A growing MEMORANDUM TO: Kate Aanenson, Planning Director FROM: Matt Saam, Assistant City Engineer/~'L~D DATE: June 29, 2004 SUB J: Private Development Traffic Study Policy PW236C Since this item was last discussed by the Planning Commission (PC) in fall, 2003, staff has further refined the proposed traffic study policy. The previous proposal contained the following rules/requirements: Hire a traffic engineering consultant to perform a traffic study. The developlnent applicant will be required to escrow with the City 110% of the cost for the traffic study. 2. Traffic studies will be required to obtain a minimum of 48 hours of existing traffic data roi- the area/intersections in question. o In addition to normal staff review of the traffic study, staff will also review City records for existing traffic count data on the area in question. This comparison with City data will help ensure that the existing traffic data is accurate. Based on comments received from the PC and traffic engineering consultants, staff is proposing the following revised rules: 1. Same as above. Traffic studies will be required to obtain a minimum of one weekday's AM (6:00 AM - 9:00 AM) and PM (3:00 PM - 6:00 PM) existing traffic count data tbr the area/intersections in question. This data cannot be obtained on weekday holidays. For developments where school-related traffic is expected to be affected, the applicant must obtain existing traffic data during a calendar school year (September-May). 3. Same as above. The main revision to Item No. 2 above deals with the time of day the traffic is collected. After discussing this with a traffic engineering consultant and reviewing other studies, it appears that the most significant times of day roi' traffic data collection are the morning and afternoon rush times. It is these times that are looked at for level of service reviews and for intersection improvements (i.e. turn lanes). Of course, certain developments may require additional counts of 48 hours.
