Code Amendment to Chapter 20-615 to Amend Lot Width
Requirements in the Residential Single Family Zoning District
BACKGROUND
As the staff has discussed with the Planning Commission over the last several
months, there is a concern over the minimum lot width in the Residential Single
Family Zoning District (RSF).
The current standards of the RSF district have been in place since 1998. At that time
the standard home included a two-car garage with a variety of home styles including
split entries, ramblers and two-story homes. Today, the predominate style in the
single-family detached housing district is a two-story home with a three-car garage.
Because homes have gotten bigger and more expensive and most of the homes in this
zoning district have a three-car garage, the 90-foot lot width requirement is not
sufficient for most homes.
Notice of the zone changes was sent to a number of the developerslbuilders currently
working in the city.
ANALYSIS
Following is a random sample of single-family detached housing throughout the
community.

From this sample there is limited numbers of home built less than 75 feet in width. It
appears the average house length is 55 feet and a typical garage is 22 feet in width.

Using this assumption, a 77-foot long house needs lO-foot side yards; therefore, a
minimum lot width would have to be 97 feet. A 97-foot wide lot is a minimum and
this leaves no room for expansion or alteration. Because of the number of cul-de-sac
lots in the City, staff recommends that the lot width of 100 feet be measured at the 30-
foot front yard setback.
RECOMMENDA TION
Staff is recommending that the minimum lot width in the RSF District be changed
from 90 feet to 100 feet at the 30-foot front yard setback. Lots of record created prior
to the adoption of this ordinance are exempt. Attached is the ordinance for the
amendment.

AN ORDINANCE AMENDING CHAPTER 20
CHANHASSEN CITY CODE
LOT WIDTH REQUIREMENTS
THE CITY COUNCIL OF THE CITY OF CHANHASSEN, MINNESOTA ORDAINS:
SECTION 1. Section 20-615 (2) of the City Code, City of Chanhassen, Minnesota, is hereby
amended to read as follows:
The minimum lot frontage is ninety (90) feet, except that lots fronting on a cul-de-sac "bubble"
or along the outside curve of curvilinear street sections shall be one-hundred (100) feet in width
at the building setback line. The location of this lot is conceptually illustrated below:

Sec. 20-615. Lot requirements and setbacks.
The following minimum requirements shall be observed in an "RSF" District subject to
additional requirements, exceptions and modifications set forth in this chapter and chapter 18:
(1) The minimum lot area is fifteen thousand (15,000) square feet. For neck or flag lots,
the lot area requirements shall be met after the area contained within the "neck" has
been excluded from consideration.
(2) The minimum lot frontage is ninety (90) feet, except that lots fronting on a cul-de-sac
"bubble" or along the outside curve of curvilinear street sections shall be ninety (90)
feet in width at the building setback line. The location of this lot is conceptually
illustrated below.

(3) The minimum lot depth is one hundred twenty-five (125) feet. The location of these lots

(4) The maximum lot coverage for all structures and paved surfaces is twenty-five (25)
percent.
(5) The setbacks are as follows:
a. For front yards, thirty (30) feet.
b. For rear yards, thirty (30) feet.
c. For side yards, ten (10) feet.
(6) The setbacks for lots served by private streets and/or neck lots are as follows:
a. For front yard, thirty (30) feet. The front yard shall be the lot line nearest the
public right-of-way that provides access to the parcel. The rear yard lot line is to
be located opposite from the front lot line with the remaining exposures treated
as side lot lines. On neck lots the front yard setback shall be measured at the
point nearest the front lot line where the lot achieves a one-hundred-foot
minimum width.
