Bluff Creek
On Tuesday, March 22, 2005 the Park and Recreation Commission reviewed
Planning Case 05-11, Liberty on Bluff Creek during their regularly scheduled
Commission meeting.
Following a staff report, Krista Novak, representing Town and Country Homes,
spoke on behalf of the applicant. Upon conclusion of their discussion
Commissioner Dillon moved to require the following conditions of approval
concerning Parks and Trails for Liberty on Bluff Creek::
1. Full park dedication fees be collected per city ordinance in lieu of
requiring parkland dedication.
2. The trails, 0)1 both the north and south sides ofcoI1ector road "A" are
widened to 10 feet~ , . . . ·
3. The intemalorprivate tr~l north of Block 1 be carefully planned to allow
convenient access to the BluffCteek Corridor~ . .

Dear Todd:
Thank you for submitting your proposal to install advertising signage,
scoreboards, dugouts and lighting at various athletic field venues throughout the
City. The Chanhassen Athletic Association (CAA) has a tradition of providing a
broad spectrum of athletic and social opportunities for area youth and their
families. The City of Chanhassen is pleased to have the CAA operating within
the Community and has enjoyed working with its many members and officers
over the years. In reviewing your proposal, I assembled the following staff
members: Jerry Ruegemer, Recreation Superintendent, Josh Metzer, Planner I,
Greg Sticha, Finance Director and Todd Gerhardt, City Manager. To provide
clarity in our response I will address each item individually.
1. Advertisine: Sie:nae:e: It is our position that permìtting advertising
signageas described in your proposal is not in the City's best interest.
Here are some·ofthe reasons why we hold this position.
~ These fields/parks are public property ,paid for byallresiden~s and
owned and operated by the City of Chanhassen. Topermìtaprivate
party/association to utilize· these properties for advertising would
suggest that other private parties/associations should receive the same
right.
~ The financial return to the Cityas.proposed is not large enough to
justify consideration of the proposed agreement.
~ Advertisingsignage atthe proposed level would have a significant
visual iIIlpactinour commuruty..It isjust these types.ofVi~Ual
displays that many of (Jur City codes restrict. Again, withoút .
significantbeJlefit to{he City and all residents, granting this requestis
not in thebestinterest·of the Community.
2. Score<B.oards: We do not have significant concerns ovenhe proposal to
installscorebOardsat atJJ.lepcfacilities. It is our position that scoreboards
as an amenityriseåbove the level of basic public services. We
recommend that the CAA initiate a discussion with the Park and
Recreation Commission concerning the perceived value of scoreboards as
a public amenity. In the event that the Commission agrees with your
assessment, they could make a recommendation to the City Council to
install scoreboards. Private funds could also be raised to finance
scoreboards followed by a proposal to donate these amenities. Donations
over $500 are subject to City Council approval.

CITY OF CHANHASSEN POLICY STATEMENT
Naming or Re-naming Public Facilities and Inftastructure
Background:
From time-to-time the Council is asked through a request or initiates itseH: an action to name or
re-name a public facility and/or infÌ'astIUcture improvement. Such actions are generally initiated
as an honorarium to someone for extensive public service and/or due to their historical
significance. So as to have some basic ground rules and so as to exercise proper constraint, the
Council wishes to create and adopt a policy governing sUch requests.
Policy:
Any requests to name or rename public facilities and/or infrastructure improvements need to be
submitted formally to Staff along with the reason and justification for the request and
documentation supporting the change.
Staff will then seek approval fÌ'om the Council to investigate the request. Ifpreliminarily granted
by Council, Staffwill advertise the proposed naming or name change so as to seek appropriate
input. A public hearing should be scheduled and held following the public hearing the Council
will act on the request.
Each proposal must meet the following criteria:
1. A public facility and/or inftastructure improvements don't already carrying the name under
consideration.
2. The name be associated with a person that has participated in extensive public service, or
3. The name be associated with a person whose actions or deeds carrying historical significance
to the City of Chanhassen.
4. If the action is to consider renaming a public facility and/or infrastructure improvement, the
existing name must be generic such as Chanhassen Park, Elm, Oak, etc.
