Flagpole and Picnic Area at Lake Ann Park
The City of Chanhassen has had a great working relationship with the
Chanhassen Lions Club. We have worked with them on many noteworthy
projects including the Lake Ann ball field lighting project and will also be
working with them on the dedication the monument sign at field #4 at Lake
Ann.
Mr. Paul Palmer, a Chanhassen resident and member of the Lions, has
proposed a project to install a flagpole and picnic area at Lake Ann Park, near
the small concession building by fields #4 and #5. First of all, I would like to
thank Mr. Palmer for his hard work in developing the plan. In reviewing the
Master Plan for Lake Ann Park and this particular area, it is important to
assess the merit of this project. The area that Mr. Palmer has identified may
be suitable for a flagpole only, but not a picnic a~'ea. The space is very small
and I have concerns that if the City approved this plan, spectators using this
area may be hit by foul balls coming from fields #4 and #5. I am also
concerned about hot grills being located so close to the playground equipment
as it could be a potential hazard with wandering children. Additionally,
excavating in this area would be difficult, even though it's only approximately
400 square feet, as many electrical, phone, and irrigation lines pass directly
through this area. I would be hesitant to disturb and cover this area because of
the potential future problems that could occur on one of these utility lines
mentioned above.
As I stated earlier, the flagpole may be an option for this area and it would be
a relatively easy project to take on. As you may remember, there used to be a
flagpole at the entrance to Lake Ann Park for many years. In recent
conversations with park maintenance staff, the flags were stolen frequently,
even though the ropes were only accessible by ladder. The concession area is
isolated and I need clarification from Mr. Palmer that if for some reason the
flag does get stolen, who will be responsible for replacing it. Also, when the
flag is weathered and worn out, who would be responsible for replacing it?
Additionally, flags that fly 24 hours a day require a source of light on them.
Power could be obtained from the concession building and a photocell light
could be mounted on the roof.

Looking at Mr. Palmer's plan, it appears that an area electrician is donating
time to perform this task, and the light, breakers, and wiring will cost
approximately $200.00.
Again, I would like to thank Mr. Palmer for developing and submitting this
plan. I wanted to express my concerns about the project as presented.
STAFF RECOMMENDATIONS:
Staff does not recommend approval of the picnic concept of this plan, but does
recommend approval of the flagpole project as presented by the Chanhassen
Lions Club. The City would need clarification on who is responsible for
replacing stolen and worn out flags.
