Administrative Packet Administrative Packet FIELD SCHEDULING PROCESS MEETING MINUTES - SEPTEMBER 30, 2004 Prcsent: Todd Hoffman, Jeny Rucgemer, Tammy Abrahamson, Tom Redman, Kathy Skinner, Jaime Nothwehr, Greg Shank and Gay Mattson (Paul Reimer could not attcnd but will be updated) · Greg Shank framed the meeting and stated the goal of the meeting was to improve the field scheduling process within the communities serving District 112. · Clarification was made that we were talking about allocation of all fields and not just fields owned by the School District. · The following were the issues identified by Community Education: 1. Fair allocation for all groups requesting fields 2. Consistent and open process for requesting and scheduling fields 3. Expressed need for process to change 4. Trust building between associations and schedulers 5. "District-wide" designation for access to District 112 fields 6. The need to be inclusive of all user groups 7. The need to use a meet and confer process that is inclusive 8. Groups submitting rcquests to multiple providcrs · Greg talked about ajoint park and recreation scheduling process that community ed. was proposing. · Todd said he thought we should be looking at improving the existing process rather than a new solution. He said he did not think requests being taken by any one of the park and rec. departments would work. · It was determined that the three park and rec. departments were alrcady doing something similar to what was proposed with the cxception of the one stop application. They will continue this process and will include Gay in the combined park and rec. scheduling meeting and the meet and confer as the representative of District 112 field ownership. The park and rec. departments will also work on common field application deadlines. District 112 will also communicate to thc public the deadlines and procedures. · Todd said there are perceived inequities in the agreements already in place. We will continue to review the present procedures, guidelines and agreements to determine how the process might improve. · It was agreed that periodic meetings such as this should be held to enhance communication and ensure ongoing improvements to the process. Cathcart Park is a neighborhood park owned by the City of Shorewood, but located within the corporate boundaries of Chanhassen. Convenient access to the park is provided by the proposed sidewalk connection along Pipewood Lane connecting with Cartway Lane. No parkland dedication is recommended as a condition of this plat. Full park fees shall be collected at the rate in force at the time of final plat. COMPREHENSIVE TRAIL PLAN This property abuts the Hennepin County Regional Railroad Authority Light Rail Transit Corridor. Currently this corridor is managed by Three Rivers Park District as a regional trail with an aggregate surface. Access to the trail from Hidden Creek Meadows is provided by the proposed sidewalk connections to Pipewood Court and Cartway Lane. COMPREHENSIVE TRAIL PLAN A section of the city's Comprehensive Trail Plan parallels this property at its eastern boundary. The trail constructed in 1998 is situated on the east side of Galpin Boulevard at this location. A second section of the city's Trail Plan is located just to the south along Lake Lucy Road. Sidewalk connections to the Galpin Boulevard trail are indicated on the proposed plan. A sidewalk connection to the south, adjacent to Manchester Drive, should also be included in the development plans. The west side of Manchester Drive is the best route for this sidewalk and would require extension of the walk through the existing right-of way to Lake Lucy Road.
