PRC SUM 2014 04 22 CHANHASSEN PARK AND RECREATION COMMISSION REGULAR MEETING SUMMARY MINUTES APRIL 22, 2014 Chairman Kelly called the meeting to order at 7:30 p.m. MEMBERS PRESENT: Cole Kelly, Steve Scharfenberg, Elise Ryan, Brent Carron, Jim Boettcher, Rick Echternacht, Jacob Stolar and Tyler Kobilarcsik MEMBERS ABSENT: Luke Thunberg STAFF PRESENT: Todd Hoffman, Park and Rec Director; Jerry Ruegemer, Recreation Superintendent; and Mitch Johnson, Recreation Supervisor PUBLIC PRESENT: Todd & Misty Luecke 8788 Bellevue Court Ron Kleve 7307 Laredo Drive Chairman Kelly congratulated Tyler Kobilarcsik on his appointment to the commission. NOMINATION AND APPOINTMENT OF 2014/2015 CHAIR AND VICE-CHAIR. Carron moved, Boettcher seconded to appoint Cole Kelly as Chairman for the 2014/2015 year. All voted in favor and the motion carried unanimously with a vote of 8 to 0. Ryan moved, Scharfenberg seconded to appoint Brent Carron as Vice-Chairman for the 2014/2015 year. All voted in favor and the motion carried unanimously with a vote of 8 to 0. APPROVAL OF AGENDA: The agenda as approved as presented. PUBLIC ANNOUNCEMENTS: None. VISITOR PRESENTATIONS: Todd Luecke, along with his wife Misty Luecke, provided background information on the William’s Wings Foundation and outlined their proposal for the Chanhassen Angel of Hope statue. Commissioner Carron asked for clarification of what is proposed to be paid for by the Foundation, if lighting is included and the statue material. Commissioner Echternacht asked for further clarification on lighting. Commissioner Ryan asked how the site was chosen and how many other statues are in the state of Minnesota. Commissioner Scharfenberg asked how repairs and ongoing maintenance would be handled. Chairman Kelly asked for clarification on who would be in charge of running the annual vigil. Commissioner Scharfenberg asked staff to explain how the Santa Vera site was selected and associated work that might need to be done by the City. APPROVAL OF MINUTES: Echternacht moved, Boettcher seconded to approve the verbatim and summary Minutes of the Park and Recreation Commission meeting dated March 25, 2014 as presented. All voted in favor and the motion carried unanimously with a vote of 8 to 0. Park and Recreation Commission Summary – April 22, 2014 CITY COUNCIL APPOINTMENT OF STEVE SCHARFENBERG, BRENT CARRON, LUKE THUNBERG TO THREE-YEAR COMMISSION TERMS; AND TYLER KOBILARCSIK AND JACOB STOLAR TO ONE-YEAR COMMISSION TERMS. Chairman Kelly congratulated Steve Scharfenberg, Brent Carron and Luke Thunberg to their 3 year commission terms and Tyler Kobilarcsik and Jacob Stolar to their 1 year commission term. ESTABLISH DISCUSSION TOPICS FOR APRIL 28, 2014 JOINT MEETING WITH CITY COUNCIL. Chairman Kelly discussed ballfield lighting, Bluff Creek Drive trail extension, and pedestrian trail to the Arboretum. Todd Hoffman mentioned how residents are enjoying the Rice Marsh Lake trail loop. Commissioner Ryan suggested expansion planning for Bandimere Park should be discussed. Chairman Kelly concurred that Bandimere Park expansion is a hot topic and the commission would like to get feedback from the council on their thoughts. Commissioner Boettcher suggested breaking up the presentation into 3 categories: future projects, Bandimere Park and recent accomplishments. RECREATION PROGRAM REPORTS: 2014 EASTER EGG CANDY HUNT EVALUATION. Mitch Johnson reviewed highlights from the 2014 Easter Egg Candy Hunt event which had a record year with 415 kids participating. Recommendations for future events would include investing in signage which can be used year after year and a larger PA system. Commissioner Ryan passed along positive comments from friends regarding working with Mitch Johnson during registration for summer programs. ADMINISTRATIVE REPORTS: A. CHANHASSEN ARBOR DAY EVENT. B. RED BIRDS BASEBALL OPENING DAY. C. CHANHASSEN MEMORIAL DAY CEREMONY. D. COMMISSION PHOTOGRAPH. Todd Hoffman noted the upcoming city events and asked commissioners who participate in those events to identify themselves as Park and Recreation Commissioner serving the city and thank the event organizers for their work. COMMISSION MEMBER COMMITTEE REPORTS. None. COMMISSION MEMBER PRESENTATIONS. None. ADMINISTRATIVE PACKET. Todd Hoffman pointed out that the Lotus Lake Conservation Alliance has made 100% payment for their contribution to this year’s watercraft inspection program at Lotus Lake. Carron moved, Boettcher seconded to adjourn the meeting. All voted in favor and the motion carried unanimously with a vote of 8 to 0.
