The topography is characterized by rolling terrain with portions of five wetlands on site. Elevations range from just under 990 feet above MSL in the southwest corner to approximately 1084 in the central portion of the site. The slopes are generally to the west, south and the southeast. Portions of the site have recently been farmed. Other areas contain houses, outbuildings, woods and five wetlands. The soils of Wetlands 2, 3, and 4 are Hamel loam, which is a SCS type C soil. The remainder of the site consists of type B soils composed of Kilkenny-Lester loams, Lester-Kilkenny clay loams, and Terrilloam. A storm water pond exists in the northern part of the site, which was constructed for the Highover development. This pond empties into Wetland 3 to the southeast and will be retained. PROPOSED DEVELOPMENT The proposed development consists of 59 single-family lots and four outlots. Three of the existing homes will remain in the development. JUSRISDICTIONAL BODIES AND REQUIREMENTS The City of Chanhassen and the Riley Purgatory Bluff Creek Watershed District (RPBCWD) have review jurisdiction over storm water runoff from proposed development at this site. The RPBCWD requires water quality treatment meeting NURP standards for new development of this nature. This will require treatment ponds with dead storage volume equal to a 2.5-inch, 24-hour rainfall on the tributary area. Distances from pond inlets and outlets shall be maximized and a basin shelf with a width of ten-feet and one-foot deep below the normal water level is recommended. The City of Chanhassen requires rate control for the 10-year and 1 DO-year, 24-hour storm events. Peak discharge velocities from outlet structures are to be five feet per second or less. EXISTING SITE DRAINAGE PATTERNS Currently there are five wetlands on or partially on the eastern half of the site. The wetlands drain to the southeast and south. In addition, portions of the site sheet drain to the south and west. PROPOSED ON-SITE STORM WATER MANAGEMENT The design goal of the proposed drainage plan is to follow the existing drainage patterns, provide water quality treatment and provide rate control to limit the rate of runoff to the current conditions. We have designed three ponds to provide treatment and rate control. Storm water runoff analysis was performed with a HydroCAD® model and a NURP pond spreadsheet for ponding design and a storm sewer pipe spreadsheet for pipe sizing (see attachments). The on-site storm sewer piping has been design to handle a 10-year, 24-hour storm event except for those portions providing rate control (see attached calculations). The ponds have been designed to NURP pond standards. The ponds will have maximum 3:1 side slopes above the normal-water-Ievel (NWL) and a ten-foot bench below the normal water level with a ten-percent slope to a depth of one foot around the entire pond. Below the bench the slopes will be 3:1 maximum to the bottoms. Because of the size and shape of the ponds, their average depths do not meet the 4-foot NURP requirement. The site has three proposed ponds where most of the runoff is directed. The North Pond exists and was built to serve the Highover development. We will be adding additional tributary area to this pond as well as a second outlet since it appears it would overtop in a 1 DO-year, 24-hour storm. The North Pond will have plenty of treatment capacity to meet NURP standards (see attached calculations). The Southwest Pond will treat runoff and provide rate control from the southerly extension of street "B". It will outlet to an existing wetland flowing to the south. The Southeast Pond will take runoff from the easterly extension of Gunflint Trail and the southerly portion of Highover Drive as well as from the central portion of the project. It will discharge into Wetland 2, which has an outlet to the west. All the ponds will have submerged outlets for skimming of floatables. The attached Runoff Comparison spreadsheet summarizes the flows from the site for the 10-year and 1 DO-year, 24-hour storms. The existing 10-year storm has 28.9 cfs peak discharge while the proposed will be 29.2 cfs, which is a variation of less than 1.1-percent and within the margin of error for the models. The existing 100-year storm has 92.7 cfs peak discharge and the propose will have 55.9 cfs, thus meeting the requirements of the City.
