PRC SUM 2014 05 28 CHANHASSEN PARK AND RECREATION COMMISSION REGULAR MEETING SUMMARY MINUTES MAY 28, 2014 Chairman Kelly called the meeting to order at 7:30 p.m. MEMBERS PRESENT: Cole Kelly, Steve Scharfenberg, Elise Ryan, Brent Carron, Rick Echternacht, Luke Thunberg, and Jacob Stolar MEMBERS ABSENT: Jim Boettcher and Tyler Kobilarcsik STAFF PRESENT: Todd Hoffman, Park and Rec Director; Jerry Ruegemer, Recreation Superintendent; Mitch Johnson, Recreation Supervisor; Ben Domjahn, Park Intern; and Adam Beers, Park Superintendent PUBLIC PRESENT: Dan Maus 2610 Fieldstone Drive, Victoria Matt Mason 9198 Springfield Drive APPROVAL OF AGENDA: The agenda was amended by Commissioner Carron to include an update on the staircase construction as item number 4 under Reports. th PUBLIC ANNOUNCEMENTS: Todd Hoffman noted the concert series will start June 12 and Mitch Johnson passed out magnets containing the musical line-up. Commissioner Scharfenberg noted that there is a Red Birds baseball game on Friday night against the Chaska Cubs being sponsored by Bountiful Baskets and asked that people bring non-perishable items or money to donate. VISITOR PRESENTATIONS: None. APPROVAL OF MINUTES: Carron moved, Thunberg seconded to approve the verbatim and summary Minutes of the Park and Recreation Commission meeting dated April 22, 2014 as presented. RECOMMENDATION CONCERNING WILLIAM’S WINGS FOUNDATION’S OFFER TO DONATE AN ANGEL OF HOPE STATUE. Todd Hoffman presented the staff report on this item. Commissioner Ryan asked about parking. Commissioner Scharfenberg asked about lighting of the statue. Carron moved, Ryan seconded that the Park and Recreation Commission recommends that the City Council accept the donation and installation of an Angel of Hope Statue and all related improvement from the William’s Wings Foundation. The statute will be placed on city-owned green space located along Santa Vera Drive, west of Kerber Boulevard. With the exception of mowing and sidewalk snow removal the statue, grounds, related improvements and associated events shall be operated, funded and maintained by the William’s Wings Foundation and/or their designee in perpetuity. All voted in favor and the motion carried unanimously with a vote of 7 to 0. RECOMMENDATION CONCERNING PROPOSED DONATION OF LAKE ANN PARK FIELD DUG OUT IMPROVEMENTS, CHANHASSEN ATHLETIC ASSOCIATION BASEBALL/ SOFTBALL. Park and Recreation Commission Summary – May 28, 2014 Dan Maus, on behalf of the Chanhassen Athletic Association (CAA) Baseball/Softball Board of Directors, explained that they would like to donate $10,000 to put covered dugouts on Field 5 at Lake Ann Park. Chair Kelly asked about timing for installation of the dugouts. Commissioner Scharfenberg asked about the bid process. Scharfenberg moved, Echternacht seconded that the Park and Recreation Commission recommends that the City Council accept the donation and installation of chain-link dugouts on Lake Ann Park Field #5 from the Chanhassen Athletic Association (CAA) Baseball and Softball Board of Directors. All voted in favor and the motion carried unanimously with a vote of 7 to 0. RECOMMENDATION CONCERNING PROPOSED BANDIMERE COMMUNITY PARK PRELIMINARY SITE PLAN. Todd Hoffman presented the staff report on this item. Rich Koechlein with WSB and Associates reviewed details of the modified master park plan. Commissioners asked about the skating rink layout, stormwater ponding, setbacks from the pipeline, and parking. Matt Mason, 9198 Springfield commented that he believes parking is adequate right now, and asked that evergreens be placed on the berm for screening. He also asked that garbage collection be ramped up with more usage and questioned the cost of the splash pad in relation to usage. Commission members asked for a breakdown on costs associated with various projects, i.e. splash pad, lighting. Chairman Kelly asked about the need to send this master plan to the City Council right now. Commissioner Scharfenberg expressed concern with the splash pad and concession stand and suggested building a picnic pavilion that can be used for rentals. After discussion from commission members regarding phasing, including financial information to the City Council and tabling this item for another month, the following motions were made. Echternacht moved, Thunberg seconded that the Park and Recreation Commission recommends that the City Council approve the proposed Bandimere Community Park master site plan dated May 12, 2014 as amended to change the name of tennis courts to sport courts; and directs the Park and Recreation Commission to begin developing a phased construction timeline and Capital Improvement Program (CIP) for the project,. All voted against the motion and the motion failed 0 to 7. Scharfenberg moved, Echternacht seconded that the Park and Recreation Commission recommends that the City Council approve the proposed Bandimere Community Park master site plan dated May 12, 2014 as amended to change the name of tennis courts to sport courts and deleting concession stand and replacing with shelter/restrooms; and directs the Park and Recreation Commission to begin developing a phased construction timeline and Capital Improvement Program (CIP) for the project. All voted in favor, except for Chair Kelly who opposed, and the motion carried with a vote of 6 to 1. ESTABLISH 2015-2019 PARK AND TRAIL ACQUISITION AND DEVELOPMENT CAPITAL IMPROVEMENT PROGRAM (CIP) TOUR DATE. th Todd Hoffman suggested a tour date of Tuesday, June 10 or prior to the regularly scheduled Park and th Recreation Commission meeting on Tuesday, June 24. After discussion it was decided to meet at th Bandimere Park at 6:00 p.m. on Tuesday, June 10. Commissioner Ryan suggested going to Lake Ann to look at what’s being requested by CAA. Commissioner Carron suggested looking at the Bluff Creek trail connection to the LRT. Todd Hoffman suggested going to Pioneer Pass Park. 2 Park and Recreation Commission Summary – May 28, 2014 RECREATION PROGRAM REPORTS: LAKE ANN PARK SUMMER SCHEDULE. Jerry Ruegemer provided an update on operations at Lake Ann Park with the concession stand, and boat and picnic shelter rentals. Chair Kelly asked about the lifeguard contract. Commissioner Scharfenberg asked if legislation concerning pools and lifeguards affected the contract with Minnetonka Aquatics. 2014 SUMMER PROGRAMS REPORT. Mitch Johnson reviewed highlights of the programs being offered for preschool, youth and families. Commissioner Ryan pointed out an error in the Connection for th the Art in the Park program scheduled for Thursday, July 26, which is actually a Saturday. Mitch th explained that it should actually be Thursday, June 26. SELF-SUPPORTING PROGRAMS: 2014 ADULT SOFTBALL. Ben Domjahn, a student at St. Cloud State, explained the work he’ll be doing this summer working with the Park and Rec staff. Jerry Ruegemer reviewed the summer schedule for the adult softball leagues. PIONEER PASS PARK CONSTRUCTION. Adam Beers provided an update on construction at Pioneer Pass Park. STAIRCASE CONSTRUCTION UPDATE. Adam Beers provided an update on the construction of the staircase on Highway 41. COMMISSION MEMBER COMMITTEE REPORTS. None. COMMISSION MEMBER PRESENTATIONS. None. ADMINISTRATIVE PACKET. None. Carron moved, Echternacht seconded to adjourn the meeting. All voted in favor and the motion carried unanimously with a vote of 7 to 0.
