Dear Mr. Coffman.:
After extensive review and discussion it has been detennined that your request for a temporary
access to Trunk Highway 41 for the Yoberry Farms residential development in the City of
Chanhassen must be denied for the following reasons:
1. The intention and the existing use of the northbound left turn bypass lane for Ches Mar Drive
would be adversely impacted with vehicles decelerating to turn right into the proposed temporary
access. Northbound vehicles using the bypass lane do not expect vehicles ahead of them slowing
down to turn right. The safety implications could be great ifthe existing driveway was upgraded
and additional traffic (vs. the existing residential use), especially heavy slow moving trucks,
turned right to this temporary access point.
2. The southbound left turns to this proposed temporary access cannot be allowed because the
nan'ow shoulders and in-place guardrail do not allow a vehicle to bypass a vehicle stopped to
turn left. In this situation on a high speed highway such as Trunk Highway 41with a downhill
grade, the potential for serious rear end crashes is too great.
3. It is much safer for trucks and construction equipment to enter and exit a highway at an
established, recognizable location such as Long Acres Drive and Lake Lucy Road where the
geometries) sig¡lage, pavem.ent widths, etc. are better suited for entering and exiting traffic.
4. The horizontal a.nd vertical cwvcs on Trunk Highway 41 adversely impact the visibility of the
vehicles entering the highway as well as the traffic on the highway approaching the location.
5. Mud, dirt) and rocks tracked onto the highway from the construction site is also cause for
concern. The material on the highway would be a hazard and c1eaning of the roadway would
interfere with high speed traffic.
