REGULAR MEETING
SUMMARY MINUTES
SEPTEMBER 28, 2004
Chairman Stolar called the meeting to order at 7:30 p.m.
MEMBERS PRESENT:
Glenn Stolar, Jack Spizale, Steve Scharfenberg, Ann Murphy,
Paula Atkins, Tom Kelly, and Kevin Dillon
STAFF PRESENT:
Todd Hoffman, Park and Rec Director; and Jerry Ruegemer,
Recreation Superintendent, Susan Marek, Rec Center Manager, and Dale Gregory, Park
Superintendent
APPROVAL OF AGENDA:
Spizale moved, Murphy seconded to approve the agenda
amended to include an Eagle Scout presentation by Josh Iskierka under visitor
presentations. All voted in favor and the motion carried unanimously.
PUBLIC ANNOUNCEMENTS:
None.
VISITOR PRESENTATIONS:
Josh Iskierka described his proposed Eagle Scout project constructing two benches in the
Bandimere Community Park playground area. Commissioner Spizale questioned what
type of finish would be used. Commissioner Scharfenberg asked for clarification on
which Bandimere park location was being discussed.
APPROVAL OF MINUTES:
Kelly moved, Scharfenberg seconded to approve the
Minutes of the Park and Recreation Commission meeting dated August 24, 2004 as
presented. All voted in favor and the motion carried unanimously.
2004 LAKE ANN CONCESSION/BOAT RENTAL EVALUATION.
Jerry Ruegemer presented the evaluation for the 2004 Lake Ann concession/boat rental
season noting that because of the cool weather, revenues were down from previous years.
Commissioner Dillon asked if staff could be more proactive in sending staff home on
days with no revenue. Chairman Stolar stated he liked the format of the report and
requested the same for next year.
2004 DAVE HUFFMAN 5K RACE REPORT.

Jerry Ruegemer presented an update on the race which was held September 11 and
asked for commission feedback. Commissioner Dillon suggested defining the kids ages
better. Commissioner Atkins stated this course was tougher than the course she ran the
next weekend at the James Page Beer Run, and suggested the city use kilometer markers.

2004 HALLOWEEN PARTY PREVIEW.
Jerry Ruegemer presented the staff report on the Halloween Party. Staff will e-mail the
commission with volunteer sign-up and information.
REC CENTER REPORT.
Susan Marek presented the report on the Rec Center.
PARK AND TRAIL MAINTENANCE REPORT.
Dale Gregory presented the report on park and trail maintenance. Commissioners had
questions regarding Dutch elm disease and progress on the playground equipment
replacement.
COMMISSION MEMBER COMMITTEE REPORTS.
None.
COMMISSION MEMBER PRESENTATIONS.
Chairman Stolar asked each of the commission members to provide their thoughts on
what was discussed at the joint meeting with the Park and Recreation Commission and
City Council. The dog park was discussed at length and it was decided to establish a sub-
committee to investigate the issue further. They also discussed the farmers market and to
reviewing current recreational programming within the city.
ADMINISTRATIVE PACKET.
Todd Hoffman noted the information on the blue bird houses at Lake Ann.
Commissioner Kelly brought up the issue of the park shelter usage.
Kelly moved, Atkins seconded to adjourn the Park and Recreation Commission
meeting. All voted in favor and the motion carried.
