Special Joint Meeting with City Council
December 20, 1984
CALL TO ORDER
Vice - Chairman Whitehill called the
Present were Commissioners Swenson,
Bohn was absent. Also present were
Watson, City Manager Ashworth, City
Worrall.
APPROVAL OF MINUTES
meeting to order at 7:35 p.m.

Robbins moved, seconded by Swenson, to approve the minutes of the
November 15, 1984 meeting. All voted in favor and the motion
carried.
PRESENTATION OF PROPOSED REDEVELOPMENT PROGRAM TABLE - BRAUER AND
ASSOCIATES, LTD.
John Worrall presented the proposed time table for the redevelop-
ment design project. Discussed were the existing goals and
objectives, the findings, possible funding sources, market iden-
tification, and the process and strategy for the design project.
Worrall explained the format of the invitation, agenda and
discussion guide to be used for the Public Forum on January 15,
1985. The HRA then discussed the appropriate people to contact
regarding the Public Forum. It was agreed that all downtown
businessmen, the Chamber of Commerce, homeowners associations,
service clubs and churches would be contacted. Flyers would
distributed to area residents in and around the downtown area.
The HRA also decided to hold the Public Forum at the Dinner
Theater.
? PROFESSIONAL SERVICES AGREEMENT -
The Board discussed various issues regarding the Dorek /Baden
Proposal for the reuse of the old Instant Web building. Mayor
Hamilton suggested that various aspects of their proposal had to
be discussed. The Board agreed to talk with Dorek /Baden.
City Manager Ashworth presented the Professional Services
Agreement with Public Private Ventures. He explained that the
City has retained the services of Public Private Ventures, Inc.
to work with staff in structuring a deal for the redevelopment
contract of the old Instant Web building.
Whitehill moved, seconded by Robbins, to approve the Professional
Services Agreement with Public Private Ventures, Inc. All voted
in favor and the motion carried.

APPROVAL OF BILLS
Horn moved, seconded by Robbins, to approve payment of the listed
bills. All voted in favor and the motion carried.
Swenson moved, seconded by Robbins, to adjourn the meeting at
9:24 p.m. All voted in favor and the motion carried.

MEMORANDUM

SUBJ: Presentation of Findings of Public Forum
John Worrall will summarize and present the findings of the
Public Forum which is intended to be held on January 15, 1985.
John wanted me to remind the Council and HRA members that they
are encouraged to attend; however, as "citizens and not as
officials ".
John has also informed the City that he will be taking another
position in Austin, Texas at the beginning of February. The
contract with Brauer and Associates approves funding for services
through the Public Forum and the HRA meeting. While staff is
disappointed that John will not be continuing as the Project
Manager for the Downtown Project, we remain confident in the
expertise that can be provided by Brauer and Associates. Should
the HRA decide to proceed with the next step of the strategy for
the Downtown Redevelopment, another project manager must be
chosen. Three employees from Brauer and Associates will be pre-
sent at the meeting for your interview and selection. Resumes
and other background information will be provided and distributed
to you the night of the meeting.

SUBJ: Instant Web Facility
This item has been scheduled for discussion so that the HRA is
kept current on the existing uses occurring in the Instant Web
facility and recent events pertaining to the Dorek /Baden Proposal
for reuse of the building. The HRA should also be aware that the
City Council at their January 7, 1985 meeting discussed several
items with Dorek and Baden such as parking, size of the building,
value of the property, etc. Minutes of that meeting are not yet
available, however, Councilwoman Swenson and Councilman Horn
would be able to update the HRA on that discussion.

SUMMARY OF FIRE CODE VIOLATIONS
DUANE HARTER AUCTIONS, 581 WEST 78TH STREET
JANUARY 10, 1985
1. All accumulated waste material, specifically in the back
room, must be removed pursuant to Uniform Fire Code (UFC)
Section 11.201(a).
2. All heat appliances shall be guarded pursuant to UFC Section
11.404(a). All heat appliances shall be vented according to
UFC Section 11.404(c).
3. Post signs indicating exit doors - UFC Section 12.104(d).
4. Exits must be provided in accordance with UFC Section 12 and
have panic hardware installed pursuant to UFC Section 25.106.
5. The walls of exit passageways shall be maintained without
openings other than required exits - UFC Section 12 -112.
6. Exits shall be illuminated when building is occupied - UFC
Section 12.113(a).
7. Smoking and non - smoking areas will be designated per UFC
Section 13.101 and 13.102.
8. Any decorative material will be made of non- flammabie or
treated material and maintained as such - UFC Section
25.103(a).
9. Distance to nearest exit shall not exceed 200 feet - UFC Section
25.107(c).
10. Occupant load will be posted per UFC Section 25.114.
11. Two fire extinguishers 2AIOBC to be posted in conspicuous
places - UFC Section 10.301(a).
12. Extension cords will be used only in accordance with UFC
Section 85.106.
13. The refrigerator will be moved to allow appropriate access
to electrical panel per UFC Section 85.108.
