Thank you for your 2005 Minnesota Recreation and Park Association (MRPA) membership. Since 1937,
MRPA members have dedicated their time and energies to enhancing the parks and recreation field in
their communities and in the state of Minnesota.
MRPA's website - mnrpa.org - is the organization's primary communication tool. The site has a
members' only section, which contains membership and vendor information (you can search by name),
and a resource library containing recent surveys conducted.
The online membership directory is also located within the members' only section. This publication is
divided into the following groups: agency, board/commission, corporate, professional, student, and
retiree. Each group has been formatted into a PDF document which is available to download and print.
The MRPA newsletter, Member Connection, is distributed quarterly via email. The publication is also
posted within the members' only section of the website. Please contact me if you prefer to receive your
newsletter via postal mail.
Also, the state's legislative session is underway. MRPA's lobbyist continues to advance the Association's
legislative platform. An enclosed brochure outlines this 2005 platform.
There are several ways for you to become involved in MRPA: sections, committees, workshops, special
events, and conferences. Contact information is listed online for each section and committee chairperson
if you're interested in becoming involved in a certain section or committee.
Members are the heart of our organization. Members are the reason MRPA exists. We strive to meet
members' needs as we work to further the role of parks and recreation throughout Minnesota's

Residents responded to a question about the level of additional property taxes they would be
willing to pay to purchase lands in Carver County. About three in ten respondents (29%) offered to
pay no additional property taxes, while 31 % offered to pay between $1 and $40 in additional
property tax per year for the purpose. of purchasing lands in the county. No comparisons between
survey years were available.

Those responding to the survey were asked whether they had visited each of three different Carver
County parks in the past 12 months. lake Waconia Park was visited by about half of respondents
(46%) in the last year. About two in five respondents (44%) reported visiting lake Minnewashta
Regional Park and about one-fifth of respondents (22%) said they had visited Baylor Regional Park
in the last 12 months. No comparisons between survey years were available.

Request for Subdivision with Variances, Fox Den; Applicant:
10 Spring, Inc.
I have reviewed the application for Fox Den, a proposed subdivision with
variances located north of Fox Hollow Drive, west of Highway 101 and south of
Pleasant View Road. The following conditions regarding parks and trails apply to
the application:
COMPREHENSIVE PARK PLAN
This site is wholly within the neighborhood park service area of North Lotus Lake
Park. This park offers a wide variety of amenities induding tennis courts, ball
fields, a children' splayground, picnic shelter, lighted hockey and open skating
rinks, open space and a walking trail. Residents of Fox Den will access the park
via Fox Hollow Drive. It should be noted that sidewalks are not available in Fox
Hollow. No additional parkland dedication is required in this area of the City;
therefore park dedication dollars will be required in lieu of land dedication (6 lots
X $4,000 per lot = $24,000).
COMPREHENSIVE TRAIL PLAN
Three ofthe six lots (4, 5 and 6) have direct access to a section of the city's
comprehensive trail plan. This eight-foot wide city trail is located parallel to State
Highway 101 on the eastern edge of the subject property. The other three lots will
access the trail via Fox Drive and Fox Hollow Drive. No additional trail
construction is being recommended as a condition of this development.
