Public Hearing - Tanadoona/Dogwood Street and Utility
Improvements - Project No. 00-01-1
Tonight is the Public Hearing on the above-referenced project. Staff has met with
the neighborhood prior to tonight's meeting. In addition, the neighborhood held a
separate meeting to discuss the proj ect.
Based on the information from the neighborhood meetings and the feasibility
report findings, staffrequests Council authorize preparation of plans and
specifications for Option 1. The plans and specifications would be prepared
under the existing contract with HTPO Consultant Engineers for the BC- 7 & BC-
8 Trunk Utilities project.
The property owners adjacent to Dogwood Road petitioned the City to explore the
feasibility of extending utilities to their neighborhood as part of the BC- 7 and
BC-8 Trunk Utility Project No. 00-01. In addition, the City-maintained mound
system (a type of septic system) that serves three properties in the neighborhood
is failing. Engineering staff has received notice that corrective action must be
done within ten months of the notice.
The feasibility report was received by the Council at the November 27,2000
Meeting. Copies of the full report are on file in the Engineer's Office and are
summarized herein:
Option 1 _ Extension of sanitary sewer to the 3 properties currently served by the
City maintained mound system:
1. The extension is technically feasible.
2. The project is significantly less expensive than extension to the full
neighborhood. ($117,678.60 versus $1,518,552.75).
3. The mound system has been documented as failing. The City has been
notified that it has 10 months to take corrective action.
4. Alternatives would be comparable in cost and would require continued
additional maintenance over a municipal sanitary sewer system. In addition,
the alternatives do not reduce the number of septic systems in the vicinity of
Lake Minnewashta and within the City of Chanhassen.
5. It may be feasible to serve two additional properties with no changes to the
project. If this option is approved, Staff would approach the properties to
determine ifthey are willing to connect at this time, which would reduce the
asse~sments to the three properties included in this project and further reduce

the total number of septic systems. Serving these properties would be
desirable, but not necessary for this project to be considered feasible.
Option 2 - Extension of trunk utilities to Dogwood Neighborhood:
1. The utility extension is technically feasible.
2. This project would be 100% assessed. Based on the assessment amounts, the
project is not economically feasible.
3. Except for the City maintained mound system, none of the existing (private)
septic systems have been documented as failing.
4. The neighborhood does not support this optiòn at this time based on the
assessments and environmental impacts of the project.
5. Development or failing systems may make this Option more palatable at a
future date.
The three properties contributed to the cost of the mound system, but have not
paid trunk fees. The properties have requested that they be given credit for the
construction assessment against the trunk fees. This would total approximately
$10,000. Staff agrees that this is reasonable and recommends that it be
considered at the time the fmal assessment roll is prepared.
