Update to City Council on Sanitary Sewer Alignment for Pinehurst
Land Use Review File No. 04-08
Previously, staff and the developer had differences of opinion on the proposed
sanitary sewer alignment for this project. The differences centered on a proposed
western sewer line which would serve the western two-thirds of this property.
Staff was concerned with the proposal for the following reasons:
a.
Sewer alignment routed the line through a City-owned parcel south of the
development. This parcel was Oliginally acquired as a possible future well
site and the location of the line through the center of the parcel could limit
the placement of a well on-site.
b.
The alignment made two, sharp 90° bends in addition to having a steep
pipe grade (9%+). This caused concerns with future maintenance and
premature degradation of the manhole interiors.
c.
The alignment routed the sewer down a steep slope of 3: 1 and greater.
The concern here was 10ng-telID stabilization of the slope on the City's
prope11y after construction.
d.
The alignment required the open-cutting of Lake Lucy Road in order to
drain the sewer to an existing manhole in Lake Lucy Road. The concern
was to try and limit the open-cutting of Lake Lucy Road.
Staff met with the developer and presented these concerns. The developer has
now come back with an alternate proposal (see attachment). The alternate
proposal includes: directional boring of the sewer line on a more "straight shot"
alignment which eliminates the two 90° bends; dropping the pipe slope from a
steep 9%+ to a more common 7% maximum slope; and moving the proposed pipe
alignment over to the east so that it doesn't bisect the City property in the center.
In addition, by direction ally bOling the pipe, the concern over long-term
stabilization of the hill slope goes away and no additional trees need to be
removed.
While Lake Lucy Road will still have to be cut into, staff believes that the
developer has done all that can be expected to address our concerns. We are now

recommending approval of the revised western sanitary sewer alignment as
proposed. The only condition staff is recommending is to revise the east property
line of Lot 16 so that it follows the proposed sewer line. Staff has confirmed that
this revision will still provide sufficient lot area for the abutting Lots 17 and 18.
RECOMMENDED CONDITIONS OF APPROVAL
1. Delete Condition 5.q. of the staff report.
2. Revise the eastern property line of Lot 16 to follow the proposed sanitary
sewer line.
