fence are we looking at up here? Was it a chainlink or what? Park & Rec Commission Meeting - March 24, 1998 Hoffman: This would be 6 foot black chainlink. We talked about at their home.., quite a bit of vegetation right now... Berg: My questions too. Manders: Then the other question I had was on the pier. Is that like a temporary pier like Lake Ann where you take it out in the winter time? Hoffman: You take it out and then we'll push it sideways up against the beach so in the spring if we get, depending on which way the wind's blowing, the ice will come offand it comes off our direction and that pier is sitting out there in this type ora location, often times that ice will pick it up and push it right across the road. So we take those out, there's two pins on the outside. You pull those. Disengage the footing in this location and then lay it sideways onto the beach and if the ice pushes it up, it will push it... They're floating piers with galvanized steel and treated lumber. Berg: Slick as a whistler. Hoffman: They're very nice and we should be out into deep enough water that, so if there's minimal so...at least that's what Nancy Wenzel reported. I asked her, well are we going to catch any fish off of that pier? She said well I can catch them off my dock so catch them off the pier. Berg: Excited to see this taking shape. Hoffman: ...and I talked to another resident today who lives, orjust purchased their lot back in the trees and I told him the story about that's where originally they xvanted the park to go and he's... 100 times nicer. Berg: Do we need a motion to formalize the bidding process? Hoffman: Yep, for the playground. Berg: ...that motion. Manders: I don't know what to formalize. Hoffman: Authorize bidding for the playground. Manders: Identify the 5 to 12 and kind of similar to. Hoffman: Yep. We'll call back the neighborhood and have them... Do we have to wait until then? Hoffman: What I proposed is that we take the program reports and any administrative presentations to fill in the space. I would think we're going to have some, I've got Jerry and Patty, they have things they need to join us. I can take care of some administrative presentations and hopefully fill in that time. We're most likely going to get some neighbors...they want to see it and that is one of the groups that installed their playground here last summer and they're very interested in coming back and working with...and their park's just about done. You can see it out there as you drive by on Powers. The grass needs to grow but all the beautiful trees went in last fall as a part of the Erhart tree donation of 1997. Down in the low end we did a lot of grading there but that's going to allow to grow back... I'd also like to take the opportunity to introduce Ed Neu. Ed is our...student with the department for the next 12 weeks and I'll let him go ahead and introduce himself and give him a little background. Give the commission a little background. Ed Neu: My name's Ed Neu and I'm a student at Mankato State University and this is the last requirement I need for graduation is a 12 week practicum. I chose Chanhassen for a couple of reasons. Todd had taught administration class last... (There was a tape change at this point in the discussion.) ADMINISTRATIVE REPORTS: UPDATE OF RECREATION SECTION OF THE COMPREHENSIVE PLAN. Hoffman: ...as a part of the, there was a historic meeting, the Council and the planners met about thc, tl~ey took all the historic downtown district. The Pauly's site. The Kenny's building. St. Hubert's and one of the Planning Commission members made a note, you know for all that area has to offer, there's really a limited amount...the Kenny's building is not important... However taking a look at the brick homes in our community that remain, the houses that we had along Lyman Boulevard in the agricultural that we have. She saw...and if we don't make an effort to get that into some kind of a formalized plan, they'll just... Manders: In some of the vein with some of the older homes south. "006 Proposal for Architectural Services Roundhouse Park Renovation Dear Todd, We are pleased to offer this proposal and are looking forward to working further on the Roundhouse Park structure, The following proposal outlines our services and resulting fees, as well as the services and fees for engineering services. 1 have included a copy of the engineering proposal we received from Marrson/MacDonatd lnc, It describes their scope of'work and special conditions for the project. Any work performed outside the stated scope of' work for architectural or engineering services will be billed at the hourly rate. The scope of work for the project includes the renovation of the roundhouse structure within Roundhouse Park. The investigation prepared in July of 1999 is an integral part of this proposal as it describes the current state of the structure at the time and outlines the intended use of the structure. We assume, in this proposal, that there has not been significant changes in either the condkion of' the structure or the scope of the renovation. We will work for a fixed fee of seven thousand five hundred dollars ($7,500.00). This work shall include: 1) An initi,"d planning meeting/site visit with you, 2) schematic design. 3) a second meeting to review the proposal with you, 4) our revisions and 5) a set of construction documems and abbreviated specifications. We will also assist you at one meeting during the biddin~negotiation phase. Any drawings for, and presentations made to, individuals or groups other than you would be considered additional services and, thus, not included in the fixed fee. Also, I have separated out the construction observation phase as an item payable on an hourly basis, also not included in the fee. The fee for engineering services (in addition to architectural services) will be fixed at $3,600.00, including construction observation. PRELIMINARY INVESTIGATION AND CONDITION REVIEW Roundhouse Structure Roundhouse Park Chanhassen, Minnesota July 20th, 1999 SCOPE OF THE WORK On July 8th, Paul Neseth (Locus Architecture, Ltd., architect) met with Todd Hoffman (City of Chanhassen, Parks and Recreation Department) and David MacDonald (Mattson MacDonald, Inc., structural engineer) to assess the condition of the existing Roundhouse structure on the site of Roundhouse Park, adjacent to Lake Minnewash~ The purpose of the visit was to observe the existing condition of the building, consider the proposed plans for renovation and adaptive reuse and provide an opinion on the cost and extent of work most likely required to stabilize the structure and allow the safe furore reuse of the building. The visit was intended to be a cursory review of the existing building. An exhaustive inspection was not performed. The observations were limited to the extent necessary to form only general preliminary opinions and recommendations. BUILDING CONDITION The building is a wood stave and hoop silo/water tower that was converted into a residence with the addition of windows, doors, interior floor levels and a full basement. The building has been leR unoccupied for a period of time and all interior spaces have been subjected to severe water penetration. The water has caused considerable damage to the interior finishes and furnishings, but at this time does not appear to have adversely affected the main building structural system or foundations. The wood used in the existing building is of extremely high quality. It is generally old growth timber, and is not extensively available in the market today, with the exception ora few quality timber salvage suppliers. These suppliers salvage their material from older buildings, or recover lumber from lake, river and stream bottoms. The material is generally of a superior quality to that found at lumberyards, and priced accordingly. The staves in the Roundhouse building are most likely douglas fir and much of the material is vertical grain lumber from old growth forests. The intrinsic and historic value of this material is noteworthy. The building is configured sufficiently for reuse as a shelter and warming house. We see no monumental problems associated with the layout. Demolition Second Floor Deck The deck is constructed of 2 X 12 douglas fir framing members with IX material for sub-floor. All of this material should be removed carefully, taking pains not to damage the exterior wall structure or the material being removed. Reuse of the 2 x 12s for the construction of the entry canopy roof will be beneficial in lowering the overall cost of the project. Exterior Paint The exterior is coated with numerous layers of paint which have been applied over several decades. We are assuming that some of this paint contains lead, and thus, must be removed with care. Sandblasting the exterior will most likely be the most effective solution in removing all of the paint. Care must be taken to prevent any potential lead from becoming airborne or being left behind on park grounds. Care must also be taken in order to protect the surface of the wood fi-om pitting, as the fir is a fairly soft surface. Roof The roof has failed completely both as a watertight membrane and as a structural element. The roof fi.ming sags considerably toward the middle of the building and water that has ponded on the roof pours into the building. The roof membrane and roof structure should be replaced completely. Removal of the roof should be done in such a manner so as not to harm the remaining building. Any reusable material should be salvaged to reduce the overall cost of the project. Interior Finishes The interior finish on the perimeter walls is 3A" thick tongue and groove douglas fir. The quality, again, is superior to that which is commercially available today and should be protected and let~ in place. All of the other interior finishes should be removed fi.om the building in a manner which will allow them to be used in the future. The quality of the material used in the stair to the second floor is superior. Basement Partitions The basement is divided into two rooms, one large room which houses the utilities for the building and another room which is a bathroom. All of the partitions on this level should be removed to make room for future utilities and storage. None of this material is likely to be salvaged for future use. ~¥isting VP?ndows All of the windows should be removed in a manner which allows those which are in good condition to be salvaged. Some windows are damaged and should be discarded. Second Floor Door The door should be removed and discarded. The remaining opening will be resized for a new window. First Floor Door The entrance door should be removed and discarded. The opening will need to be altered to allow for an accessible door. Repair / Reuse Foundation Floor The foundation for the building is a 12" masonry wall built to approximately the same radius as the building above. The foundation appears to be of newer construction than that of the building above and appears to be in good to very good condition. The foundation walls extend to about 16" above grade level and there are two basement windows. There was no evidence of serious cracks, bowing or settlement of the foundation walls. The foundation walls and footings appear to be performing satisfactorily. Due to the presence of considerable moisture within the building it was not possible to determine if water penetration through the foundation walls was a problem. First-Floor Deck The re-use of the first floor structure, provided future investigation is consistent with our findings, will be very advantageous for the type of use the City of Chanhassen is considering. The material is durable enough to withstand heavy use and thick enough to accept several re-sanding/finishing treatments. It is conceivable that no finishing would be acceptable since the material would accept the patina of use very well. The first floor consists of tongue and groove timber decking spanning across the circular structure. There are two steel channels acting as intermediate supports under the decking. This floor structure has become saturated with water and has buckled severely. The high moisture conditions have also caused surface rusting of the steel members below this floor. It appears that the floor structure is sound and in good to fair condition. The water penetration has not as yet had an adverse affect on the condition of the structural elements. However, if this condition is left unattended for any period of time, rotting and irreversible deterioration will occur. It is not likely that the existing floor structure will be capable of supporting the 100 psflive load requirement (per Uniform Building Code) for public space without additional reinforcement. Exterior Wails The exterior of the building is built with wood plank "staves" - most likely bevel trimmed - possibly tongue and groove, and held together with iron hoops that circle the building at various levels. This is typical silo or water tank construction that is built in the same fashion as an old barrel. It appears that not all of the staves or vertical planks are l?om the same original tank. It also appears that the iron hoops were moved and re-positioned to accommodate doors, windows and to possibly coincide with the second floor level. The exterior members appear to be in good to very good condition. There appears to be no rotting occurring in the wall structure, however, we should expect that some rotting or sub-standard wood will be uncovered in the demolition process. We expect that the quantity will be minimal. The existing windows and doors have minor affect on the stability and integrity of the structure. If no more substantial openings are required, it is the opinion of Dave MacDonald that the building is not threatened by maintaining the current openings. Dave MacDonald was concerned with the method that was used to transfer the wall loads to the foundation walls. It appears that the full load of the roof, upper floor and walls is transferred to the first floor decking t?om a small notch in the wall members. Dave did not consider this an acceptable condition and this detail would have to be addressed in the renovation phase of the work. A steel angle should be added to the base of the building to improve its structural integrity. Due to extensive weathering, the exterior walls will need to be stripped or sandblasted. The opening of the £zrst floor door should be expanded to accommodate a larger accessible entrance. Utilities The building is currently provided with both gas and electrical utilities that are reported to be in full working order. There are currently bathrooms in the structure, however, it is our opinion that accessible restrooms in the renovation would use too much of the square footage available. Thus, we suggest that no restrooms be relocated in the building. New construction The roof's profile is a prominent feature of the building. The current flat roof system is not appealing or structurally efficient. It is our opinion that a roof structure that has more of a presence would be beneficial to the visual quality of the building. A pitched roof would have more ora profile and also be consistent with the former, rural nature of the area. The interior roof structure, if leR exposed, could also be a strong feature of the interior of the building. It must be designed to carry 40 psf snow load as required by the Minnesota State Building Code. This can be accomplished with conventional dimension lumber fi'aming. Windows Insulated wood windows will provide the building with durable and Iow maintenance apertures while keeping costs to a minimum. Trim will appear on both the interior and exterior sides of the windows. New doors and windows should be sized to fit in the existing openings. Enlargement of the existing wall openings should be avoided. Also, we do not recommend increasing the number of wall openings. We understand that it may be necessary to widen the first floor entry door opening slightly to accommodate handicap accessibility requirements. It did not appear that this would have a serious affect on the structure. New lintels may be required for any larger window or door openings. At the time of our visit it was not possible to determine if any lintel of any type was provided at any existing openings. Depending on the size and location of the future window and door openings, it may be possible to re-position the steel hoops around the building to a more symmetrical (i.e. preferable) configuration. Access Ramp/Site Work There are currently two steps up to the door on the exterior. The grade of the site will have to be modified to allow easy access to the existing door for wheelchair accessibility. New Heating System The suggested use of the building in the winter is that ora warming house for a skating rink. A new heating system should provide the house with a minimum year-round temperature of approximately 55 degrees. Electrical (lighting / ceiling fan) Ventilation and air stratification will be controlled via a ceiling fan. Entry. Canopy A new entry, canopy is not necessary for the structure, however, it would provide cover over the door. New beams, columns and footing under the first floor It is the opinion of Dave MacDonald that additional steel supports and columns in the basement may be needed below the existing floor structure. This may require additional new small footings below the basement floor. Re-positioning of the steel hoops and modification of the hoop in line with the door opening. The steel hoops on the perimeter may need to be adjusted to provide a more efficient structure. Additionally, the hoop currently penetrated by the first floor door will have to be adjusted to accommodate the larger door. Rebuild Basement Stairs The foundation floor is acceptable for the new utilities and also for general storage for the park and shelter. Seasonal storage of chairs, benches, tables, etc. would be accessible through a trap door located in the same position as the current stair. No extensive re-fi.ming would be necessary. The existing stair would need to be re-fi.amed; however, the service nature of it would not require a finished treatment, but rather one which simply meets code. Steel Angle As indicated above, the support of the building on the foundation walls is suspect and should not remain as it is currently. Dave MacDonald would recommend that a new bent plate or steel angle be placed around the interior of the building on the floor, Lag bolts should be installed into the vertical wall staves and anchor bolts should be extended into the foundation wall, Basement Windows There are currently two basement windows which should be replaced with glass block units with venting. This would provide a greater degree of security for the building while maintaining the light and venting options of the windows. ENGINEER'S SUMMARY It is Dave MacDonald's opinion that the existing structure is in good to fair condition. With mediate attention to the problem of water leakage into the building, furthex threat of deterioration of the slzucture can be eliminated. The building appears sound and stable at this time. Minor deficiencies were noted during this cursory review and it is not unlikely that additional minor deficiencies will be found during demolition and cleaning of the interior spaces. There was no observed evidence of serious deficiencies or deterioration that would make the adaptive re-use unfeasible for this structure. ARCHITECT'S SUMMARY We believe that the existing structure in Roundhouse Park has substantial value as an architectural element. Both the existing materials and the history of the building are irreplaceable. The plan of the building is perfectly suited for the suggested use and would also be conducive to future adaptation. Miracle Recreation was chosen from a group of five companies to provide a playground for children, ages 5 - 12. A future Phase II will accommodate children ages 3 - 5. An investment of $25,000 is being made in the Phase I playground. To get the most "bang for the buck," the option of coordinating a neighborhood installation was selected. By utilizing volunteer labor, the neighborhood receives $2,500 - $3,000 more in equipment. An installation schedule of August 13th and 14m has been selected for your project. Tom Lano, 6991 Country Oaks Road, 470-8734 (evenings/weekends), has graciously volunteered to act as neighborhood coordinator. Please call Tom if you are willing to work a shift. In addition, let him know what tools or equipment you are able to provide. A list of needs is attached. Mr. Ron Otto will be on site both days acting as the manufacturer's representative. He is responsible for coordinating the job. The Park and Recreation Department will provide an equipment operator, a bobcat with auger, and the other tools noted on the sheet. We are also responsible for coordinating the border and resilient material installation. Final grading and seeding of the entire park will follow by mid-September. Unfortunately, due to a busy spring and delays due to storm damage cleanup, we were unable to seed the park this spring. Repairs/refurbishments to the Roundhouse itself may be delayed until 1999. Both groups selected Miracle Recreation of Minnesota as the company with the best proposal. The Roundhouse playground design is attached. The neighbors along Galpin Boulevard are still working with Ms. Brenda Wenner, consultant and designer, on their plan. If approved, these will be the first Miracle Recreation systems purchased and installed by the City. Previous to this most recent bidding process, Miracle Recreation was not on our bid list. RECOMMENDATION It is recommended that the Park and Recreation Commission approve the selection of Miracle Recreation of Minnesota as the approved supplier for the Roundhouse and Galpin Boulevard park playgrounds in the amounts of $25,000 and $20,000, respectively. Both of these projects were included in the 1997 referendum. The restoration of the exterior of the round house was also ordered completed. The Phase I playground will include equipment designed for children ages 5-12 years of age. A future Phase II will address the needs and skills of children ages 3-5 years. This important distinction was agreed upon at a neighborhood meeting held at City Hall on March 15, 1998. On Monday, May 11, 1998, proposals will be received for the playground's design. An investment of 525,000 is being made in the first playground phase. Paul Paige, the City's park consultant on this job, and I will be hosting a neighborhood meeting at City Hall, 690 City Center Drive, on Tuesday, May 12, 1998 at 8:30 p.m. allowing residents the opportunity to select their favorite design. Proposals are being solicited from five companies. Upon selecting one of the proposals, the neighborhood's recommendation will be forwarded to the Park and Recreation Commission on May 19th tbr confirmation. The equipment will be ordered shortly thereafter, focusing on a mid to late July installation. At present, the playground's installation is planned to be accomplished as a neighborhood project. A labor pool of 10-15 volunteers working two 6-8 hour days is needed. Are you willing to assume the role of a installation volunteer.'? We will assemble a list of volunteers at the May 12th meeting. Cinda Jensen believes there would be support for neighborhood installation of the equipment. A variety of park names have been submitted for consideration by the commission. Comments made during the neighborhood meeting were inconclusive, but centered on names which corresponded with adjoining natural or manmade features, i.e. streets, trees, landscapes. Improvements completed to date include overall site grading, parking lot construction, and installation of the beach. Amenities already scheduled for this spring include the completion of the internal trail and installation of the fishing pier, landscaping, and seeding. The fishing pier has been acquired through a cooperative grant with the Department of Natural Resources, and will be installed south of the beach. A neighborhood work session to discuss the next steps in the park project has been scheduled for Thursday, March 5, from 7:30 - 9:00 p.m., at City, Hall in the Council Chambers. Items to be discussed that evening include the future of the "roundhouse," ideas tbr the park's playground, and schedule. Time will also be set aside for residents to discuss other areas of interest. The newly acquired park site in the West Lake Minnewashta area is located at the northwest intersection of Minnewashta Boulevard and Kings Road. All voted in favor and the motion carried. RECEIVE PROPOSALS FOR PROJECT ASSESSMENT REPORT: THE "ROUNDHOUSE". ROUNDHOUSE PARK, 3950 KINGS ROAD. Todd Hoffman presented the staff report on this item. Lash: Would it be possible for them when they give us this to, I mean I think we're all prepared for the fact that it will probably be coming in over the $40,000.00. Would it be possible for them to break it down in some way where it could be like a Phase I, Phase II kind of thing. So that we could look at it smaller increments that might be more affordable for our. Hoffman: Ol<ay. Manders: Yeah, interior, exterior. Lash: However, I don't know. Howe: Todd realistically, how much can we expect the volunteers to do on this? I know there's a group there on that Kings Road that would work on this, right? Hoffman: Yes. Howe: That's way out of that league. Park & Rec Commission Meeting - May 25, 1999 Hoffman: If we're talking an $80,000.00 project, they can probably influence maybe $5,000.00 of that project. Give or take. Not a major, if they wanted to take it on as a neighborhood project. Give them the money, then you can take. In any project like this, especially in the small projects, materials and supplies is going to be well over half of the budget and so there's going to be $50,000.00 in materials and supplies going into that thing and maybe $50,000.00 or better in labor. If you were willing to give the project to the neighborhood, you could probably knock that percentage off of a construction job but you're not going to find a neighborhood that's willing to take $50,000.00 worth of material and turn it into a professional job. That's unrealistic. Lash: Would you or this outfit be able to also give suggestions of what type of things the neighborhood volunteers could do? They could paint. They could landscape work I would imagine. I don't know what other kinds of things. Karlovich: It's the normal like everyone wants to refurbish their homes. Does that make it any more expensive that the question? Lash: You mean as opposed to ripping it down? Karlovich: Ripping it down and starting over. Is that cheaper? Just looking at that foundation, it's in bad shape. Hoffman: Well the foundation, yeah the windows has holes in it. The foundation is essentially sound. You can rip that structure down and build new for $80,000.00 or less, depending on what you want to build. You could spend additional dollars. It's all centered around the Roundhouse Park name and the landmark and those type of things. Anytime you tear a structure down to that point, you know you're not going to be left with much. That's why the Phase I, Phase II, inside, outside really doesn't work. Let's say you take the roof off, you take the windows out, you take the second floor out. Inside is outside, outside is inside. There's no difference. You know you've got to build a new roof on it and there's really a tough, there's a difficult line that you try to decipher between Phase I and Phase II. You know one neighbor keeps bugging me, he'd just like me to go out there and paint it green. Or brown. And I'm saying well, unless the commission directs me to do that, I'm not going to throw a few thousand dollars away. Lash: Well it needs a whole lot more than paint. Hoffman: Yeah, that's just a temporary measure. Throw away measure. Take away the... Lash: Anyone else have thoughts? Howe: Well I think we should go ahead with this and see what they come up with. Don't you? For $1,200 bucks or $800 bucks. I mean see where they stand. Manders: I don't think we can make any kind of decision without this evaluation .... decision would be over...but I think this would support it. 2 Park & Rec Commission Meeting - May 25, 1999 Franks: Have we worked with Locus before? Hoffman: No. Franks: When I was looking over the letters that they sent, the one from JEA. I didn't like the price that they submitted compared to the price that Locus submitted but they were certainly more thorough and more complete and they were very up-front in stating that there might be other types of services that would be needed and then here's the menu option of the hourly rates for these services. I'm just wondering if $1,200 actually buys us something that's going to be useful. Or is that just, we're going to need to add onto that $1,200 with the Locus Company also to get that useful document that we could maybe get from JEA. Hoffman: I'll ask them to clarify that. It wasn't my impression. Locus came recommended by Hoisington-Koegler Group. Paul Page who worked on the neighborhood park projects. I sent them the RFP. They said we're not really architects. We're landscape architects so here's a finn that we work with in our business. It's a small finn. Two gentlemen. Came highly recommended. But I'I1 talk to them about that. I'll ask specifically. I think the engineers support...that structure so I don't know that we want to take that out of there but I'll ask them for $1,200. Before we sign that, just spell out a little bit more in detail. Lash: Okay, can we have a motion? Manders: I'd move that we pursue the proposal for $1,200 evaluation for Roundhouse Park for whatever amount it comes to... Lash: Is there a second to that? Franks: I second. Manders moved, Franks seconded that the Park and Recreation Commission recommend the City retain the firm of Locus Architecture, Ltd. To complete an assessment of the Roundhouse, project. AIl voted in favor and the motion carried unanimously.
