This letter is to inform you that, after having reviewed the submittal materials, we find the application to be incomplete. Therefore, we cannot schedule you for a public hearing until all the information is provided. The following items need to be addressed with any subsequent submittal. 1. The existing concentrated flow condition is not addressed in the model. 2. The existing and proposed drainage condition is not being contained within any drainage easement. The submittal does not show that there is adequate separation, vertically or horizontally, between the high water level within the drainage way and the low floor building elevation on the proposed Lot 2. This existing drainage must be accommodated for within a drainage easement and in a manner that provides adequate protection from flooding and erosion. It is likely that this will require adjustment of lot lines. 4. The wetland drainage is being routed into the biofiltration feature. This water is not in need of treatment. 5. The model indicated that drainage area P4 will be routed to the proposed biolfiltration feature. This does not appear to accurately reflect the proposed conditions. 6. The model does not use an appropriate curve number for the wetland area. 7. The model does not consider the drainage way as a reach. 8. The model assumes an exfiltration rate of 0.60 "/hour. The nearest boring logs indicate a profile of (CL) sandy lean clay or lean clay with sand to a depth of 21 feet. The Minnesota Stormwater Manual indicates this to be a D soil with infiltration rates as low as 0.06 "/hour. Even if soils corrections were to be provided, it seems unlikely that this area could achieve infiltration rates in excess of 0.2 "/hour. The plans indicate, as evidenced by note #2 on sheets 2 and 3, that the lots will be custom graded. Given the sensitivity to the drainage patterns and storm water treatment, custom grading is not appropriate. The wetland delineation performed for the Arbors was performed seven (7) years ago and, with the development of the Arbors, conditions have significantly changed in that area. In addition, there is no clear evidence as to the extent of the wetland review area. At a minimum, the original boundary will need to be staked and reviewed for accuracy. 10. Canopy coverage for this property appears to be close to 100 %. For a low density subdivision the tree preservation requirement is 55% of the total coverage. From looking at the grading plan, preservation appears to fall far short. They will need to try to meet the minimum requirements. 11. The tree preservation area proposed does not adequately protect the forested parts of the lots. The proposed conservation easement is not acceptable. At a minimum the rear 50 -70 feet of each lot should be covered by a conservation easement. The boundary should more closely follow the grading limits. 12. Provide hard coverage calculations based on the preliminary grading plan for each lot. 13. The house types for Lots 2 and 3 should be designated as side walkouts (SWO) and Lot 5 should be designated a side lookout (SLO). Once you have assembled the information and revised the plans as appropriate, please resubmit you application.
