SUM 2004 08 24 CHANHASSEN PARK & RECREATION COMMISSION SUMMARY MINUTES TUESDAY, AUGUST 24, 2004 PROJECT TOURS: At 6:00 p.m., the Commission and staff participated in tours of the new Bandimere Park playground, Holiday Inn Express trail construction, Highway 41 trail construction, and Lake Ann Park playground project. As a part of the tour, the Commission enjoyed a picnic supper at Bandimere Community Park. Chairman Stolar called the regular meeting to order at 7:40 p.m. in the City Council Chambers. MEMBERS PRESENT: Commissioners Stolar, Spizale, Dillon, Scharfenberg, Murphy and Kelly MEMBERS ABSENT: Commissioner Atkins STAFF PRESENT: Todd Hoffman, Park & Recreation Director and Jerry Ruegemer, Recreation Superintendent APPROVAL OF AGENDA: The agenda was approved as submitted on a motion made by Scharfenberg and seconded by Spizale. PUBLIC ANNOUNCEMENTS: Park and Recreation Director Hoffman made an announcement concerning the September 26th Chanhassen Day at the Minnesota Landscape Arboretum. VISITOR PRESENTATIONS: None APPROVAL OF MINUTES: Commissioner Spizale made a motion to approve the Park and Recreation Commission minutes dated July 27,2004, as presented. Commissioner Murphy seconded the motion and all voted in favor. NEW BUSINESS: Establish 2004/05 Ice Skating and Hockey Rink Program: Commissioner Scharfenberg made a motion to approve staff s recommendation that warming houses be maintained at the Chanhassen Recreation Center, City Center Park, Roundhouse Park and North Lotus Lake Park for the 2004/05 skating season. Rinks at these locations will include: '" Chanhassen Recreation Center: Two hockey rinks and one pleasure rink. '" City Center Park: One hockey rink and one pleasure rink. '" Roundhouse Park: One pleasure rink. '" North Lotus Lake Park: One hockey rink and one pleasure rink. PARK & RECREATION COMMISSION SUMMARY MINUTES AUGUST 24, 2004 PAGE 2 Further, that the above designated rinks with warming houses shall be permanently established and only deviations will necessitate bringing this item back to the Park & Recreation Commission. Commissioner Murphy seconded and all voted in favor of the motion. OLD BUSINESS: Recommendation Concerning Dog Park Proposal at Minnewashta Regional Park, Carver County Parks: Commissioner Dillon recommended that the City Council include a $20,000 contribution in the City's 2005 Park and Trail Capital Improvement Program to be used towards the creation and opening of an off-leash dog park at Minnewashta Regional Park. This contribution to Carver County Parks be contingent upon the receipt and authorization by the City Council of a joint powers agreement between Carver County and the City of Chanhassen concerning the proposed off leash area. Commissioner Murphy seconded the motion and all voted in favor. REPORTS: Staff reports concerning the upcoming Dave Huffman memorial 5K race and fall recreation programs were presented to the Commission. COMMISSION MEMBER PRESENTATIONS: The Commission reported on the success of the Miracles for Mitch Kid's Triathlon and requested that staff invite Mr. Tony Schiller to a future meeting. Commissioners requested that staff continue to investigate possible locations within the city's park system for a Frisbee Golf Course. ADJOURNMENT: Commissioner Kelly moved and Scharfenberg seconded to adjourn the meeting. All voted in favor and the meeting was adjourned at 8:30 p.m. T odd Hoffman Park & Recreation Director
